Every era confronts its distinctive social and political dramas. In the mid-twentieth century, center stage has frequently been dominated by the struggle of the so-called "Third World," first, for liberation from the colonial powers and then for development and entry into the modern world. The sixties were to be the "decade of development." Yet many of the emerging nations developed very little, if at all, and some slid backward. To this outcome, general political instability and specific tribal, religious, and ethnic conflicts made their contribution. The study analyzes the problem of whether traditional cultural values in African nations have hindered the needed steady progress which has occurred in the western counterpart in regards to political, social, and economic development. The methodological approach was done through a series of tests. The study was devised to demonstrate how a segment of a society can accelerate a need for a change to the advantage of the rest of the population. Questionnaires and interviews were developed and administered to 400 traditional Africans, predominantly Ugandans and 250 of a cross section of the American population. These were tested on members of the both societies with a career aspiration in leadership and administration. The study also looked at how people transmit their culture by reviewing and testing the written material about books on African and American culture. The study revealed that the traditional African people tested were in a transition from their historical static condition to the western culture of progress and that resistance to change was gradually on the verge of disappearing. The study also pointed out that there is a certain element in which the African nations aspiring to the goal of western development have tended to change within the context of African way of life development. The author reminds his readers that development is not abrupt process but demands careful attention to protect the future and that of the past and that the developing countries should not assimilate all the Western World offers them as an example.

The “tabloid TV” news genre is a relatively new phenomenon in Uganda and Africa. The genre has been criticised for depoliticising the public by causing cynicism, and lowering the standards of rational public discourse. Despite the criticisms, the genre has been recognised for bringing ‘the private’ into a public space and one of the major ‘private’ issues on the public agenda is women and gender equality. Given these critiques, this study set out to interrogate the meanings that young working class women in Kampala make of the tabloid television news programme Agataliiko Nfuufu and to ask how these meanings relate to the contested notions of femininity in this urban space. In undertaking this audience reception study I interviewed young women between the ages of 18-35 years by means of individual in-depth interviews and focus group discussions. The study establishes that Agataliiko Nfuufu is consumed in a complex environment where contesting notions of traditionalism and modernity are at play. The study also establishes that while mediating the problems, discomforts and contestations of these young women’s lives, Bukedde TV1 operates within a specific social context and gendered environment where Agataliiko Nfuufu is consumed. The study concludes that the bulletin mediates the young women’s negotiations and contestations, but it provides them with a window into other people’s lives and affords them opportunities to compare, judge and appreciate their own. Furthermore, the gendered roles and expectations in this context have become naturalised and have achieved a taken-for-grantedness. Therefore, patriarchy has been legitimised and naturalised to the extent that the respondents define themselves largely in relation to male relatives, and marriage. While the women lament the changes that have taken place in their social contexts which disrupt the natural gender order, they construct themselves as subjects of the prevailing discourses of gender relations that see men as powerful and women as weak and in need of protection.

African leadership and the role of the presidency in African conflicts : a case study of Uganda's president Yoweri Museveni

Thesis (MA)--Stellenbosch University, 2012. / Includes bibliography / ENGLISH ABSTRACT: As a wave of political uprisings swept across North Africa since January 2011, ridding the region of longstanding autocratic leaders, presidents in Sub-Saharan Africa were still imprisoning opposition leaders, deploying military and police to clamp down on protest, and promising their citizens change - all this in a bid to avoid being ousted by their own people. Leadership has long been the main constraint on political and economic progress in Africa. This study analyses African leadership and especially the role of the presidency as a cause of conflict and instability in Africa. The modern-day African president might no longer be the absolute autocrat from yesteryear, but he still rules with awesome power and vast state resources at his disposal. African leaders have assumed an imperial character; many regard themselves as largely above the law; accountable to no one and entitled to remain in power or to pass the sceptre to their offspring. Due to this rather imperial character, conflict has been inevitable in Africa. As a theoretical basis the study proposes a framework for analysing leaders’ behavioural patterns that contribute to conflict and instability domestically as well as regionally. Six relevant behavioural patterns are identified: political deprivation, patronage and clientelism, personalisation of power, use of the military, staying to office, underdevelopment and conflict. Additionally, and as a case study, this framework is applied to Uganda’s president Yoweri Museveni. Each of the six behavioural patterns are analysed and evaluated in relation to Museveni’s rule of the past 25 years. Applying the framework demonstrates how Museveni contributed to conflict across the region in Somalia, Sudan, Kenya and the Democratic Republic of the Congo (DRC). Museveni is found to be a power point man in the region and his imperial nature is likely to contribute to future instability and conflict in Uganda and the Great Lakes region. The study also addresses the genesis of the imperial African leader and investigates why, despite waves of democratisation and the expulsion of a few autocratic rulers in Africa in the late 1990s, the imperial character still persist today. Constitutional limitations are found to be one of the major reasons why absolute powers end up being vested in the hands of the president. Lack of proper separation of powers, and a culture conducive to suppressing the legislature and parliamentary role, provides additional reasons for this phenomenon. Furthermore, both internationally and locally, the leadership deficit in Africa is drawing continuing attention and even funding. However, in order for Africa to make progress in eradicating poor and unaccountable leadership, local initiatives should be further encouraged. The African Union Peer Review Mechanism and the African Charter on Elections, Democracy and Governance are discussed as two African initiatives; also the Mo Ibrahim Index and Prize are evaluated. Although all three these initiatives are admirable in theory, they have failed to deliver because real commitment to action is lacking in most African countries. A speedy and conclusive solution to the problem seems unlikely because of the complex nature of humans and their environment. Thus, the aim of this study is to make a contribution to the scholarly body of work regarding the causes of African conflict, focusing on the African presidency as one cause of such conflict in Africa. / AFRIKAANSE OPSOMMING: Vanaf Januarie 2011 het ’n vlaag politieke opstande Noord-Afrika getref waartydens weggedoen is met langdurige outokratiese leiers. In Afrika Suid van die Sahara het heersers egter steeds opposisieleiers opgesluit en militêre- en polisiemagte ontplooi om opstande die hoof te bied, terwyl vae beloftes aan die bevolking gemaak word oor moontlike veranderinge. Swak Afrika-leierskap word dikwels beskou as ‘n belangrike faktor wat politieke en ekonomiese vooruitgang op die vasteland strem. Hierdie studie analiseer leierskap in Afrika, veral die rol wat die president speel in die skepping van konflik en onstabiliteit. Die hedendaagse Afrika-leier mag dalk nie meer voorkom as die absolutistiese outokraat van die verlede nie, maar hy regeer steeds met oorweldigende mag en ekstensiewe staatshulpbronne tot sy beskikking. Dit is duidelik dat die Afrika-leier dikwels ‘n imperiale karakter aanneem en homself verhewe ag bo die wet. In welke geval hy dus geen verantwoording hoef te doen aan enige ander party nie. Die hoofdoelwit blyk dikwels te wees om beheer te behou. Die gevolgtrekking wat gemaak kan word, is dat die imperiale karakter van die Afrika-president tot konflik kan lei. Hierdeur word aangedui hoe Museveni bygedra het tot konflik, nie net in Uganda nie, maar inderwaarheid ook in Somalië, Sudan, Kenia en die Demokratiese Republiek van die Kongo (DRK) tydens sy bewind van die afgelope 25 jaar. Museveni word allerweë beskou as die “sterkman” in die streek en sy imperiale karakter sal heel waarskynlik ook in die toekoms bydra tot onstabiliteit en konflik in Uganda en die Groot- Merestreek. The above quotation encapsulates the essence of what this thesis has set out to do; to examine the concept of public participation and its application in environmental governance within the context of the participation of indigenous peoples in the conservation and management of protected areas in Australia and Uganda. The concept of public participation is of such intrinsic importance that it has emerged as one of the fundamental principles underpinning environmental governance and therefore forms the basis for this study. -- Environmental governance, as a concept that captures the ideal of public participation, is basically about decisions and the manner in which they are made. It is about who has 'a seat at the table' during deliberations and how the interests of affected communities and ecosystems are represented. It is also about how decision makers are held responsible for the integrity of the process and for the results of their decisions. It relates to business people, property owners, farmers and consumers. Environmental governance is also about the management of actions relating to the environment and sustainable development. It includes individual choices and actions like participating in public hearings or joining local watchdog groups or, as consumers, choosing to purchase environmentally friendly products. -- The basic principles behind good governance and good environmental decision making have been accepted for more than a decade. The 178 nations that attended the Rio Summit in 1992 all endorsed these nvironmental governance principles when they signed the Rio Declaration on Environment and Development (Rio Declaration) - a charter of 27 principles meant to guide the world community towards sustainable development. The international community re-emphasised the importance of these principles at the World Summit on Sustainable Development in 2002. -- The right to public participation in nvironmental decision making and natural resources management is one of the 27 principles endorsed by the nations of the world and is embodied in the provisions of Principle 10 of the Rio Declaration. / Environmental decisions occur in many contexts. They range from personal choices like whether to walk or drive to work, how much firewood to burn, or whether to have another child. They encompass the business decisions that communities or corporations make about where to locate their facilities, how much to emphasise eco-friendly product design and how much land to preserve. They include national laws enacted to conserve the environment, to regulate pollution, manage public land or regulate trade. They take into account international commitments made to regulate trade in endangered species or limit acid rain or C02 emissions. -- Environmental decisions also involve a wide range of actors: individuals; local, state and national governments; community and tribal authorities such as indigenous peoples; civic organisations; interested groups; labour unions; national and transactional corporations; scientists; and international bodies such as the United Nations, the European Union, and the World Trade Organisation. -- Each of the actors have different interests, different levels of authority and different information, making their actions complex and frequently putting their decisions at odds with each other and with ecological processes that sustain the natural systems we depend on. -- Accordingly, this thesis aims to examine participation in environmental decision making in a way that demonstrates these complexities and interdependencies. It will explore the theoretical and conceptual basis for public participation and how it is incorporated into international and domestic environmental and natural resources law and policy. -- It will examine public participation in the context of the legal and policy framework for the conservation and management of protected areas and will use case studies involving the participation of indigeneous peoples in Australia and Uganda to provide the basis for a comparative analysis. -- The thesis will also faces on a comparative analysis of the effectiveness and meaningfulness of the process for public participation in environmental decision making in Australia and Uganda. There is extensive literature on the purposes to which participation may be put; the stages in the project cycle at which it should be employed; the level and power with regard to the decision making process which should be afforded to the participants; the methods which may be appropriate under the different circumstances, as well as detailed descriptions of methods; approaches and forms or typologies of public participation; and the benefits and problems of such participation. / However, there is not much significant literature that examines and analyses the meaningfulness and effectiveness of the contextual processes of such participation. This is despite the widespread belief in the importance and value of public participation, particularly by local and indigenous communities, even in the face of disillusionment caused by deceit, manipulation and tokenism. Accordingly, the thesis will use case studies to demonstrate the meaningfulness and effectiveness or otherwise of public participation in environmental decision making in protected area management. -- Increasingly, the terminology of sustainable development is more appropriate to describe contemporary policy objectives in this area, with an emphasis on promoting local livelihood and poverty alleviation within the constraints of ecosystem management. However, the domestic legal frameworks, and institutional development, in Australia and Uganda tend to reflect earlier concepts of environmental and natural resources management (referred to as environmental management in this thesis). There are some significant differences between a North (developed) nation and a South (developing) nation, in terms of the emphasis on economic objectives, political stability, resources and legal and administrative capacity.
