Para parte da literatura econômica há um trade-off entre esses dois objetivos, onde não há para alcançar mais de um sem que seja sacrificado um tanto do outro, em contrapartida há autores que argumentam que maior igualdade de oportunidade ou equidade traz resultados positivos tanto para os indivíduos como para a sociedade. Essa discussão também está presente na área de educação e lida com a questão de que políticas que visam aumentar a igualdade de oportunidades podem prejudicar a excelência educacional das instituições. Dentre essas políticas estão às políticas de ações afirmativas para o ensino superior que visam a promoção da equidade, a exemplo a política de cotas. Essa dissertação teve como objetivo analisar se a implementação da política de cotas na UFBA impactou na eficiência da Instituição. Para isso foi utilizado o método econométrico de estimação de dados em painel por efeitos fixos e aleatórios. Os resultados encontrados mostraram que o sistema de cotas na UFBA influenciou positivamente na eficiência da universidade, o que levou a refutar, neste caso, a existência do trade-off entre equidade e eficiência. / Achieving social goals of equity and efficiency is a challenge for any society. For part of the economic literature there is a trade-off between these two objectives, where there is no more to achieve one without sacrificing some of the other, in contrast there are authors who argue that greater equality of opportunity or equity brings positive results both for individuals as to society. This discussion is also present in the area of education and deals with the issue that policies aimed at increasing equal opportunities may undermine the educational excellence of institutions. Among these policies are affirmative action policies for higher education that aim to promote equity, such as quota policy. The purpose of this dissertation was to analyze whether the implementation of the quota policy at UFBA impacted the Institution's efficiency. For this, we used the econometric method of estimation of panel data by fixed and random effects. The results showed that the quota system at UFBA positively influenced the university's efficiency, which led to the refutation, in this case, of the trade-off between equity and efficiency.
