Factors affecting the successful consolidation of local governments

This study examines existing theories regarding local government consolidation and applies them to four case studies. From existing theories, thirty-four factors that influence the outcome of consolidation attempts are identified. These thirty-four factors are applied to four case studies. These are Nashville/Davidson County (1958), Cleveland/Cuyahoga County (1959), Nashville/Davidson County (1962), and Jacksonville/Davidson County (1967). Thirty of the thirty-four factors prove to be less influential than theorized. Four factors prove to be essential to any successful consolidation attempt. They are as follows:1. The presence of long standing unsolved problems that are under the jurisdiction of the local government.2. The presence of a crisis situation.3. Favorable state laws regarding the types of voting majorities needed for passage of consolidation measures.4. Culture change of Japanese expatriates in the mid-western U.S. : dialectical biculturalism

People who are in a different culture from their own often encounter and deal with various difficulties of culture shock in its broad sense. This ethnographic study of Japanese expatriates in the Midwestern U.S. delineates their culture change, concentrating on culture shock and its results. The problems in interpersonal relationships among the Japanese housewives whose husbands work for the same company in the community were found to be the source of their most serious culture shock. It made each housewife conscious of her previous cultural assumptions and those of the others regarding interpersonal relationships such as friendship, privacy, and the roles of housewives. These cultural assumptions were integrated into their new cultural order to support their solutions to the problem, i.e., changing the association with those belonging to the same company, or constructing new associations with those belonging to different Japanese companies. / Department of Anthropology

Women's accounts of abuse in their intimate relationships

The majority of research on wife abuse and dating violence neglects women's personal experiences and focuses on the extent and nature of physical abuse. Feminist researchers, however, stress the significance of both recognizing women's voices and acknowledging all forms of abuse against women. The purpose of this study was to enhance the understanding of women's personal experiences of being in an abusive, heterosexual relationship by asking women to write narratives describing their experiences. Nine women, between the ages of 27 and 46 years and who had left their abuser, participated in this study. The relationships had become abusive within 2 weeks to 2 years of their beginning, though most became abusive within several months and one was always abusive. All but one of the women reported receiving help in leaving the relationship. The themes that arose from the stories are important because they indicate what these abused women deem important or relevant to their experiences. While valuable, much of past research has neglected to focus on what abused women deem significant. The five themes that emerged from their stories are abusive aspects of relationships, characteristics of the abuser, respondents' reactions to abuse, abuse as a private act, and support and advice. / Master of Science

Surface Equity: A Case Study of Gender Equity and Inequity in Elementary Classrooms

The purpose of this study was to examine the teaching practices and perceptions of teachers, and how those perceptions and practices contributed to or perpetuated gender equity and inequity in elementary classrooms. Data for this study were collected in three elementary classrooms (third, fourth, and fifth grade) in an urban public school in southern Los Angeles. All three teacher participants were female and were self-identified feminists. The data collected for this study showed coeducational settings to be biased in favor of boys in classroom interactions, students calling-out, teachers calling on students, gender geography, negative student behavior, teacher discipline, early finishers, teacher feedback, the reinforcement of gender roles and stereotypes, classroom climate, lack of feminist pedagogy, classroom practice, gendered language, textbooks, and the use of color in the classroom. The gender-equitable practices the teachers in this study were implementing in their classrooms such as calling on male and female students equally, seating children in coed groups, and making sure that classrooms were gender-balanced was gender-equitable teaching practice, but it only scratched the surface of gender equity. The bias in favor of boys observed in these classrooms was at odds with the teachers' beliefs that they were creating a gender-equitable environment by providing only surface interventions which led to the finding surface equity. Although these teachers were implementing some gender-equitable teaching practices, they were not implementing any revolutionary pedagogy, like feminist pedagogy, which could negate inequity and provide for more than just surface equity. It is recommended that changes be made to policy in teacher education requirements and programs. Ongoing professional development must also be provided to classroom practitioners and educational leaders in order to move beyond surface equity. There must be continued research on gender and the creation of equity to create gender-equitable learning environments that move beyond surface equity to create social change.

An Analysis of Major American Riots: Issues in Riots and Riot Control

By conducting sound research to understand the concepts surrounding rioting and efficient riot response tactics, professionals, especially whose main job is to ensure the tranquility in the society, will be better prepared to deal with all kinds of civil movements. The purpose of this study, consequently, is to meet the growing need for educational materials in this area and to provide riot response case studies, which demonstrate the numerous administrative challenges faced by law enforcement decision makers. In this study, seven major riots from throughout the United States are discussed including the Hay Market Riot of 1886, the Watts Riot of 1965, and Los Angeles Riots of 1992. Each riot case is studied in five different and independent stages: the setting and pre-disturbance situation, basic causes of the event, the disturbance situation, the response to the riot, and the aftermath of the incident. The study of all of these stages is intended to help police administrators acquire a general perspective on collective violence, and help them prevent future occurrences in their jurisdictions. In this thesis a special reference is given to the deficiencies of American riot policing and some recommendations were formed accordingly. Therefore, the study concludes with a list of general recommendations, which are crucially important for concerned officials to pay attention before, during, and after a riot.
