The impact of monetary policy on economic growth in Uganda

This study sought to empirically investigate the impact of monetary policy on the economic growth in Uganda during the period 1985-2013. The variables analysed were real gross domestic product, real interest rates, real effective exchange rates and inflation. The empirical analysis used a Vector Autoregressive (VAR) model as well as other techniques in order to obtain meaningful results. Using the Johansen technique, the empirical findings revealed that all the variables share a long run relationship. Further, real interest rates, real effective exchange rates and inflation have a negative effect on economic growth in the long run. The results further revealed that in a ten-year period, the variations in real GDP can be explained by its own innovations followed by real interest rates but real effective exchange rates and inflation however have minimal effects on real GDP. The findings of the impulse response test reiterated the VECM results showing that real interest rates and real effective exchange rate have a negative impact on economic growth in the first three years and the effect dies out after the fifth year. On the other hand, inflation rate has a marginal positive effect on economic growth in the first three years after which the effect becomes negative and wanes off after the sixth year. Uganda uses an Inflation Targeting Lite monetary framework that is based mainly on the use of interest rates to curb inflation. However, this study revealed that the use of interest rates as a policy tool to combat inflation results in a negative bearing on growth. It is on these grounds that this dissertation recommends a gradual policy shift from exclusive use of inflation targeting. Policy makers should thus consider using exchange rate targeting. Mishkin (2013) states that having a credible exchange rate target helps a country to anchor inflation to the expectations of the inflation rate in the economy because it ties the inflation rate of internationally traded goods to those of the country. This would be beneficial to Uganda which is a land locked country that relies heavily on imported products especially petroleum products and fuel whose prices fluctuate from time to time. In addition, exchange rate targeting is effective in reducing inflation quickly especially in emerging economies like Uganda. However, policy makers should be mindful that using exchange rate targeting can make a country prone to speculative attacks on their currencies which could devalue a country’s currency thus leading to a decline in economic growth. It is prudent therefore to apply these policies with a degree of caution.

Analysis of leadership styles and school performance of secondary schools in Uganda

The study sought to analyze the leadership styles of head teachers and school performance of secondary schools in Uganda. It was a mixed study that used both the qualitative and quantitative methods. It adopted a correlation survey research design that helped in establishing the relationship of leadership styles and school performance. In this regard, data for this study was collected on the independent variable, which was leadership styles, and that of the dependent variable, which was school performance. The relationship between the two variables was investigated in order to determine the strength of their relationship and the coefficients of determination existing between them. Together with observations during school visits, interviews were also conducted with head teachers and teachers and focused group discussions were held with selected students and parents, to identify factors affecting school performance and the effectiveness and relationship between leadership styles and school performance. The researcher discovered on the basis of an extensive literature review and the in-depth research undertaken that head teachers adopt a range of leadership styles. However, for the purposes of this investigation, the researcher examined the relationship between leadership styles in general and school performance, and later analyzed four leadership styles in relation to school performance. v While noting the many challenges and demands made on the head teachers during the execution of their tasks, the study underscored the need for the development of management and leadership skills amongst head teachers. The study established that unless head teachers are well equipped with knowledge and skills in management and leadership, they would not be able to improve school performance significantly. The study established that effective school performance requires visionary leadership, amongst others, and that there is a strong relationship between visionary leadership and transformational leadership, which is recommended for education leaders.

A critical analysis of child labour and human resource development in Uganda

This study is a critical analysis of child labour and human resource development in Uganda. The study was undertaken because of the growing concern about child-labour practices in African countries, Uganda being an example. The incidence of child labour and the form that it takes are driven by supply-anddemand factors countrywide, but also by the sheer need of children to survive. Child labour is considered to be a fundamental child development problem. Children are involved in a number of child-labour practices such as prostitution in the commercial and tourism sex industry, forced begging on the streets, and forced soldiering. They may be used as camel jockeys, domestic servants, farm labourers/herders, mine labourers, produce porters, roadside sellers/street vendors, sweetshop-industry labourers, cooks and porters for rebels. The persistent exploitation of children involved in hazardous work and conditions has become overwhelming in Uganda. Poverty as one of the major causes for the growing numbers of child labourers in the agricultural sector in Uganda has caused a number of children to engage in child-labour activities to earn extra income for household survival. Many children have opted for partial attendance in school, eventually dropping out. Parents have also frequently influenced children to work on family farms, thus contributing to the children dropping out of school. Child-labour practices have become entrenched in the social and moral fabric of Ugandan society, and for this reason, research endeavours to uncover ways and methods to reverse this situation. The main objectives of this research were to establish the impact of poverty on child labour, to assess the effect of the social and cultural setup on child labour, to find out the impact of child-labour legislation enforcement, to determine the 5 influence of the HIV and AIDS pandemic on child labour, to establish the effect of the educational system and technological advancement on child labour, to establish the level of awareness of human rights in the community, and to establish the impact of human rights activists on the prevention of child labour. The study was undertaken in Masindi District in Budongo Sub County, in three parishes, Nyabyeya, Nyantonzi and Kasongoire. The respondents used for the study included child labourers, their parents, farmers, and community leaders. The method used to get to the sample was purposive sampling. Data was collected using questionnaires for written answers and a tape recorder for oral answers. Both primary and secondary data was collected, verified, edited, checked, coded, analysed, and then exported to Excel and SPSS. Collecting the data was a challenging exercise for the researcher. Experiences were varied, in the hospitality and willingness of respondents to learn more about child issues. Although respondents were willing to participate in the data collection exercise, social and cultural values did not permit all of them to share their views with the researcher. To collect data from respondents, the researcher had to ensure that remuneration was in place at the end of the exercise. The respondents filled out the questionnaires only after learning of the availability of a reward for every questionnaire answered. More setbacks were the need to travel long distances, and enduring the poor infrastructure, poor sanitation, and epidemic outbreaks, some of which diluted the quality of data collected. During group interviews, most parents were not entirely truthful about involving their children in child-labour activities. Although most respondents had an idea of what child labour is, their ignorance levels on the topic prevented them from stopping their children from working. The major findings of the research were that the cultural, social and economic setup of the community in the study area favoured child labour, although the child-labour legislation is against using children as labourers. Various ethnicities 6 in the study area considered a person between the ages of 5 and 12 years to be a child, yet the Constitution of Uganda dictates the age of childhood to be below 18 years. This causes conflict in the definition of who a child is. Although parents were aware of the Universal Primary Education (UPE) regulation penalties for not taking children to school, they still permitted children to engage in child-labour activities, and little has been done by government to curb the culprits. Awareness of the Sub Counties and Credit Co-operatives (SACCOs) and their implementation has not helped to reduce poverty in the area studied, resulting in an increased school dropout rate among school-going-age children, as well as more child-labour activities. The major conclusion of the study was that little has been done to increase the awareness levels of the teachers, parents and their children about child labour and its legislation, their knowledge of and involvement in micro-finance institutions in the community, and the availability of vocational training institutions. Little has therefore been done to reduce child-labour activities, improve the economic status of the community, and improve their human resource skills. The major recommendations of the research to the study are that culture should not override the Constitution as far as the definition of age limit is concerned. The government should carry out stakeholder analyses, and implement a life-skills and sensitisation programme in order to improve child participation in the Universal Primary Education (UPE) programme. Government should ensure that the society is given information about basic accounting, project planning and management skills, in order to be effectively involved in the economic programmes of SACCOs.

The challenges facing non-governmental organisations in transforming conflict through capacity-building in Nothern Uganda

Capacity-building is an essential component of post-conflict reconstruction (PCR) and peace-building in the aftermath of violent conflict. Civilians, mainly women and children are driven or abducted from their homes during violent conflict and suffer various abuses and atrocities. Many spend the duration of the conflict as refugees in Internally Displaced People (IDP) camps in neighbouring countries. Violent conflict impinges on their psychological well-being and socio-economic development making their re-integration into their former communities extremely complex and challenging. In the case of Northern Uganda, the conflict lasted for over two decades. However, since the ―Cessation of Hostilities Agreement‖ of 2006, the peace-building process has been particularly evident here. Numerous stakeholders have been involved in the capacity-building processes in Northern Uganda, and one such organisation is the Friends of Orphans (FRO) in Pader district, Northern Uganda. The purpose of this research study is to explore the challenges facing the FRO in transforming conflict and building sustainable peace through capacity-building in Pader district. The study explores the programmes the organisation implements and investigates how these programmes are relevant for the transformation of conflict. Apart from reviewing the literature, the researcher conducted semi-structured interviews and used participant observation. The employees of the FRO – all of whom are involved with capacity-building in these communities – participated in these interviews in their capacities as social workers, teachers, administrators and field workers. The beneficiaries of these programmes include former child soldiers, abductees, child mothers, land mine survivors and orphans. Lessons learned by the FRO, as well as the researcher‘s recommendations, are discussed in the study in order to assist the future work of the organisation and other stakeholders who have devoted their efforts to the recovery of areas emerging from conflict.

Epidemiological studies on malocclusion have been primarily concerned with its aetiology and distribution. However, due to the varied and often subjective methods of assessment, many of these studies provide conflicting data related to malocclusions (Solow, 1970). To address this, the F&eacute / d&eacute / ration Dentaire Internationale (FDI) in close collaboration with the World Health Organisation (WHO) developed an objective method for measuring occlusal traits (Baume et al., 1973). This method was used to obtain the epidemiological data on occlusal traits for 14-year-old children Kampala in order to provide baseline data related to malocclusion. A total of 402 subjects were examined. Of these 65% were female and 35% were male. Thirty percent of the sample had at least one dental anomaly. The most commonly extracted teeth were mandibular first molars (43.6%) and maxillary canines (17.3%). The high frequency of extracted permanent canines in this sample is unique. By and large, many of the occlusal traits related to the canine are attributable to the practice of ebinyo, a form of dental mutilation, which still seem to be rife in many communities in Uganda. Similar to other studies (Massler and Frankel, 1951 / de Muňiz, 1986 / Ferguson, 1988 / Kaka, 1993), mandibular first molars were five times more likely to be missing than maxillary first molars while the ratio of missing maxillary to mandibular canines was found to be 2.5:1. Crowding was most frequently observed in the mandibular incisal segment while spacing was mostly in the maxillary incisal region, thus supporting the view of Brunelle et al., (1996) that although prevalence may vary from study to study, more people have malaligned mandibular incisors than maxillary incisors concurs with these studies. Of the subjects studied, 6.8% had a diastema of 3mm and more. Regarding space measurements, 17.9% of the sample population had at least one segment with crowding, 18.2% had at least one segment with spacing while 33.6% had some degree of incisor malalignment and 54.2% of the sample population had some form of space anomaly. About 70% of the subjects had symmetric molar relationships of which 54.2% were Class I, 9.2% Class II and 3.2% Class III similar to the universal distributional pattern. Crossbites were not a major finding, and were present in only 7% of the sample. The distribution of overjet was relatively symmetrical on the left and right. Negative overjet (anterior open bite) was a rare occurrence in an average of 2.4% of the population. In 77.6% of the population, the overjet ranged from 1 to 4mm, and in 22.4%, the overjet was either edge-to-edge, reverse or 5mm and over. About 7.3% had an overjet of 5-6mm while only 2.1% had an overjet greater than 6mm. Approximately 53.7% of the population had an overbite of 1-3mm. Edge-to-edge and open bite incisor relationships were found in less than 10% of the sample. Although ideal occlusion as described by Angle (1907) in the Ugandan sample is very rare, using the data derived from this study, normal occlusion as defined by statistical distribution can be described.

A Look at the Change in the Seasonality of Influenza between Three Distinct Regions of Uganda: Central, Northwest, and Western

Influenza is suspected to be endemic in tropical climates, with peaks during and/or following cold or rainy seasons. To date, only one study has been conducted examining the epidemiology and seasonality of influenza in Uganda. The focus of this analysis is to determine whether a change in the seasonality of influenza can been seen between three distinct regions of Uganda: Central, Northwest, and Western. Secondary data analysis was conducted on surveillance data collected by the Uganda Virus Research Institute (UVRI) between April 2007 to September 2010 from 10 surveillance sites. Surveillance sites were grouped for this analysis into three regions: Central, Northwest, and Western. A total of 3,944 samples were collected and tested for any strain of influenza. The prevalence of influenza over the 4 years of surveillance was 10.1%. The majority of cases came from the Central region (81.7%) and the highest prevalence of influenza-positive samples were collected in the Central region (88.7 cases/1,000 persons). A clear difference in influenza activity was observed during the 2009 H1N1 pandemic. Uganda reported its first case of H1N1 in July 2009 (Relief Web). The Central region experienced its initial flux of influenza activity in July and August 2009 (Figure 1). However, the Northwest region did not experience a flux in activity until October 2009 (Figure 2). Influenza activity in the Central and Northwest regions appear to coincide with colder temperatures and both rainy seasons. The Northwest region was the only region to experience a peak corresponding with warmer weather. Results showed a slight change in the seasonality of influenza between the Central and Northwest regions of Uganda from surveillance data collected between April 2007 and September 2010.
