Founding transdisciplinary knowledge production in critical realism: implications and benefits

This article explains the implications and benefits of founding transdisciplinary collaborations of knowledge production in critical realism. We call such equal partnerships of researchers and practitioners knowledge alliances. Drawing on the distinction between the referent to which we refer (the object that our research is about) and our references (our research about this object), we show that practitioners can contribute to the process of knowledge production by providing access to referents and producing references but also by achieving societal relevance. In order to accomplish excellence, knowledge production should be organized in ways that engage different types of knowledge in a constructive interplay and use the respective strong points of researchers and practitioners. Abduction and retroduction, two modes of inference vital to critical realism, are particularly inclined to benefit from involving practitioners in knowledge production. We call such an approach potential-oriented and put it in contrast to problem-orientation and the empiricism of evidence-based research and policy-making.

Propõe-se uma avaliação de resultados de desempenho, impactos e efeitos a partir de uma metodologia comparativa que analisa quantidade de unidades produzidas, número de famílias atendidas, localização e distância do centro principal da cidade e das áreas de emprego, infraestrutura e equipamentos públicos fornecidos, faixas de renda atendidas, valores das prestações mensais, custos das obras, tempo de construção e contrapartidas. Através de análises no campo das políticas públicas de cooperação internacional, habitação social, planejamento e ordenamento territorial urbano, utilizando pesquisa documental e abordagens de atores direta ou indiretamente envolvidos (governos, empresas, usuários, etc.), busca-se refletir acerca das deficiências atuais no setor em termos de qualidade e alcance social dos serviços e obter indicadores de desempenho que sejam úteis ao seu aperfeiçoamento. / One of the many discussions in terms of the State's role as a formulator of public policy it is about the urban development perspective and the articulation with the planning of social interest housing. The objective is to analyze comparatively housing programs in force in the city of Franca/SP/Brazil and Praia/Santiago/Cape Verde, focusing on the similarities and discrepancies. The Brazilian housing plan “my home, my life” became an international example while the Cape Verdean program “house for all”, was formulated from arising technical guidance of international cooperation with Brazil. We propose a performance evaluation results, impacts and effects from a comparative methodology which analyzes the amount of units produced, number of families served, location and distance from the main city center and areas of employment, infrastructure and public facilities provided , met income brackets, required monthly payments, engineering costs, construction time and counterparties. Through analysis of public policies in the field of international cooperation, social housing, urban planning and land use planning, using documentary research and approaches of actors directly or indirectly involved (governments, companies, users, etc.), seek to reflect on the shortcomings current in the industry in terms of quality and reach of social services and get performance indicators that are useful to its improvement. / FAPESP: 2014/23875
