Understanding Liveability in Danish Urban Water Management & Planning: A study of implementing the principles of Water Wise Cities in Marienlyst / Att förstå “liveability” inom danskt urbant dagvattenhantering- och planering: En studie om implementeringen av principerna för Water Wise Cities i Marienlyst

This thesis investigates the implementation of new urban water management and planningapproaches in Denmark, with a specific focus on integrating solutions for extreme rainfallevents and enhancing livability. The study explores the Principles of Water Wise Cities as aframework for incorporating these aspects through Water Sensitive Urban Designs (WSUD).The aim is to provide a clearer understanding of the implementation of Water Wise Cities andthe role of livability in the context of urban water. In order to investigate the aim, the research employs a document analysis of two planningdocuments for Marienlyst, an urban development project in Aarhus Municipality, Denmark.The findings highlight the prevalence of Water Wise Cities through WSUD in Danish urbanwater management. However, the analysis of Marienlyst reveals fragmented integration ofWSUD solutions, lacking the multifunctionality observed in other examples, calling for aholistic and systematic approach to planning that better integrates urban water managementsolutions.  The thesis emphasizes the need to expand the understanding of livability beyond recreation inMarienlyst, to encompass broader implications of enhancing livability through water. It arguesfor comprehensive integration of livability in planning processes to foster resilient and inclusiveurban and community development. The limitations of a top-down approach in conceptualizinglivability are underscored, emphasizing the importance of participatory processes thatincorporate local knowledge. The thesis also addresses the vague nature of the livabilityconcept, advocating for critical engagement and robust integration into planning processes tocreate sustainable and equitable urban environments. In conclusion, this thesis highlights the necessity of a holistic and participatory approach inurban water management, integrating innovative solutions for extreme rainfall events andenhancing livability. The findings contribute to the existing knowledge on urban watermanagement and underscore the ongoing importance of research and development for thecreation of resilient and livable cities. / Denna avhandling undersöker implementeringen av nya metoder för hantering och planeringav vatten i urbana områden i Danmark, med särskilt fokus på att integrera lösningar för extremaregnfall och skapa en bättre förståelse för konceptet ”liveability”. Studien utforskar principernaför Water Wise Cities som en ram för att inkorporera dessa aspekter genom Water SensetiveUrban Design (WSUD). Syftet är att ge en tydligare förståelse för implementeringen av WaterWise Cities och undersöka vilken roll ”liveability” erhåller inom dansk samhällsplanering. För att undersöka syftet använder forskningen en dokumentanalys av två planeringsdokumentför Marienlyst, ett stadsutvecklingsprojekt i Aarhus kommun, Danmark. Resultaten belyserförekomsten av Water Wise Cities genom diverse förslag som främjar implementeringen avWSUD i Marienlyst. Men analysen av Marienlyst avslöjar en fragmenterad integration avWSUD-lösningar som saknar den multifunktionalitet som observeras i andra exempel, vilketkräver ett holistiskt och systematiskt tillvägagångssätt för planering som bättre integrerarlösningar för stadsförvaltning av vatten. Urban runoff quality in the River Sowe catchment

There have been no previous studies carried out on the impact of urban runoff in the Coventry City centre area. The culverted nature of the River Sherbourne, and many of its tributaries, makes the investigation of intermittent pollution and rainfall events expensive and impractical, when using traditional spot sample methods. Storm events have been monitored over a period of over 60 months upstream and downstream of the City, using continuous water quality monitors and auto-spot sample methods. The receiving waters of the River Avon had previously suffered annual fish mortalities as a result of summer storm events causing oxygen depletion. Previous studies (Clifforde and Williams 1997) on the impact of Coventry Sewage Treatment Works effluent on the watercourse, have suggested a major component of the intermittent pollutant load arising from the City (upstream of the Sewage Treatment Works), which requires evaluation and remediation. This research identifies the contaminants found during a series of storm events impacting on the River Sherbourne culvert, and discusses the relationship between them and the increased flow measured. The methodology was divided into 3 Phases; Phase 1 examined all of the watercourses in the River Sowe catchment, and identified the culverted streams and drainage system giving an indication of the presence of pollutant sources. Continuous monitors were deployed within the four identified drainage systems to pinpoint intermittent and illegal contaminated discharges, and these discharges were subsequently redirected to the foul sewer or stopped. Phase 2 examined the quality of the River Sherbourne culvert upstream and downstream of the city centre, and demonstrated (using continuous monitors and automated sampling), that six combined sewer overflows discharging to the watercourse upstream of the culvert were opening unsatisfactorily. The dissolved oxygen levels were significantly reduced during rainfall events (with a loss of diurnal variation), and total ammonium levels exceeded current water quality standards. The results were used to instigate a remediation scheme to replace the overflows with additional foul sewage capacity, and a single high-level storm relief. Phase 3 examined the impact of urban runoff during rainfall events after the improvements made following Phases 1 and 2. The results suggest a marked improvement in the water quality, with little impact from organic pollutants. Dissolved oxygen concentrations remained high during many of the post-remedial rainfall events, and ammonia levels remained largely insignificant. The results indicated a fall in pH levels during the rainfall events and increases in all of the heavy metals analysed, though not beyond current water quality guidelines. The efficiency of using continuous monitoring in Coventry was assessed and likely sources of the contaminants in urban runoff were considered. The statistics of compliance with percentile standards do not allow for short-term pollution or storm events, which may kill all aquatic life whilst not breaching water quality standards. Using continuous monitors to identify intermittent and illegal discharges in underground drainage systems was an efficient and cost-effective method of reducing the impact of urban runoff in a failing watercourse. The methodology can be applied to other urban areas to identify unidentified illegal and intermittent point sources. Routine monthly monitoring of an urban watercourse may not identify the peaks and troughs associated with rainfall events that may breach toxicological guidelines, and will not identify intermittent and unknown pollutant sources; particularly when discharging outside of normal working hours. This research was a unique and comprehensive investigation into the nature and composition of urban runoff in the City of Coventry, and local data gathered will be invaluable in promoting further research, improving local knowledge of the urban environment in preparation for the Water Framework Directive (2000/60/EC), and in planning for environmental improvements in the future.

Para o desenvolvimento do trabalho, foi realizada uma ampla revisão bibliográfica, em que é apresentada a conceituação geral sobre perdas de água, suas causas e ocorrências, indicadores, ações para redução, e uma abordagem detalhada quanto aos métodos existentes para avaliação de perdas e as ferramentas disponíveis. O método de avaliação para o controle das perdas físicas baseia-se no balanço hídrico, utilizando o software gratuito desenvolvido pela AWWA (American Water Works Association, Water Audit 4.0) e foi aplicada no estudo de caso do sistema de abastecimento de água da Região Metropolitana de São Paulo (RMSP), denominado setor Casa Verde. Foram levantados os dados de controle do sistema e realizados os ensaios de campo, com medições de pressão para determinação do local dos vazamentos não visíveis, auxiliando na sua caracterização e permitindo a priorização das ações de combate às perdas físicas. Os resultados do diagnóstico da localização das perdas foram analisados, desenvolvendo-se uma estratégia para a redução de perdas físicas / Abstract: This paper presents an evaluation method for the control of physical losses of water, aiding in determining the profile of losses, allowing for better prioritization of actions to combat and reduce physical losses. For the development of this evaluation was performed an extensive literature review, where it shows a general concept on water loss, its causes and events, indicators, actions to reduce, and as a comprehensive approach to existing methodologies to assess losses and tools available. The assessment of physical losses presented here is the beginning through the water balance, using free software developed by AWWA (American Water Works Association, Water Audit 4.0), was applied to the water supply system in the Metropolitan Region of São Paulo (MRSP) industry called Casa Verde. Data were the basic control system and field trials carried out with pressure measurements and tests to determine the location of leaks not visible. The assessment was applied in a supply sector of the northern area of the metropolitan region, with characteristics of controlled pressure. Diagnostic results of the losses were consistent with expectations.
