Fundação de Amparo à Pesquisa do Estado do Rio de Janeiro / Esta tese analisa a emergência das políticas de avaliação e a ênfase atribuída aos procedimentos avaliativos no processo de (re)estruturação da universidade brasileira. O recorte temporal refere-se ao período que engloba o pós-reforma universitária de 1968 (no contexto da Ditadura Civil-Militar brasileira), contemplando o período de redemocratização (década de 1980) até o momento de ascensão e efetivação das políticas de avaliação (Governos FHC e Lula), enfocando o eixo da avaliação da universidade no contexto da redefinição do papel do Estado, no curso das políticas de cunho neoliberal. Tal periodização tem por objetivo identificar as relações de continuidade e descontinuidade nas políticas de avaliação direcionadas à Educação Superior ao longo do período investigado. Também, este estudo indica como as orientações predatórias dos organismos internacionais e dos governos brasileiros (militar/civil) por meio de diferentes estratégias fortalece a lógica privatista no setor público do ensino superior. / This thesis analyses the emergency of evaluation policies in the process of the universitys reform. The period focuses the context of dictatorial civil-military govern, mostly after the universitary reform that took place in 1968, through the period of (re)democracy (1980s) up to the policies during FHCs and Lulas mandate. This temporality main to identify continuous/discontinuous lines in the purposes of the universitys policies evaluation during these periods. Exploring the occurrence of this dynamic it reconstructs the brazilian scenery of evaluation in these governments, which means to study this process within the context of the redefinition of the role of the State, considering the influence of neoliberal policies. This research strongly criticizes the theory claims of the liberalism and also points to the culturally and economically predatory trends of the present globalization process. Following orientations of international organs, the Brazilian administrations have been delegating responsibilities of financing and providing higher education to the private sector, by means of different privatization strategies in the public sector.
