During our lives, we encounter various situations which we must learn to face so that the impacts on the lives, health and the environment can be as small as possible. One of the means of help usable for the crisis management is to prepare emergency and crisis plans. Given the frequency of natural and anthropogenic threats the planning has become an essential part of our lives. After the amendment of Act No. 240/2000 Coll., on crisis management, the obligation to process emergency preparedness plans for individual entities ensuring implementation of the measures resulting from the emergency plan of the region was updated. For this reason, I have focused in my thesis on the development of the emergency preparedness plan for South Bohemian University Colleges and Canteens. In the theoretical part, I first explained some basic terms. I continued with the description of threads and risks along with the evaluation methods. I also focused on measures to protect population which are on a very good level in CR, some of them has even become a model for the neighbouring countries. I mentioned the crisis situations that are declared when an incident event grows into a crisis situation. Then, I formulated the role of state authorities, local government bodies, security councils and emergency committees. I closed up the theoretical knowledge with the issue of safety planning which aims to reduce the consequences of situation that endanger us. The theoretical part is followed by research conducted by the qualitative form of data collection. The main question that the thesis wants to answer is: What are the risks that endanger performance of the tasks arising from the crisis plan of the region to South Bohemian University in ČB ? Colleges and Canteens? As regards the methodology of the thesis, it was crucial to gather data needed for the processing of the emergency preparedness plan, which are achieved through controlled interviews with the Director of Colleges and University Canteens, safety officer of the University, Head of University Canteen, maintenance staff and through cooperation with the ČHMÚ. I obtained other relevant information through cooperation with the South Bohemian HZS which provided the necessary cooperation needed to prepare this plan. It mainly included information needed to analyze external threat. Then I analyzed the internal risks which could interfere with the function of the entity and thus performance of tasks from the regional emergency plan. At this stage it was necessary to examine the University College and Canteen buildings. When analyzing the risks I came to a conclusion that the operation of the South Bohemian University Colleges and Canteens may be discontinued by the following hazards: natural floods (only in the case of Colleges K5 and K6), special floods, road transport of dangerous substances, risks resulting from climatic conditions (snow calamity and long-lasting frosts, storms, hurricanes, torrential rains), building fires, gas leaks (endangering the buildings of Colleges K1, K2, K3 and Canteens where gas is used for cooking appliances), power supply failure, heat supply failure and failures in the supply of food and water. The thesis findings can serve not only to deal with crisis situations but they can also be used by South Bohemian University students as a source of information or a basis for other work aimed at e.g. creating suitable conditions and environment for communication with people affected by the crisis situation who were forced to leave their homes and temporarily stay in the buildings of the University Colleges and Canteens. As these events cause pressure on human mind it is necessary to provide assistance to these people.

What defines a Swedish university college? This is the overarching question in this archival study of the development of the Swedish university colleges during the past 35 years. The objective of the study is to explore the binary elements in the overall unitary Swedish university system. Departing from existing macro level research on the university colleges (UCs), this study focuses on one single UC. Development of the UC was conceptualized as a question of decision-making in the UC in interplay with political decisions. The UC was explored by taking an extensive inductive approach starting from the original Garbage Can Model of Organizational Choice, a perspective on organizations that focuses on the temporal order emerging from decisions, rather than enduring orders. Nine decisions situations in the UC were identified as well as four political reforms. The study shows that the concept “streams” from the model are the phenomena occupying organization members mind over time, thus constituting a recurring element although not an enduring order, tying together the temporal orders. The streams are shared between the UC and political decision-making; the two decision-making entities both take part in forming the streams over time. The streams are: (1) the academic discipline; (2) the vocational education; (3) research as a means to enhance the quality of education; and (4) regional relevance. The study proposes the emergence of a fifth stream, the research profile, which is taken to be a unique stream for the UCs in general, that differentiates them from the universities. The analysis shows that the UC continuously adjusts the law to the organizational conditions rather than implements legislation when new, hence offering a perspective on organizational change as a persistent condition inherent in the organizational body rather than definable events. By using the concept stream the study suggests a conceptualization of the political influence on the UC organizational body as well as a conceptualization of how the UC influence political decisions. This conceptualization provides a novel perspective on the relationship between state and the universities. A perspective that can be explored in future research, focusing on mutual adjustments of the streams.

Les collèges universitaires, qui se multiplièrent à Paris à compter de la seconde moitié du XIIIe siècle, jouèrent au cours des XIVe et XVe siècles un rôle croissant au sein de l’Université. Plusieurs de ces établissements étaient destinés à l’accueil d’étudiants d’origine normande, qui choisissaient le plus souvent la capitale du royaume de France pour y poursuivre leurs études. Ce travail se consacre à l’étude de quatre d’entre eux, les collèges du Trésorier (fondé en 1268), d’Harcourt (fondé en 1311), de Justice (fondé en 1349) et de Maître-Gervais (fondé en 1371) ; textes de fondation et textes statutaires livrent de précieux éléments sur leur constitution et leur organisation. Ces établissements accueillirent jusqu’à la fin du Moyen Âge plusieurs centaines de maîtres et étudiants ; une étude prosopographique permet de déterminer les principales caractéristiques de ces socii : origine géographique et sociale, études et carrière au sein de l’Université, détention de bénéfices ecclésiastiques. Les sources permettent également de saisir l’existence d’un réseau de relations entre ces maîtres et étudiants, dont la nation de Normandie et les collèges se faisaient les relais. Le tome 2 présente une édition de pièces justificatives (actes de fondation, statuts, comptes) ainsi que des fiches prosopographiques. / University colleges, multiplied in Paris from the second half of the thirteenth century ; during the fourteenth and fifteenth centuries, they played a growing role within the University. Several of these were meant host scholars of Norman origin, who most often chose the French royal capital to further their education. This thesis is devoted to the study of four of them ; the colleges of Trésorier (founded in 1268), Harcourt (1311), Justice (1349) and Maître-Gervais (1371); the acts of foundation and statutory texts provide valuable information on their creation and organization. Until the end of the Middle Ages, these colleges welcomed several hundred masters and students; a prosopographic study helps determining their main characteristics: geographical and social origins, studies and careers within the University, possession of ecclesiastical benefices. The sources also make it possible to grasp the existence of a network of relationships between these masters and students, which the Norman nation and the colleges were fostering. The second volume of this thesis gathers several edited document, including: foundation acts, statutes, accounts, as well as prosopographic files.
