The FAO's Use of Fear and Forestry as Tools of Neoliberal Economics

In this thesis, I study the Food and Agriculture Organization of the United Nations' (FAO) depiction of West African forests in its Forestry Outlook Study for Africa: Subregional Report, West Africa, which attempts to describe all of West Africa's forests simultaneously. The FAO is a large international development agency that produces agricultural and environmental information for individual states and other international agencies, such as the World Bank. The FAO's forestry studies pander to Western fears of environmental degradation, assumptions of African backwardness, and the assumed "rational" behavior of private investors in a free market by depicting West African forests as rapidly, uniformly, and irreparably degrading due to "irrational" resource management. The FAO presents privatization as a natural goal of international development, and requisite for "rational" land use. Unless private investors are given control of forests, the FAO implies, "irrational" deforestation will destroy West African forests. The FAO has thus incorporated Western fears about the environment into their neoliberal economic agenda. Academics have challenged the FAO's description of West African forests and have found that, in many cases, the FAO's attempts to provide generalizations and recommendations over large regions do not adequately reflect the economic and geographical diversity of the region. Current academic literature challenges the representation of West Africa, and the environmental discourse of international development. I find that even critics of environmental discourse do not adequately challenge the underlying neoliberal assumptions that motivate the FAO. I propose that critics must further distance themselves from the assumptions inherent to international development by incorporating economic philosophy into their critique. / Master of Arts

Secondary school learners' experience of citizenship in a democratic South Africa

The aim of this study was to explore how the newly acquired democratic dispensation in South Africa has affected the lives of secondary school learners. A literature review was undertaken on democracy, democratic citizenship and democratic government. An empirical investigation using a qualitative phenomenological approach examined the situation of secondary school learners using the various agencies of citizenship, namely the family, peer groups, the school and the community. Data was gathered by focus group interviews. It emerged from the examination of the collected data that democratic citizenship has improved the situation of secondary school learners regarding their interpersonal relationships with their families, peer groups, school-mates and other members of the community at large. However, the findings indicated that the democratic dispensation has not yet had a significant impact on the situation of secondary school learners at school and in their communities. / Educational Studies / M.Ed. Rebecca West: a Worthy Legacy

Given Rebecca West's fame during her lifetime, the amount of significant and successful writing she created, and the importance and relevance of the topics she took up, remarkably little has been done to examine her intellectual legacy. Writing in most genres, West has created a body of work that illuminates, to a large degree, the social, artistic, moral, and political evolution of the twentieth century. West, believing in the unity of human experience, explored such topics as Saint Augustine, Yugoslavian history, treason in World War II, and apartheid in South Africa with the purpose of finding what specific actions or events meant in the light of the whole of human experience. The two major archival sources for Rebecca West materials are located at the University of Tulsa's McFarlin Library, Special Collections, and at the Beinecke Rare Book and Manuscript Library at Yale University. Many of her works have been recently reprinted and those not easily available are found in the British Library or in the archival depositories noted above. Interviews with persons who knew West were also an important source of information. This dissertation explores chronologically West's numerous works of nonfiction, and uses her fiction where it is appropriate to place into context social, historical, or biographical topics. The manner in which she took up the topics of feminism, art, religion, nationalism, war, history, treason, spying, and apartheid demonstrate the wide-ranging mind of an intellectual historian and social critic. Though her eclecticism makes her a difficult subject, the diversity of her mind and her talent in expressing her thoughts, allow her work to symbolize and illuminate twentieth century intellectual history. Known for her elegant fiction, and forceful personal style, West should also be known as a thinker and social critic. What is common to her eclectic opera is that she forcefully propounded ideas, shook loose staid preconceptions, and recommended new ways of perceiving politics, religion, art, culture, law, and morality.
