Towards a Management Plan for the Waterloo Moraine: A Comprehensive Assessment of its Current State within the Region of Waterloo

The Region of Waterloo (ROW) and Oxford County contain a significant landscape unit called the Waterloo Moraine that provides multiple ecological and water resource functions to surrounding communities. These functions include; providing a clean and abundant source of water, natural landscapes for plant and animal habitats, natural areas for recreational enjoyment, prime agricultural lands on which to grow food and aggregate resources in close proximity to large markets. This landscape unit is similar to the Oak Ridges Moraine (ORM) located in the Greater Toronto Area (GTA). The purpose of this research is to conduct an examination of the current state of management for the Waterloo Moraine within the ROW and Oxford County. Attributes of the Waterloo Moraine examined include; water resources, agricultural resources, mineral aggregate resources, Environmentally Sensitive Landscapes (ESLs), natural core areas, natural linkage areas and settlement areas. While the hydrologic functions have been most studied within this landscape unit, the Moraine has predominantly been studied from a focused perspective rather than a comprehensive one. Using expert knowledge and available secondary sources the following research questions are investigated: (1) What do we currently know about the Waterloo Moraine and how is this knowledge (or lack thereof) applied to its future existence and sustainability? (2) Who are the stakeholders when it comes to growth and management of the Waterloo Moraine? (3) Which places need to be protected from development most throughout the Waterloo Moraine? (4) Where does the Waterloo Moraine fit into management policies and plans existing in the Region of Waterloo and within the Province of Ontario? Key results of this research include; (1) The boundary of the Waterloo Moraine remains undefined; however, rough estimates of the overall size and various portions within each county, township and city it encompasses have been projected. To date, the largest portion of the Moraine lies in Wilmot Township (36.9%) and the smallest portion lies in North Dumfries (3%). (2) Many stakeholders are involved in the protection and management of the Waterloo Moraine. Regional and provincial officials ultimately control where development and growth occur and which areas in the ROW should be protected most. Those responsible for the initial ‘push’ for Moraine protection are grassroots groups and individuals coupled with the local media. (3) Criteria designating development ‘hot spots’ across the Waterloo Moraine has been established and six ‘hot spots’ within the Waterloo Moraine are designated. Limited recognition has been given to the Waterloo Moraine complex in regional policies. It is therefore suggested that the creation of a Waterloo Moraine Act be considered in order to protect and manage this landscape unit. The Act would promote protection measures for the Moraine’s valuable attributes at the highest provincial level and eventually lead to a conservation plan. It is recommended that the ROW further refine the Waterloo Moraine’s boundaries, develop a database to monitor changes in various features and functions across the Waterloo Moraine’s landscape and promote the implementation of a Waterloo Moraine Act.

Property size preferences and the value of private and public outdoor spaces amid a shift to high-density residential development: A case study of Kitchener-Waterloo, Ontario

Planning policies in Ontario, such as the Provincial Policy Statement and the Growth Plan for the Greater Golden Horseshoe, enforce urban growth boundaries to preserve natural and agricultural lands while improving neighbourhood and city vibrancy. Consequently, urban areas must be intensified through high-density development, which will limit the land available for public green spaces and large private yards. As a result, homebuyers looking for spacious properties will have to rely mainly on the turnover of older homes. Therefore, this thesis explores how residents currently living in homes with private yards value private and public outdoor space, and whether they have interest in upsizing or downsizing their homes in the future. Neighbourhood and property attributes that may be influential in homebuyer decision-making are also investigated. The cities of Kitchener and Waterloo (“Kitchener-Waterloo”) were chosen as the study location, as both cities are affected by the Growth Plan and are currently being intensified. From March to August, 2012, a random sample of 1272 households living in homes with private yards were invited to participate in a survey on yard landscaping and maintenance practices and property preferences, after which a total of 206 surveys were analyzed. Most respondents were living in medium-sized homes with medium-sized yards, and results indicated that homes and yards of medium size would be the most commonly preferred options if residents were to move (considering their household size, health, finances, etc.). On the whole, the target market for high-density homes (i.e. condominiums, small houses, and small yards) came mainly from the aging population. Nevertheless, when asked if they would ever live with less yard space in the future (when their household conditions could differ from what they were at the time of the survey), 58% of all respondents indicated that they may live in a home with a small yard and 41% indicated that they may live with no yard. Such a finding further indicated that residents may find high-density dwellings more appealing as they age. Based on findings, ways of increasing the appeal of compact dwellings are discussed, such as including a small yard or balcony, providing privacy, ensuring access to public green spaces, and being located in a safe neighbourhood. Landscapes neat in appearance and designed with grass, colourful vegetation, trees, and natural gardens are also expected to increase property appeal. Overall, if development is to remain restricted to built-up areas, developers and planners will have to create desirable high-density homes located in communities that accommodate the lifestyles of potential residents. This thesis addresses such a challenge by delineating target market groups with the potential to move to high-density homes, and by providing insight into the variables that may increase the appeal of properties as landscapes are intensified.

The development of the British army during the wars with France, 1793-1815

The British Army that fought the engagement at Waterloo in 1815, was outwardly little changed from that which was engaged in the initial campaigns of the Wars, twenty-two years previously. Line upon line of red-coated, musket-armed infantry, manoeuvred as chess pieces across open fields, deciding the issue by volley and bayonet, having spent a hungry night exposed to rain and cold. The cavalry were still beautifully and often impractically clad, and were always seeking the decisive charge, on their unfed and often sickly mounts. The Army's commander still viewed his troops as 'the scum of the earth', who were rarely paid, and predominantly enlisted for life. It would therefore appear that little had altered from 1793 to 1815, and that this will be a study of continuity rather than change. However, this thesis will show that despite outward appearances, the Army that took the field at Waterloo was intrinsically different from the one that entered the conflict in 1793, being modernised in line with other institutions of state, and other European armies. This thesis is first and foremost intended to be a contribution to the history of the British Army from the outbreak of war with Revolutionary France in 1793, to the reduction of the forces after the battle of Waterloo in 1815. It proceeds from an assumption that the understanding of not only that history, but the history of the developing British state, will be significantly advanced through a study of the operation of, and the changes which took place within, the Army during the Wars with France.

Physical Hydrogeology and Impact of Urbanization at the Waterloo West Side: A Groundwater Modelling Approach

In the last few decades protection of the environment has moved to the forefront of earth science research. Sustainable development is becoming more important to rapidly growing communities throughout southern Ontario including the City of Waterloo which has adopted an ecosystem planning approach toward future urban expansion. The City of Waterloo is located in the Regional Municipality of Waterloo which relies mainly on local groundwater resources for its drinking water supply. The Waterloo West Side is a collective name for several new developments occurring at the western limit of the City of Waterloo. Development of the Waterloo West Side is encroaching on a potential regional groundwater recharge area. Recent studies have recommended that some of these developments will require artificial infiltration facilities to augment the reduction in infiltration rates at the post-development stage. For this study, the pre-development groundwater flow system was characterized using a three-dimensional finite element model (WATFLOW). The regional Waterloo Moraine Model (approximately 750 km2) was refined in the study area (approximately 25 km2) so as to include the regional-scale influence on the local-scale groundwater flow. In addition, to approximate the complex groundwater flow system, within the study area, modifications were made to the current conceptual model. Several existing techniques were utilized in the numerical approach including three-dimensional parameterization and automated calibration methods. Simulations were completed to steady-state therefore results are averaged on a yearly basis. The potential impact of urbanization on the groundwater flow system was investigated by modifying the surficial boundary condition to simulate post-development infiltration rates (increased runoff) in areas where development will occur. The impact to local surface water was investigated for each post-development scenario. In addition, the effect on the regional and local groundwater flow systems were compared for each scenario.
