Orientador: Clodoaldo Bueno / Banca: Shiguenolli Myamoto / Banca: Tomaz Espósito Neto / O Programa de Pós-Graduação em Relações Internacionais é instituído em parceria com a Unesp/Unicamp/PUC-SP, em projeto subsidiado pela CAPES, intitulado "Programa San Tiago Dantas" / Resumo:Em 2008, o Paraguai passava por uma composição inédita do cenário político, com a chegada do ex-bispo Fernando Lugo à presidência da República, rompendo com mais de seis décadas de monopólio do Partido Colorado. Ainda assim, o longo processo de transição democrática, iniciado em 1989, demonstrou a permanência de resquícios que limitam a democracia no país guarani, exemplificados com a destituição de Lugo, em 2012. A política externa paraguaia possui estreita relação com a dinâmica política doméstica, de modo que as relações com o Brasil, uma das principais peças das relações bilaterais paraguaias, torna-se influenciada pelos embates políticos internos do país vizinho. Ademais, estas relações bilaterais apresentaram gradual aproximação, potencializando-se em um continuum após a construção de Itaipu, que criou vínculos viscerais entre os dois países. Contudo, ao mesmo tempo em que Itaipu foi motivo de aproximação, também configurou-se como elemento de dissensos constantes no histórico de tais relações. Na esteira deste processo, a chancelaria brasileira sempre buscou atender às reivindicações paraguaias, visando garantir os interesses brasileiros no entorno regional. Particularmente, no caso de Itaipu, vários foram os acordos. No entanto, as negociações de 2009, as quais culminaram na alteração do anexo C, referente às bases financeiras do tratado, triplicando o valor da cessão de energia paga pela venda do excedente do paraguaio, contou com uma particularidade: o casamento entre as linhas gerais da política externa brasileira do governo Lula e o modelo de inserção regional, fundamentado na ideia de solidariedade, com os interesses de manutenção de Fernando Lugo no poder, no interior dos embates políticos domésticos no Paraguai. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: In 2008 Paraguay was undergoing an unprecedent political scene composition, with the arrival of the former bishop, Fernando Lugo, to the republic presidency, breaking with more than six decades of the Colorado Party monopoly. Nevertheless, the long process of democratic transition initiated in 1989 showed the permanence of remnants that limits the democracy in the Guarani country, exemplified by Lugo's destitution in 2012. The Paraguayan foreign policy presents close relation with the domestic policy dynamics, such that the relations with Brazil, one of the main partners of the bilateral Paraguayan relations, ends up being influenced by the internal conflicts of the next door country. Moreover, these bilateral relations showed gradual approach, potentiates in continuum after the construction of Itaipu, which generated visceral linkages between the two countries. However, at the same time that Itaipu was a motive for approach, it was also configured as disagreement element contained in the history of such relations. In the wake of this process, the Brazilian chancellery has always sought to comply with the Paraguayan claims, aiming to ensure the Brazilian interests in the regional surrounding. Particularly, in the case of Itaipu, there were many agreements. However, the negotiations in 2009 that culminated in the alteration of annex C that referred to the financial bases of the Treaty, triplicating the value for the energy disposal paid for the selling of the exceeding part of the Paraguayan side, has a singularity: the marriage between the general line of Brazilian foreign policy of Lula's government and the model of regional insertion supported in the idea of solidarity, with interests of keeping Fernando Lugo in power, within the political domestic shocks in Paraguay.
