Abstract Education good is not only a kind of non-pure public good, but also has the character of external benefit. Government can make up for the market failure by intervene the education market, and sometimes it provides the subsidy for the education through public policies. This paper uses the educational vouchers to provide education subsidies in views of Friedman¡¦s ideal which manifests the goal of the freedom education market. Thus, parents have the chance to choose private schools for their children. The third chapter tries to establish the mixed-regime education model, and study the effects of tax-financing, education quality and the right of choosing schools when the government carries out the educational voucher system under the rule of majority voting. From this model, we find that the practice of educational voucher system has the influence on the income redistribution, and the voucher amounts would influence the education quality which children obtain. By the way, considering the factor of transaction efficiency, we study how the voucher amounts influence the tax-financing and study how to reduce the tax rates under the vouchers system. In this paper, we use the way of parameter simulation to study how the vouchers system influences the parent¡¦s choice on education in the different income distribution structure. In the forth chapter, we aim for the government behavior to the effects of education policies. The government¡¦s objective function includes both the weight of social welfare factor and self-interest of maximizing budget, so we study how the poor groups and rich groups independently choose the public education expenditure and educational vouchers. The fifth chapter is conclusion and offers the study direction in the future.

Despite promotion by well-known economists and supporting economic theory, econometric analyses of voucher systems often find that they have been unsuccessful in improving traditional measures of educational success. This paper examines a possible explanation of this phenomenon by comparing the drivers of educational achievement and of school popularity by examining private school choice. The findings of this paper indicate that there is a disconnect between school success and school popularity, which adversely effects both the demand and supply-side benefits of voucher systems. Additionally, this paper reviews matching mechanisms that seek to efficiently match students with schools based on both student and school preferences.

The main purpose of this dissertation is to examine how Chilean municipalities have been affected by, and have responded to, the threat of competition for students under the Chilean voucher system, and to test whether between-district stratification has been a relevant or irrelevant outcome of such pressures. More specifically, this study analyzes which key municipal factors are associated with local public school enrollment gains, retention or losses under the voucher system. In addition, the purpose is to study the measures undertaken by some municipal public school officials and public school principals at the local level in Santiago de Chile, the Chilean capital city, in order to retain or attract students to their public-municipal schools. Main findings indicate that unfair competition between public and private-voucher sectors largely explains public-municipal enrollment losses and private-voucher enrollment gains experimented both in Santiago and the overall country. On the other hand, unfair competition between public school districts themselves largely explains differences on enrollment and stratification within the public sector. Overall, this dissertation demonstrates that the Chilean voucher system has not improved the educational opportunities of disadvantaged students within the city –and across the country as a whole- as school choice proponents claim vouchers will do. / text

This thesis evaluates how equitably market efficiency education reforms deliver the public good of education. It critiques extreme market education initiatives for prioritizing efficiency above equality and for neglecting matters of equality, and then conducts a case study on the McKay Scholarship Program, a voucher designed for students with disabilities, evaluating the program against a framework of educational equality. Overall, study finds that this voucher program seriously neglects its students equality, comments on the challenges of efficiency-based reforms being able to equitably distribute public goods such as education and calls for further research to be done on this issue.
