The effectiveness of financial management in schools in the Lejweleputswa education district

Thesis (M. Ed.) - Central University of Technology, Free State, 2011 / Financial management is fundamental to the improvement of the efficient and effective use of finances in schools. If principals and SGB chairpersons are well trained on their roles and responsibilities regarding financial management, they will be able to effectively deal with financial matters of schools. Financial management is an integral part of efficient and effective financial management in schools. This study provides a literature discussion on funding provided to schools by the government, as well as the essences of financial management in the school setting. The study also sought to scrutinize the impact of related Acts and policies on financial management in schools. The fieldwork sought to determine the extent of possible problems that schools experience regarding financial management and aimed at providing possible solutions for efficient and effective financial management in schools. Principals and SGBs chairpersons made up the sample of this study. Questionnaires were used to determine the views and opinions of these participants regarding the efficiency and effectiveness of financial management in their schools. The data gathered through the open-ended questionnaires were analysed and reported on qualitatively. The key findings were that principals and the SGBs chairpersons wish to play an important role in financial management in schools, but lack financial management skills to do so. The lack of financial management skills was more evident on the side of the SGB chairpersons. The result of this lack of financial management skills has the effect that other types of financial problems arise at schools.

Local council's response to street homelessness in Welkom

The democratic government adopted, the Reconstruction and Development Programme, as an integrated socio-economic policy framework, to mobilize national, and human resources, towards a sustainable housing for urban, and rural poor. However, despite, the government’s concerted commitment to providing massive housing for its citizens, the problem of homelessness, remains pervasive. Three themes, which emerged as critical during the study, are discussed in detail, namely, lack of housing policy, addressing specifically street homelessness; lack of financial and legal mandate, by the local council, to house street homelessness; and lack of research department, and human resources for effective conceptualization of the issue. It is argued that the department of research is critical in providing strategic research facilities, in areas of housing policy, and legislation frameworks. Equally critical, is the need for skilled human resources, necessary for strategic and holistic provision of efficient and effective services. The study suggests complete overhaul of the national housing policy making it holistically inclusive. Equally suggested, is capacity building necessary for sustainable, efficient, and effective housing delivery and eradication of homelessness.

The effect of consumer behaviour on the development of small, medium and micro manufacturing enterprises in Welkom

Marketing) -- Central University of Technology, Free state, 2011 / In this study, the researcher employed literature review and an empirical study to: * Establish the effect of consumer behaviour on the expansion of the small, medium and micro manufacturing enterprises (SMMEs) in Welkom. * Determine the marketing strategies adopted by the manufacturing SMMEs in Welkom. The Government of South Africa (SA) enacted the Small Business Act to assist small, medium and micro enterprises (SMMEs) to contribute to job creation in SA (Lotter, 2009: 53). Furthermore, the government established the Small Enterprise Development Agency (SEDA) in an effort to relate more closely to the SMMEs, so that they could contribute more meaningfully to the economy of the country by creating employment. In addition, the Umsobomvu Youth Fund and Youth Commission were established by the Department of Trade and Industry (DTI) to assist young entrepreneurs financially and non-financially to start and run sustainable small enterprises (South Africa. National Small Business Act 102, 1996: 3). However, significant research done on SMMEs in SA found that they had made no meaningful contribution to job creation. This problem was in fact so serious that most SMMEs were shutting down, a problem which included SMMEs situated in Welkom (Lotter, 2009: 53). This research project therefore sought to investigate the possible sources of this shutdown of manufacturing SMMEs in Welkom. Many other researchers had investigated possible causes such as the effect of the lack of business management skills, the closure of local gold mines, etc. However, the effect of consumer behaviour (CB) as the possible source of this shutdown problem had not been investigated; hence, this researcher chose to investigate the effect of CB on the development of the manufacturing SMMEs in Welkom. The research design firstly identified the manufacturing SMMEs as the population for the study and the sample subjects as their top managers and supervisors. The mixed method was employed. The researcher used literature studies, the qualitative approach and the quantitative approach as the mixed method. Data collecting instruments were the personal interview and self administered questionnaires. The researcher employed the random sampling method and, in particular the systematic sampling method, to select the respondents. A letter of permission was obtained from the Matjhabeng municipality to conduct this research project and the subjects were given letters of assurance for ethical consideration. The aim of using literature studies was to determine the relevant model for this research study and to determine the findings of earlier researchers on this topic. The model was the theoretical foundation on which the research project was based. The model determined from the literature studies indicated that CB was influenced by internal and external factors. Examples of internal factors included perception, attitudes, learning, personality, and beliefs etc., while examples of external factors included family, marketing communication, friends, economic factors, etc. This model underpinned the empirical research conducted, and the interview and questionnaire items were based on the influencing factors outlined by this model. The empirical research was conducted to relevant collect data that could assist to answers the following research questions: * What are the effects of CB on the expansion of the manufacturing SMMEs in Welkom? * What are the growth strategies adopted by the manufacturing SMMEs in Welkom? Interviews with top managers were recorded on voice recorder and supervisors completed questionnaires. Qualitative data were transcribed from the voice recordings, themes were developed from the transcripts and descriptive statistics were used to analyse the themes. Data from the quantitative method were analysed through the social package for social sciences (SPSS), employing descriptive statistics to determine the findings. The analysis for quantitative data was represented by cumulative frequency distribution tables for each option of the questionnaire items, while the analysis for qualitative data was represented on a template for data coding and also compressed into frequency tables. The study‟s findings both from literature studies and from empirical research revealed that negative attitude, economic situation, cultural changes and improved education level of consumers resulted in non development of the manufacturing SMMEs in Welkom. The interview with the top managers further revealed that there was lack of specific marketing strategies adopted by the managers. Therefore, it was shown in this study that the effect of CB on the development of the manufacturing SMMEs in Welkom was non development.

The relationship between parental support and self-regulated learning behavior of Grade 12 learners in Lejweleputswa

Education) -- Central University of Technology, Free State, 2013 / The purpose of the study was to investigate the relationship between parental support and self-regulated learning behaviour of grade 12 learners. The study investigated support given to self-regulated learning of grade 12 learners. It gathered both quantitative and qualitative data. The researcher adopted the QUAN-qual model, which is also known as explanatory design. In this model quantitative data are collected first and are more heavily weighted than qualitative data. The quantitative method investigated the relationship between parental support and grade 12 learners’ self-regulated learning behaviour. It also investigated how parental support contributed to learner self-regulated learning behaviour. Qualitative research design explained strategies schools used to encourage positive parental support in their children’s self-regulated learning. It also explained why parents did not offer their support to their children’s education despite the fact that the South African School Act of 1996 encouraged them to do so. The population included grade 12 teachers and learners, as well as learners’ parents from different secondary schools in the Lejweleputswa district. The researcher administered questionnaires to 118 teachers and 218 learners, while 6 parents were interviewed. Teachers and learners were handed relevant questionnaires aimed at their level of participation in the survey. For quantitative data analysis the chi-square test was employed to test whether there were relationships between the variables. The study revealed that there was statistical significant relationship between parental support and learners’ self-regulated learning behaviour. Qualitative data was analysed making use of different analytical concepts used to guide researchers in qualitative data analysis. Although learners may acquire effective self-regulated learning strategies on their own, proper guidance from parents and teachers is very crucial, especially in the early stages of learning. The study established that regular general parent’s meetings, each term, help to facilitate improved learner performance. Amongst others, the researcher recommended that schools should introduce incentive for parental involvement in school matters.

Perceived levels of teacher efficacy and locus of control at secondary schools in Lejweleputswa school district

Psych.)) - Central University of Technology, Free State, 2013 / ABSTRACT The aim in doing this study was to consider what research reports about efficacious teachers and the extent of their locus of control. Teacher Efficacy and Locus of Control was evaluated as part of the teacher’s personal characteristics. Specifically, individuals with a high self-efficacy and internal locus of control believe that outcomes are a result of their own actions. Individuals possessing low self-efficacy and an external locus of control will conclude that external factors of which they had no control, such as luck, contributed to the specific outcome. Research shows that efficacious teachers are capable of changing learners’ attitudes about school, increasing their motivation to learn, and boosting academic achievement. Teachers provide school education and teacher efficiency is reflected in the teaching process and practice. Teacher effectiveness ultimately determines the success of long lasting learning in the classroom. Teachers’ successes are also displayed in learner outcomes. The role of the teacher is to teach his or her learners through interacting with them and to provide an ultimate learning climate. During this interaction, there are various factors that affect the effectiveness of the teacher. Some of these factors, amongst others, include influences of the environment, learner attitudes, the status of the teaching profession and utmost the teacher’s personal characteristics. Combined with teacher personal qualities, teaching will pursue an educational perspective for the development of such learners that will perform to societal expectations, demonstrating comprehensive academic skills for the promotion of quality education. The study ascertained the perceived levels of Teacher Efficacy and Locus of Control with regard to classroom teaching among Further Education and Training (FET) teachers in the Lejweleputswa district inclusive of the underlying reasons for the latter. As a result, this study attempted to outline the challenges facing education in South Africa today. Applied Teacher Efficacy and Locus of Control will enhance teaching and learning in our schools and; simultaneously, elevate our schools to a status of our education system in South Africa to a competitive edge internationally. This study followed a concurrent explanatory approach whereby a quantitative analysis was followed by a qualitative approach. The data was thus integrated to lend itself to reliability and validity. Various tests were done in this regard complimented by tests of normality and homoscedasticity. The analysis of results was taken on a ‘step-down’ approach where the researcher conducted Multivariate analysis (MANOVA) tests, Univariate analysis of variance (ANOVA) tests, t-tests and item analysis for the purpose of further explanation. Statistical significance was substantiated by practical significance through item analysis and qualitative analysis of results. Although levels of Teacher Efficacy and Locus of Control statistically satisfied the desired outcome, item analysis indicated that extraneous variables were present, impinging on these levels. These variables, inclusive of job satisfaction, training programmes, parental involvement and leaving the teaching profession, amongst others, were discussed as part of the results of the study. Significant variations were found in the different age groups of teachers whereby the researcher in addition analysed ‘age’ as an independent variable to the study. This study recommends revisiting of essential aspects pertaining to the teacher and the educational environment that will facilitate effective functioning of the teacher workforce, complimenting levels of teacher efficacy and locus of control.

THE COGNITIVE AND SOCIAL WELL-BEING OF ADOLESCENTS IN THE LEJWELEPUTSWA SCHOOL DISTRICT REGARDING EMOTIONAL INTELLIGENCE

Thesis (M. Ed. (Educ. Psych.)) -- Central University of Technology, Free State, 2013 / Learners who demonstrate inappropriate, anti-social, and/or disruptive behaviours are becoming more prevalent. School personnel are dealing with disruptive behaviours that occur more frequently and that affect staff and learners’ performance. According to Farrell, Meyer, Sullivan and Kung (2003) this prevalence of disruptive behaviour and underperformance in secondary schools is posing a threat to education in South Africa and learners struggle with problems that predispose them to long-term negative outcomes. As children become adolescents, they experience a variety of physical, emotional and interpersonal changes while simultaneously transitioning from elementary to middle school. If the transition is stressful and the climate of the school appears unwelcoming, low self-esteem, a decline in academic achievement and inappropriate behaviour problems may follow (Wagerman & Funder, 2007).Escalating concern regarding disruptive behaviour in schools has led to intensified efforts to understand its causes and consequences, and to identify effective practices and strategies to reduce its occurrence. It is against this backdrop that the researcher attempts to determine the cognitive and social well-being of adolescents regarding emotional intelligence in the Lejweleputswa school district. The research followed a mixed method approach, using the sequential explanatory triangulation type; where questionnaires were completed by secondary school learners followed by interviews with teachers from conveniently selected secondary schools in the Lejweleputswa district of the Free State. The Literature study showed that factors such as learning, intelligence and emotional intelligence were associated with cognitive and social well-being of secondary schools learners. The following data collection instruments were used to gather information regarding the topic. For the quantitative study, a closed ended questionnaire was developed and utilised by one hundred and seventy four (174) learners. For the qualitative part, semi-structured interviews were conducted with ten (10) teachers. By using COSOC, the three-way ANOVA and T-test, the seven hypotheses of the study were tested and the findings indicated that there is a significant relationship between and within the independent variables being; gender, grade and residential with regard to cognitive and social emotional intelligence. This study will reveal what aspects of education practices are viewed as helpful as well as areas needing improvement. It will also give insight into whether selected schools are using proactive strategies and techniques demonstrated in the research as being the most effective in terms of changing inappropriate behaviour and underperformance.

Quantitative aspects of mining induced seismicity in a part of the Welkom Goldfield

Recent advances in the technology of seismic monitoring systems and seismic data analysis and interpretation methods hold considerable promise towards improving the success rate of rockburst control measures. This study tests different methods for the evaluation of the response of geological structures to mining induced stress changes. A small part of Western Holdings Gold Mine in the Welkom goldfield -- the Postma Area -- offers a challenge because of its geological complexity, accessibility and high incidence of seismicity. The sensitivity of the local network to ground motions in this area of interest and the expected spatial location accuracy is established and deemed adequate for a detailed investigation of seismic activity. The local mining geometry, geology and methods of mining are discussed. The fractured state of the rock mass observed in situ, close to the stope faces, is in agreement with the results of numerical elastic modelling and the high stresses inferred seismically. Almost immediately after the incidence of a large event (ML 3.7) which occurred close to one end of a dyke, an increased rate of seismic activity became apparent at another part of the same dyke, some 250 m to the east. A change in the state of seismic stress, before and after the large event, points to a transfer of stress along this geological discontinuity. A quantitative analysis of recorded seismicity indicates spatial and temporal variations in the state of stress and strain throughout the rock mass surrounding Mining excavations. The elastic stress modelling performed routinely by rock mechanics engineers in the deep gold mines is, by itself, incapable of catering for the rheological nature of the rock mass, but taken together with independent seismic evaluations of a fault orthogonal to a highly stressed dyke it is shown that both methods are mutually complementary and can enhance the assessment of the seismic instability of the structures. A back-analysis is conducted on ten large seismic events (ML> 2.5) to identify precursors. These show that the timely recognition of high gradients in physical seismic parameters pertaining to strain rate and stress in time and space immediately prior to major seismic events is a real and practical possibility, as such constituting an early warning mechanism. The fore-warning of a large event is best served by an analysis of seismicity over the short term (weeks or days) through time-history variations and/or contouring of various seismic parameters, although long-term seismic responses (months or weeks) characterise specific patterns and trends which are useful in the forecast. / AC2018

Supervisory communication and its effect on employee satisfaction at the Central University of Technology, Welkom campus

(Language Practice)) -- Central University of Technology, free State, 2013 / Many large organisations tend to focus on their external communication in order to project a positive image to potential clients. However the role of internal communication with employees has often been overlooked, although it remains one of the most important areas of organisational communication. Employees‟ views about their own organisation impact on how external clients view that particular organisation. In order for employees to become advocates of their own organisation, supervisors of different operational units should develop and manage their internal communication activities in a way that motivates and stimulates employees‟ enthusiasm for meeting the organisational goals. Once employees are satisfied with the state of supervisory communication in their respective units, they should be able to identify with their organisation and endeavour to attain its organisation‟s goals. The researcher investigated supervisory communication and its effect on employee satisfaction at the Central University of Technology, Free State, Welkom Campus (CUT, W). The study was conducted through a combination of quantitative and qualitative research methods. A questionnaire was distributed among the forty employees, whereas interviews were conducted with the five remaining employees at the CUT, W. The researcher used purposive sampling to select the respondents and participants of the study. The reliability of the questionnaire was determined by calculating the Cronbach Alpha coefficient (CAc) of the constructs. All the Communication Satisfaction Questionnaire constructs indicated CAc of .0974 which is consistent with a high level of internal stability. The study (quantitative research method) indicated that the majority of the respondents showed overall satisfaction on all CSQ constructs, except Personal Feedback. However, the study has revealed that the Schools of Government Management and Human Resources as well as the School of Accounting have revealed communication deficiencies on constructs such as Supervisory Communication, Divisional Information, Communication Climate, Co-Worker Communication and Personal Feedback. The qualitative findings have revealed communication deficiencies in four categorical themes, namely, lack of: * Communication and commitment to institutional values and policies by Supervisors. * Consultation and openness to ideas. * Performance standards and career-pathing. * Co-worker communication. * Downward flow of information. The researcher recommends that the Schools1 of Government Management, Human Resources and Accounting put more effort into improving their Schools‟ communication climate and giving personal feedback to their subordinates. The CUT, W should develop a Performance Management Plan to appraise their staff. The researcher further recommends that meetings should be held regularly to provide the necessary platform for the employees to raise concerns related to their specific jobs. The researcher also believes that Supervisors should consult with employees in their specific units before making any important decisions.

DEVELOPING AN INTEGRATED HUMAN RESOURCE DEVELOPMENT PLAN FOR OFFICE-BASED EDUCATORS IN THE FREE STATE PROVICE

(Education )) - Central University of Technology, Free State, 2013 / Human Resource Development is receiving increased attention as organizations seek performance gains from their workforces during challenging economic times, as well as a measure of compliance with the Skills Development Levies Acts (1998 & 1999) and the subsequent National Skills Development Strategy (NSDS). Organisations are facing increasing pressure to demonstrate how well they perform and to provide plans for their future improvement. The Free State Department of Basic Education (FSDoBE) is one public sector organisation which has embarked on aligning its human resource development strategies with the current developments as they present themselves in the labour market and as per NSDS requirements. In this research study, the construct of an integrated human resource development plan is challenged mainly along two lines: how office-based educators’ training needs assist to determine the model of an integrated HRD plan; and how the impact of the developed integrated HRD plan will assist with the heightened job performance of office-based educators. The effectiveness of job performance by office-based educators will consequently serve as a route to improved learner results in schools. The delivery of quality education and training is one of the most important endeavours for the restoration of the culture of teaching and learning. The human resource development of office-based educators is therefore seen as an essential part for promoting the delivery of education and improving learners’ performance in schools. An essential part of developing an integrated HRD plan for office-based educators is typically with performance management process, which is the tool the FSDoBE has to use to meet its overall goals, and is directly dependent upon the ability of office-based educators to perform effectively in the management and delivery of services to schools. In order to successfully develop an integrated HRD plan, the literature overview on human resource development and performance management was presented. xvii Human resource development plans have been studied and implemented in various organizations, but not adequately explored in the FSDoBE to surface possible specific performance challenges. This study addresses this performance gaps by introducing an integrated HRD plan from the perspectives of various job ranks of office-based educators. It identifies gaps in the perceptions of office-based educators concerning performance management as conducted through the appraisal tool for office-based educators, the Performance Management and Development system (PMDS), and identifies steps in the development of an integrated HRD plan, concluding with lessons for practice. The data gathered through the literature study, questionnaires and interviews assisted the researcher to analyse and interpret the data and come up with the findings and conclude on the model of an integrated HRD plan for office-based educators. The questionnaires were administered to 60 office-based educators across their ranks (SESs, DCESs and CESs) and all 60 questionnaires were returned. The questionnaires and interviews were administered in the three education districts. The interviews were conducted to supplement the questionnaire data in order to gather rich responses from the participants. The data from corresponding questionnaire questions and interview questions was grouped together to correspond with the key research questions so as to provide the rich data as required by the research study. The key findings were that office-based educators have the desire to play a significant role in their job performance and that they need empowerment, resources and leadership to guide them in their daily duties. The analysis and interpretation of the data gathered further assisted the researcher to develop an integrated HRD plan as presented in Table 7.1 and as stated by the title of this research. The evidence of the narrative incidents with office-based educators suggest that the development of an integrated HRD plan will provide a useful research tool for those wishing to study the design and use of HRD plans in the future, as it gives a xviii holistic overview to be taken in the process and makes the development of an integrated plan a feasible task for the researcher. According to the model of the proposed integrated HRD plan, it requires a new way of thinking and interacting amongst district sections, and it should be regarded as a step forward to improved office-based educators’ development and subsequent influence on school-based educators’ knowledge and skills, and for improved learner performance in the schools.
