Creating truth: the Committee on Public Information and the growth of government propaganda in the United States

On April 13, 1917, Woodrow Wilson created the Committee on Public Information. For the next eighteen months, the members of the Committee attempted to gain the total support of the American people for the war effort. Historians who have written about the Committee focus on what it did. This thesis attempts to answer the question, why it insisted on distorting and fabricating facts when its Chairman, George Creel, had instituted a policy of only presenting facts to the American people. This thesis looks at several of the Committee's divisions in depth, including the Division of Civic and Educational Cooperation, the Four Minute Men, the Speaking Division, the Bureau of Cartoons, the Division of Advertising, the Division of Pictorial Publicity, the Division of News, and the Official Bulletin. Analysis of these divisions shows that their directors manipulated facts because they believed that the American people needed to be emotionally connected to the conflict to support it. They reasoned that facts alone would not suffice. / Master of Arts

Looking through ruin : Canadian photography at Ypres and the archive of war

This thesis examines the relationship between the photographic archive of the First World War and Canadian war memory through an analysis of the production of photographs depicting the ruins of Ypres, Belgium and their postwar appropriation. Taken by official photographers in the employment of the Canadian War Records Office, the photographs were intended to act as both historical documents and, paradoxically, as publicity and propaganda images. Both functions of the photographs work to construct a unified image of the war and are similarly characterized by a repressive structure. Ypres, almost entirely destroyed during the war, was both the site of Canada's first battle and major victory as well as a contentious site connoting military mismanagement and wasteful loss of life. Resultantly, representations of the city's ruins are suggestive of a corresponding shift from a mythic to a horrific war in First World War historiography that took place in the decades proceeding it. Images of Ypres' ruins were filtered through both material censorship enforced by the military to elicit high morale and psychic censorship. Photographers made mechanized war conform to their visual expectations. However, the repressive structure literally contains that which it represses as an uncanny double and invariably allows for the possibility of its return. I argue that the anodyne and conventionalized image generated by official photographs of ruins also contains and signifies the destructive violence of modern warfare. Finally, I examine the construction of these conflicting narratives as they develop around the simultaneous processes of archivization and circulation ever-widening circles of mnemonic constructs such as postcards and tourist brochures at the same time that they were being archived. I argue that rather than contaminating and damaging the archival meaning of the photographs, the archive is an accumulative institution capable of incorporating a variety of conflicting narratives without ruining its authority.

Rowland Kenney and British propaganda in Norway, 1916-1942

Rowland Kenney was a British propaganda agent operating in Norway during both the First World War and the Second World War. He has been forgotten by history but the re-discovery of his private collection of materials allows for an analysis of his work. Kenney was deeply involved in the development of propaganda policy and practice. In the First World War, his work in Norway resulted in thousands of pro-British articles appearing in the Norwegian press as well as the realignment of the Norwegian national news agency. In the interwar years, in spite of severe medical difficulties, Kenney continued to work within the field of propaganda, becoming instrumental in the establishment of the British Council. At the start of the Second World War, he returned again to Norway, but was forced to flee during the German invasion of April 1940. During the Second World War, Kenney became the Director of the Northern Section of the Foreign Division in the Ministry of Information where he continued to affect policy-creation and the development of propaganda. There is no doubt that Kenney was a key figure in this development. His professional network and his varied roles within the propaganda bureaucracy speak to his level of involvement, and his documented accomplishments even more so. Finally discovering Kenney's story and his impact illustrates vividly a few aspects of how the practice of propaganda mutated and changed between 1916 and 1942.
