Desse modo, investigamos na campanha eleitoral do candidato, quais foram suas propostas para levar ao meio rural tais benefícios. Após sua vitória no pleito, procuramos quais foram os projetos de lei debatidos no seu governo para o trabalhador rural, os que foram aprovados, rejeitados, quais sujeitos participaram desse debate, se colocando favoráveis ou contrários às proposições. Dessa forma, como aponta Norberto Bobbio, buscamos desnaturalizar as leis, atribuindo-as a lutas e conquistas dentro de um tempo histórico e de uma cultura política, tendo-as como manifestação de interesses de grupos sociais. A análise dos projetos e da campanha política no segundo governo Vargas também se deu em observação aos jornais Correio da Manhã e Última Hora, assim, buscou-se entender como esses periódicos manifestaram sua opinião em relação à volta de Vargas ao poder e os projetos que levariam a legislação trabalhista ao campo. Nesse sentido, dedicamos uma análise ao Serviço Social Rural, projeto tido por Vargas como a extensão prometida em sua campanha. Ao nosso ver, o projeto em questão não se estabeleceu como efetivação dos benefícios propostos pelo Presidente, e esse descompasso se corrobora ao mesmo tempo em que verificamos outras propostas que em sua constituição trariam os direitos da legislação social ao campo, mas que foram todas arquivadas, manifestando, também, o poder que os grandes proprietários rurais tinham naquele momento. _______________________________________________________________________________ / ABSTRACT : This dissertation deals with the extension of labor legislation to the field in the second Vargas‟ government (1950-1954). In this way, we investigated in the candidate's election campaign what were the proposals intended to bring such benefits to the countryside. After his election victory, we researched what were the bills debated in his government for rural workers, those that were approved, rejected, which politicians participated in this debate, being favorable or against the propositions. Thus, as pointed out by Norberto Bobbio, we seek to deconstruct the laws, assigning them the struggles and achievements within a historical time and a political culture, taking them as a manifestation of social groups interests. The analysis of the projects and the political campaign in the second Vargas‟ government also took into consideration the newspapers Correio da Manhã and Última Hora, thus sought to understand how these journals expressed their opinion regarding the return of Vargas to power and projects would lead to labor legislation to the field. In this sense, an analysis was dedicated to the Serviço Social Rural, project that for Vargas was the extension promised in his campaign. In our view, the project in question was not constituted as realization of benefits proposed by the President, and this mismatch is corroborated while we check out other proposals that in its constitution would bring the rights of social legislation to the field, but were all filed, expressing also the power that large landowners had at that time.
