Managerialism and the changing academic profession in Hong Kong

Managerialism has been a main driver of change facing the academic profession in Hong Kong with the rationalization of university governance and managerial structures. There is a common view that managerialism is not welcomed by academics for the traditional academic ethos of collegiality has been undermined by the growing importance of managerial values and practices. However, whether the rise of managerialism leads to a demoralized academic profession in Hong Kong and a climate of resentment and resistance deserve more in-depth research and analysis. Drawing from the statistical data of the survey of “A Changing Academic Profession: The Second International Survey of the Academic Profession” conducted in 2007 in Hong Kong and other countries, this research aims to compare and analyze how academics respond to changes in university governance and management amidst the rise of managerialism in Hong Kong and other systems in Asia, Europe and North America. The data analysis reveals that the impact of managerialism on the academic profession in Hong Kong should not be seen purely from a negative perspective. While academic values would not be completely superseded by managerial values, some managerial values have been embraced by academics in line with the “marriage” between managerial and academic values. The data analysis also indicates that institutional mission and competent leadership are managerial values and practices with strong impact on Hong Kong academics’ perceptions of their work whereas academic freedom and collegiality are academic values and practices being strongly emphasized by academics in Hong Kong. This study refutes the assumption that the rise of managerialism has only negative impact on the academic profession and its work in Hong Kong, and also provides an objective assessment of the impacts of managerialism on academic work in Hong Kong. / published_or_final_version / Education / Doctoral / Doctor of Philosophy

Financing of higher education within the context of the massification thereof in China

The research focuses on the strategies for financing of higher education within the context of the massification thereof in China. The year 1999 was a turning point for the development of Chinese higher education. In that year the Chinese government decided to expand its higher education system rapidly. Since then Chinese higher education has experienced explosive expansion. The student enrolment in the Chinese higher education system increased from 5.87 million in 1998 to 17.57 million in 2003. The gross enrolment rate in Chinese higher education increased from 9% in 1997 to 17% in 2004. Chinese higher education changed during this transition process from an elite to a mass system. During the expansion many problems emerged. These problems are related directly or indirectly to the issue of financing. Giving that China is still a developing country, how to resolve the financing problem is the key to the success of the transition from an elite to a mass system. Using a literature study and a qualitative inquiry, the research examined the general theories in the financing of higher education, the relevant experiences in the United States, Britain and India and the recent development of higher education financing in China. The study reveals that to ease the financial constraints, it is important to develop non-traditional institutions to lower higher education costs. China established a diversified adult higher education system that expanded at about the same rate as its regular institutions. The study also found that few governments can afford a mass system. Therefore, it is necessary to seek non-governmental funds by strategies such as introducing tuition fees and developing private institutions. However, the fee policy should be paralleled by the student assistance policies so as to reduce the inequality in higher education provision. It is believed that theoretical knowledge gained from the research could contribute to the integration of the theories on the financing of higher education within the context of massification thereof. / Educational Studies / D. Academics in Chinese research universities are confronted by the dilemma of balancing research and teaching in their work. China's pursuit of excellence in higher education through such endeavors as Projects 211 & 985, has led to policies that facilitate the construction of research universities. However, the emphasis on research and quantity has undermined the quality of teaching. It has also drawn academics away from their commitment to teaching. This has become a major issue to be addressed by policy, such as the "Programs of improving teaching quality". / Firstly, characteristics of academics at research universities in China differ from that proposed by Kennedy (1997). The differences are: (1) most academics believe that the duty "to mentor" is accomplished once they accept the appointment of a position for tutoring. (2) Their conception of research is closely related to the quantity of research output, which means that they perceive their duty "to discover" and "to tell the truth" is equivalent to the duty "to publish" and "to get research grants". (3) The definition of "service" is unclear for most of the academics. (4) They are not been "to assist new staff in their teaching role" and "to nurture a new generation of scholars". / Secondly, the conception of "scholarship" and the relationship between teaching and research are changing in Chinese research universities. (1) The academics' views on knowledge include the four types of "scholarship", as proposed by Boyer (1990), these views are hardly sufficient for the construction of "academic communities of practice". (2) Most academics have changed their initial attitude of separating teaching and research in their conception of "academic duties" by accepting the view that teaching and research should be synergized. / The study offers the following recommendations: (1) a free atmosphere with proper competition should be built into the system of academic development of the universities; (2) policy on teaching should focus on improving the level of intrinsic motivation, the assimilation of values, and the satisfaction of three basic needs such as autonomy, competence, and relatedness; (3) through building a commonly shared value system in the university, institutional regulations and rules can be transformed into a force that supports the building of institutional ethics; and (4) the adoption of a moral rationality which is based on substantive rationality should help academics to confront a distorted realities in the system. / Thirdly, the most powerful force which affects the teachers' opinions and performance towards academic duties is the promotion and evaluation system of the universities. Teachers' opinions are also influenced by age, position, discipline, etc., and their opinions can be grouped into four categories by their understanding and reaction to the evaluation system. / This study focuses on the conceptualization of "academic duties" by university teachers and on the factors that mediate their duty implementation. It explores the academics' experiences at two research universities which have different focuses and developmental goals. Data were collected through interviews with 50 participants in the case universities. In addition, university documents and data collected through observations were also analyzed.
