Factors influencing financial sustainability of local NGOs : the case of Zimbabwe

Thesis (MDF)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Local non-governmental organisations play an important role in the development processes of Zimbabwe. However, they face an uncertain future, as they depend on volatile external donor funding which leaves them financially unsustainable. This research sought to determine whether local non-governmental organisations in Zimbabwe were sustainable, and to analyse the main factors that influenced their financial sustainability. Through a mixed methods research design including literature review, secondary data analysis and a survey using a structured questionnaire, this research revealed that local non-governmental organisations in Zimbabwe were financially unsustainable. A regression analysis was employed to determine the relationships between the different factors and financial sustainability. The research focused on four factors of financial sustainability of local non-governmental organisations: sound financial management practices, income diversification, own income generation, and good donor relationship management practices. Data used for the research was from 2009 to 2013. The survey of 52 local non-governmental organisations spread throughout Zimbabwe provided primary data for the research. The research confirmed findings of others that local non-governmental organisations in Zimbabwe were not financially sustainable and depended on external donor funds. The research revealed that most local non-governmental organisations were funded entirely by external donors, had no reserve funds, were not generating own income, and depended on average on about three donors. This meant that if the external donors pulled out these organisations would cease operations. The research revealed that on average donor dependency ratios for Zimbabwean non-governmental organisations were above 93 percent, while survival ratios were very low with 22 days being the maximum. These results meant that if external donors completely pulled out their funding, local non-governmental organisations would operate for at most 22 days before closing down. The research also revealed that most local non-governmental organisations in Zimbabwe were not leveraging their assets to generate income, and most were not engaged in own income generating activities while their funding sources were not diversified enough to be regarded sustainable. The government of Zimbabwe was not funding local non-governmental organisations and local donors were scant. The regression analysis ascertained that sound financial management practices had the largest influence on financial sustainability of local non-governmental organisations in Zimbabwe, followed by income diversification, then own income generation and good donor relationship management. The research recommends that international donors should provide local non-governmental organisations with some unrestricted income to support start-up of social entrepreneurship activities and small businesses to ensure the financial sustainability of the programmes they fund. The government of Zimbabwe must view local non-governmental organisations as partners that complement its work and are therefore deserving of government funding. Non-governmental organisations need to change their mind-set, start social entrepreneurship and small business activities, and refrain from just seeing external donors as their main source of funding. Networks of non-governmental organisations must fundraise to train and enhance the capacity of their member organisations in running social enterprises and small businesses, and hire staff with expertise in running profit-making activities to complement their non-profit work.

<p>The purpose of the study was to investigate prospective &lsquo / A&rsquo / level mathematics teachers&rsquo / knowledge of the concept of a function. The study was a case study of six prospective Zimbabwean teachers who were majoring in mathematics with the intention of completing a programme leading to certification as secondary mathematics teachers. At the time of the study the six prospective teachers were in their final year of study. Prospective teachers&rsquo / knowledge of the concept of a function was assessed through task-based interviews and reflective interviews. These interviews, which were done over a period of three months, were structured to capture the prospective teachers&rsquo / subject matter knowledge and pedagogical content knowledge for teaching the concept of a function. The interviews were also meant to capture the prospective teachers&rsquo / underlining pedagogical reasons for their choices of the examples, representations and teaching approaches when planning to teach the concept.</p> <p>As part of the study a theoretical framework for understanding prospective teachers&rsquo / knowledge of the concept of a function was developed. The framework, which was developed, was used as an analytical tool in analyzing prospective teachers knowledge of the concept of a function. The results of the study indicated that the prospective teachers had a process conception of a function although some of them had given a set-theoretic definition of a function in which a function is perceived as a mathematical object. They also confined the notion of a function to sets of real numbers. Functions defined on other mathematical objects (for example, the differential operator and the determinant function) were not considered as functions by five of the six prospective teachers.</p>

Introducing cash transfers as a form of social protection for orphans and (other) vulnerable children in Zimbabwe :lessons from other African countries.

Zimbabwe made commitments- global, regional and national- towards the fulfilment of the right to social protection for Orphans and Vulnerable Children (OVC) by ratifying international conventions and other regional instruments. Whilst such commitments are commendable, Zimbabwe has faced challenges in translating such commitments into actual deliverables. Currently, child protection mechanisms for OVC in Zimbabwe include, amongst others, Basic Education Assistance Module (BEAM), through which tuition fees, levy and examination fees assistance is provided to vulnerable children. The other social protection mechanisms are the food aid programme, public works programmes and the National Strategy on Children in Difficult Circumstances. An evaluation of the current social protection mechanisms for OVC in Zimbabwe, among other things, reported inadequate intervention of the current mechanisms so as to adequately provide for OVC. This may call for new innovative social protection mechanisms, like cash transfers, to replace some of the current mechanisms so as to adequately provide for OVC. Social cash transfers are receiving increasing recognition as a means of dealing with the of OVC problem worldwide, and more recently in Africa. There are a number of African countries that have introduced social cash transfers for children within their jurisdictions. Notable examples are South Africa, Zambia and Malawi. Social cash transfers have a positive impact on the education, health and nutrition of OVC. Opportunities for and constraints on crop production within Zimbabwe's fast-track resettlement programme: A Case Study of Fair Range Estate, Chiredzi District, South Eastern Zimbabwe.

<p>The government of Zimbabwe started implementing its fast track resettlement programme in July 2000, the objective being to accelerate both land acquisition and land redistribution. This programme witnessed a massive movement of people from various localities into mainly large-scale commercial farms in search of agricultural land. Under this programme, people were settled under the A1 model (which involves villages and land use pattern similar to those found in communal areas) as well as the A2 model, which involves commercial farming. This study investigates, documents and analyses the opportunities and constraints currently being faced by newly resettled crop production farmers in one example of an A1 model resettlement project (Fair Ranch Estate in Masvingo Province). A questionnaire was used to gather data on livelihood sources, income, assets and also aspects of the associational life of crop production farmers. Seventy households were interviewed, and a number of key informant interviews were undertaken with both government officials and the local leadership. The greatest opportunity that A1 crop production farmers in Fair Range Estate experienced was the fact that they now have access to land that they can call their own, without having to go through the market to try to acquire such land. In terms of crop production, however, farmers in Fair Range Estate face a number of challenges and constraints: they lack adequate access to tillage and livestock / the supply of inputs is inadequate / generally negative socio economic conditions prevailing in the country have led to sharp increases in prices of all basic commodities, including inputs such as fertilisers and seeds / they lack tenure security / the amount of rainfall received in the area is generally not sufficient for crop production / and many lack crop production skills. Measures to reverse this decline must include the availability of foreign currency to buy spare parts for tractors, rebuilding of the national herd, which was greatly affected by both drought and the disturbance of commercial agriculture as a result of the controversial land reform programme. Fuel should also become more readily available, and urgent policy measures be put in place to revamp institutional frameworks in the agricultural sector to make them more farmer-oriented.</p>

The evolution of decentralisation policy in developing countries : a policy analysis of devolution in Zimbabwe.

The COPAC-driven constitution-making process in Zimbabwe was largely focused on revamping local governance and ensuring a return to democracy. The attempts were mainly focused on checking the power of the executive in a bid to institutionalise separation of powers by empowering the legislative and judicial arms of the state. However the most critical power-sharing objective was the reform of intergovernmental balance of power between the central government and subnational government structures; the provincial, urban and rural local authorities. This was captured in the ideology of devolution of power, which was set as fundamental principle of good governance repealing the erstwhile centralised system of government. The hope was that this shift of preference will be enshrined in the 2013 Constitution. However this study notes that this public optimism has not been sufficiently met in the new constitution, which is officially dubbed ‘Constitution of Zimbabwe Amendment (No. 20) Act, 2013’. The study argues that the provisions for devolution in the 2013 Constitution are inconsequential and betray a lack of political will by the central government to devolve authority and resources to local governments. The extensive reliance on impending Acts of Parliament to clarify and give effect to devolution, such as the administrative, political and fiscal competencies of different tiers of government, creates a weak framework for decentralisation which is tantamount to the continuation of the existing status quo, in which subnational governments are de facto deconcentrated appendages of central government. Notwithstanding this major setback in the aspirations of devolution in Zimbabwe, this study recommends that extensive civil society engagement with the central government which has been evidenced over the last couple of years can still reclaim the reforms initially agreed to by the ruling elite during the negotiations thereby ensuring the institutionalisation of devolution in Zimbabwe. / Thesis (M.Soc.Sc.)-University of KwaZulu-Natal, Pietermaritzburg, 2013.

The machinery of autobiography in selected political autobiographies from Zimbabwe

A thesis submitted to the Faculty of Humanities, University of the Witwatersrand, Johannesburg, in fulfilment of the requirements for the degree of Doctor of Philosophy Johannesburg, June 2016 / The study explores the ways in which the self and other are constructed and represented in a wide range of Zimbabwean political autobiographical narratives from 1972 to 2011. In particular, it focuses on the machinery of autobiography and the various narrative strategies deployed by autobiographers of different races, gender, ethnic origins and political persuasions to construct the self and other. It also considers how these representations of the self and other, combined with the narrative strategies used, bear upon the history and politics of Zimbabwe. The argument is advanced that through strategic and careful deployment of narrative in transforming lives lived to lives told, the selected narratives not only reconstruct the self and other but also narrate the history and politics of the nation. Therefore, the deployment of different narrative strategies, which include the uses of: authentication, patronage of authorship, historical recurrence and narcissistic rage, erasure, palimpsest and collaborative voices, and hauntology has resulted in the emergence of a seemingly minor genre into a competing narrative that is threatening to take over the place of hegemonic grand narratives and histories of Zimbabwe. These have all along been largely nativist and based on racial, ethnic and patriarchal prejudices, especially in the manner in which they narrated the political history of Zimbabwe. The study thus argues that the machinery of autobiographies has been deployed as political weaponry to present bleached images of the self and other. Historic buildings, conservation and shifts in social value at Old Umtali: Contestations of heritage in Zimbabwe

Magister Artium - MA / The mini-thesis will examine the conservation of colonial historic buildings at Old Umtali (today Mutare) in Zimbabwe and the changes that have affected the buildings in terms of use and maintenance of their architectural character. There has been a shift in heritage management priorities in Zimbabwe and all heritage linked to colonialism has been supplanted by archaeological and liberation war heritage. The result is that the category of colonial heritage which includes historic buildings, forts and memorials have been neglected and vandalised. Various international frameworks in the conservation of buildings will be referred to in this research in examining related questions of urban heritage management. The dichotomy that exists between conservation and adaptive reuse of historic buildings as these issues have unfolded at Old Umtali, a former colonial town with historic buildings constructed in 1891 will be at the centre of this interrogation. Notwithstanding the changes in heritage management priorities in Zimbabwe, the irony is that heritage practitioners are still obliged to conserve historic buildings by legislation. This work then attempts to place back the question of conserving historic buildings on the conservation agenda for a post-colonial Zimbabwe. I argue that historic buildings should be conserved and used for different contemporary purposes and at the same time becoming the subject of interpretative work. Questions can then be asked about the experience of colonialism and the various movements of the Pioneer Column in Zimbabwe using the case study of Old Umtali. In this thesis conservation of historic buildings is not just a technical question but is also seen as an intellectual, epistemological and political question.

A thesis submitted to the Faculty of Humanities of the University of the Witwatersrand, Johannesburg, in fulfilment of the requirements for the degree of Doctor of Philosophy in History. / This thesis explores various ways in which Kalanga ethnic identity has been (re)constructed, negotiated, manipulated and transformed by different interest groups such as missionaries, colonists, Kalanga cultural entrepreneurs, chiefs and ordinary Kalanga people in Bulilimamangwe district. Using a collection of both primary and secondary sources, the thesis posits that among other markers of Kalanga identity, Kalanga language has been central in the Kalanga clamour for their official recognition by the state in colonial and post-colonial Zimbabwe. It challenges the conventional interpretations of African identities by arguing that pre-colonial Kalanga society was characterised by fluid and flexible identities which constantly shifted boundaries. The study demonstrates how the colonial government, through the appointment of Ndebele chiefs in Kalanga areas fuelled Kalanga ethnic consciousness which was deployed by Kalanga chiefs and their subordinates during the opposition to the implementation of the Native Land Husbandry Act in Bulilimamangwe district. The study further argues that the Kalanga Cultural Promotion Society (KCPS) played a significant role in contributing to the escalation of Kalanga ethnic consciousness especially in post-independent Zimbabwe where ethnicity became an important feature amongst the marginalised groups. As a result of being alienated from the independent state, there was a resurgence of Kalanga ethnic mobilisation which was led by the KCPS and the Kalanga Language and Cultural Development Association (KLCDA), the Associations that lobbied for the recognition of Kalanga language in the education system and in state/public radio broadcasting. The thesis therefore contributes to the scholarship on ethnic identities by elaborating how Kalanga experiences with various factors such as social, political and physical environment contributed to the shifts and fluidity of Kalanga ethnic identity from 1946 to 2005.
