Abstract
Since 2008, the overall unemployment rate has been rising sharply, and the overall unemployment and economic problems have gradually emerged. The unemployment rate in areas of Kaohsiung City, Kaohsiung County, and Pingtung County is higher than the standard of the whole Taiwan area, and the industrial development in areas of Kaohsiung City, Kaohsiung County, and Pingtung County starts to change. Under this circumstance, enterprises and unemployed persons attach more importance to Taiwan government's vocational training policies. Vocational training has always been the government's main long-term human resources policy. Therefore, this study is trying to discuss how to cultivate the manpower needed by enterprises and promote unemployed persons to re-enter the job market through vocational training, promote the overall social stability and activate economy, and probe into the pre-service training items for public vocational training in order to attain the goals and purposes of vocational training.
Employment security is one of the major policies of Taiwan government, and vocational training and employment services are the greatest demands for people toward employment security. Although the policy goals of vocational training are quite clear, the actual practice still leaves room for improvement. The contents of this study include: analysis of difficulties encountered by people in areas of Kaohsiung City, Kaohsiung County, and Pingtung County; planning for vocational training courses administered by the government; and direction of enterprises¡¦ demand for talents. This study clarifies the demands of the existing enterprises and people for professional vocational training from the angle of the needs of enterprises, market and unemployed persons, as well as supply differences, and further submits concrete suggestions for improving employment ability and meeting the needs of enterprises for talents.
From this study, it is found that there is a gap between enterprises¡¦ demand for manpower and the existing vocational training items. Consequently, the employment ability of the unemployed people can¡¦t be solved effectively. The main factor lies in the fact that the vocational training units fail to control complete and sufficient information about the job market. So, the vocational training units are suggested to understand the talent gap of enterprises first before they develop vocational training courses as the pre-service training projects for unemployed persons in the future, so as to create a win-win-win situation for enterprises, unemployed persons, and vocational training units.

Problem: The creation of the European Union gave people the right of free movement between the membership countries. In theory, the creation of a single market should create many additional employment and earning opportunities for the workers in the member states of the EU (Bauer & Zammermann, 1999 cited at Borjas, 2010). Some natives believe that an increase in immigration will post a threat to them. They believe that their wages will go down and jobs will be taken from them. Is this true or is it just a sign of xenophobia? Purpose of the Research: The purpose of this study was to replicate successfully the study: “Examining the Relationship between Immigration and Unemployment Using National Insurance Number Registration Data” by Lucchino, P., Rosazza – Bondibene, C., and Portes, J. from 2012. Then the same research methods were used in Swedish data analysis. Methods: Data on unemployment and immigration was collected from Sweden and the UK and multiple regressions were run using the STATA11 software. Conclusion: The immigration rate had no significant affect on the unemployment rate both in the UK and Sweden. However, adding a one year lagged immigration rate was found to be significant at a 5% significance level in the Swedish analysis, but was insignificant in the UK analysis. The control variables for labor supply proved to be insignificant in the analysis of both countries.

¡@¡@This paper uses the unemployment rate in quarterly data from 1987 to 2011, empirical exploration whether unemployment rate of with Taiwan¡¦s frequent trading countries has a hysteresis effect, as government policy on the basis.
¡@¡@In general circumstances, there are different results by using traditional unit root tests (ADF, PP, KPSS, the DF-of GLS and NP). And the possible reasons are getting the lower power of individual series because of the small simples and without considering about the structural break results in the series with problem of type I error. Therefore, in order to solve the problem, Kyung So, Im, Junsoo Lee, and the Margie Tieslau (2010) constructed an unit root test of panel data which needs to consider the structural break of level and trend. Moreover, the correlation between the inter-individual series by using the cross-sectionally augmented (CA) method from Pesaran (2007) also needs to be considered.
¡@¡@As the results of panel data unit root tests, series of unemployment rate do not reject the null hypothesis, that is, with hysteresis effect which breaks natural unemployment rate continuously. In this case, the government must set up policies to intervene to recover the unemployment rate.

Economy is an very important factor to the cause of crimes. The unemployment rate play a key role to the economy side of a society. Besides, the probability of being arrested is also been calculated by the offenders. So this paper tries to use the crime rate ,clearance rate , unemployment rate , as variables to discuss their relations. This paper selects 138 data samples from January, 1995 to June, 2006, analyze them by Literature Survey Method¡BUnit Root Test Method¡BJohansen of Maximum Likelihood Estimation Method. The result shows that constantly descend in the other conditions, when the unemployment rate increases by 1%, causing the crime rate to increase by 3.38%, namely the unemployment rate increases the function for the crime rate. When the clearance rate increase by 1%, the crime rate will be reduced by 0.67%, meaning that then clearance rate can reduce the function of the crime rate.

The thesis attempts to find the determinants of unemployment rates for a geographical area, the Inland Empire. San Bernardino and Riverside County, located east of Los Angeles, are home to over 4 million people. After reviewing the literature on the determinants of unemployment and the relevance of human capital theories, I develop a human capital index and apply it to the 36 cities in Inland Empire. While some of the control variables are found to be important determinants of unemployment, the human capital index appears to dominate as an explanatory factor. The study concludes with a policy implications.

The influence of the COVID-19 pandemic on unemployment rates in several US locations is examined in this research article. We investigate the intricate relationships between COVID-19 cases, mortality, GDP per capita, and unemployment rates through a thorough study of the data. The study sheds insight into the complex interaction between health crises and labor markets by revealing considerable differences in how these factors affect unemployment in various geographic locations.Unexpectedly, key findings show that places with higher COVID-19 cases frequently have lower unemployment rates. This trend is related to several variables, including critical sectors and public health activities. The positive correlation between increased COVID-19 deaths and increased unemployment highlights the significant economic impact of the COVID-19 pandemic. The findings suggest that the relationship between GDP per capita and unemployment rates during the COVID-19 pandemic varied across different regions of the United States. These findings have broad ramifications, highlighting the connection between the economy and public health. Policymakers are urged to consider regional differences when creating focused measures to solve problems with the job market brought on by the pandemic. This study advances the knowledge of the COVID-19 pandemic's impact on the labor market. It emphasizes the value of concerted actions to save people's lives and way of life in times of crisis.
