Exploring School Principal Preparation and Development in Northern Canada: The Case of Nunavut's Educational Leadership Program (ELP)

The purpose of this research was to explore how Nunavut Educational Leadership (ELP), a school principal preparation program in Nunavut Territory, Canada, fulfills Inuit (the indigenous people of the territory) educational aspirations. In accordance with this purpose, the study focuses on answering four specific questions: (1) what are Inuit educational aspirations? (2) What is the context for Inuit education? (3) How is the Nunavut Educational Leadership Program organized to meet its objectives? (4) How do the activities of the Nunavut Educational Leadership Program (ELP) fulfill Inuit educational aspirations? Adopting an exploratory case study design grounded in qualitative approaches and undergirded by critical interpretative perspective, the research triangulates both primary and secondary sources of data. The primary data sources come from individual semi-structured interviews of 35 respondents (18 community members, 3 program development members, 3 presenters/facilitators, 7 program participants, and 4 educational officials) selected across Nunavut Territory. These sources are complemented with relevant secondary documents from 1987 to 2010. Using constant comparative and word-in-context as the main data analysis methods, concepts and themes were delineated from the data sources to form categories, with the research questions and conceptual framework guiding the process. The research results revealed, among many other things, that the Nunavut ELP partially fulfills Inuit educational aspirations as defined in the research. Issues arising from the data analysis and interpretation are also discussed under (1) Inuit culturally appropriate education/ self-determination in education, (2) Issues associated with Inuit and mainstream relationship, (3) The relationship between context and principal preparation and development programs, (4) Preparation programs for fulfilling local educational aspirations, (5) Framework for principal leadership practice, (6) Educational Governance Related-Issues, (7) University contribution to principal leadership preparation and development programs, (8) Nunavut ELP goals, and (9) Leadership Conceptualizations. Along with these are recommendations, theoretical implications and directions for future or further research. Though the research does not purport to design an educational leadership program for Nunavut school leaders, its evidence-based analysis and results may assist in any conversations toward the restructuring, improvement or enhancement of the Nunavut ELP as well as any educational leadership development programs in post-colonial societies.

The State of First Nations Education: Two Conversations About Education Post-CAP

This dissertation is the product of both lifework and a 2007-2010 research study. Working, living and parenting in the largest First Nation community in Canada, the Six Nations Grand River Territory, I believe it imperative that any body of work I produce be of direct use to my community as well fill a needed area of research within the field of Ogweho:weh (Original/Indigenous) Education. In order to design a study that would yield results to both these ends, I spent a significant portion of this dissertation explaining Indigenous Theory and Praxis. Subsequent to the expansion of literature on Indigenous theory and Indigenous methodology is the primary document analysis and dialogues which were intended to answer the two research questions of: (1) What changes has the Royal Commission on Aboriginal Peoples (RCAP) made to Ogweho:weh education in Canada; and (2) How does the community understand success at Six Nations? One hundred seventy-three documents (international, national, provincial, and local) and 52 dialogues with community advocates, educators and parents were analyzed using an original policy discourse web entitled Social Particle Webbing. Based on a sociological perspective of particle theory, Social Particle Webbing is a metaphor for identifying areas where marginalized groups can be platformed to enhance their ability to create social change. Social Particle Webbing is comprised of two-tailed threads, similar to a candle burning at both ends. The two competing themes of each thread may run polar or complimentary to each other, but are the embodiment of the written and oral documents which shape the discourse. The Discourse of Ogweho:weh Education was identified to have fourteen companion themes making up the seven threads of: (1)“Real” Self-Determinants; (2 Responsibility; (3)In the Spirit of Equity; (4)Choice in Education; (5)Rationale for Inaction; (6)Societal Opinion of Ogweho:weh; and (7)Success. Although Social Particle Webbing was created to answer the needs of Ogweho:weh education by creating an enculturated metaphorical image of Ogweho:weh Education, it is appropriately applied to all arenas of social change where a people are marginalized and not readily able to make change due to a lack of space, resources, or power.

Exploring the potential for native language revitalization in an urban context : language education in Vancouver

This research explores dynamics around Aboriginal language learning and use in Vancouver, British Columbia. With many different First Nations and Aboriginal languages represented in the city, urban Aboriginal language revitalization is complex and challenging. Sixteen research participants talked with me about competing priorities for urban Aboriginal individuals and families, the linguistic diversity of the British Columbia First Nations, and how demographic urbanization of Aboriginal peoples intersects with movements of language revitalization. The resulting analysis highlights some emerging language ideologies connected to urban Aboriginal language use and learning. Language ideologies have been defined as “the cultural system of ideas about social and linguistic relationships, together with their loading of moral and political interests” (Irvine, cited in Kroskrity 2000:5). By identifying some commonalities in research participants’ attitudes around Aboriginal languages in the city, I argue that ‘placing language’ and ‘finding a place for language’ are critical issues for looking at Aboriginal language use and learning in Vancouver. By ‘placing language’, I mean that participants stressed the locality of Aboriginal languages, drawing important connections between land and language. Many honoured local languages by stating that their use and preservation should be top priorities in urban-specific language revitalization initiatives. They also recognized that other Native languages are represented in the city and could be fostered by collaboration with home communities, including reserve language programs. By ‘finding a place for language’, I mean taking time and making effort toward language learning and use in the fast-paced urban environment. Determining a place and a time for language in daily life or during events is crucial for language revitalization efforts in the city. This thesis specifies some suggestions for finding a place for language, highlighting different ideas shared by participants about public school language education, community centres as places for language learning, and use of local languages in service organizations and educational institutions and in the public sphere.

The Decolonization of Northwest Community College

In 1996, the authors of the Canadian Royal Commission on Aboriginal Peoples concluded Canadian educational policy had been based on the false assumption of the superiority of European worldviews. The report authors recommended the transformation of curriculum and schools to recognize that European knowledge was not universal. Aboriginal researcher Battiste believes the current system of Canadian education causes Aboriginal children to face cognitive imperialism and cognitive assimilation and that this current practice of cultural racism in Canada makes educational institutions a hostile environment for Aboriginal learners. In order to counter this cultural racism, Battiste calls for the decolonization of education. In 2005, the president of Northwest Community College (NWCC), publicly committed to decolonizing the college in order to address the continuing disparity in educational attainment between Aboriginal and non-Aboriginal learners. Upon the president’s departure in 2010, the employees of NWCC were left to define for themselves the meaning of decolonization. This qualitative study was designed to build a NWCC definition of colonization and decolonization by collecting researcher observations, nine weeks of participant blog postings, and pre and post blog Word survey responses drawn from a purposeful sample of six Aboriginal and six non-Aboriginal NWCC employees selected from staff, instructor and administrator employee groups. The findings revealed NWCC employees held multiple definitions of colonization and decolonization which did not vary between employee groups, or based on participant gender; however, differences were found based on whether the participants were Aboriginal or non-Aboriginal. Both Aboriginal and non-Aboriginal participants thought decolonization was a worthy goal for the college. Aboriginal participants felt hopeful that decolonization would happen in the future and thought decolonization had to do with moving forward to a time when they would be valued, respected, empowered, unashamed, safe, and viewed as equal to non-Aboriginals. Non-Aboriginal participants were unsure if decolonization was possible because it would require going back in time to restore the Aboriginal way of life. When non-Aboriginal participants felt their thoughts were not being valued or they were being associated with colonialism, they felt angry and guarded and were uncomfortable with Aboriginal participants expressing anger towards Colonizers.

Exploring the Impact of Ongoing Colonial Violence on Aboriginal Students in the Postsecondary Classroom

Framed within an Anishnaabe method and an anti-colonial discursive framework, this thesis explores how Aboriginal students confront narratives of colonial violence in the postsecondary classroom while at the same time living and experiencing colonial violence on a daily basis. In order to garner an understanding of what pedagogies might be useful in postsecondary classrooms that cover such curricula, I explored these questions by interviewing 8 Aboriginal students and 5 Aboriginal professors who were taking or teaching courses on Aboriginal peoples and colonial history. I also engaged two Aboriginal Elders in conversations on pedagogy because they are recognized as carriers of Aboriginal traditional knowledge. Drawing on the literature I theorize colonization as violent, ongoing and traumatic. Specifically, I trace how education for Aboriginal peoples has always been and continues to be part of the colonial regime—one that is marked by violence, abuse and a regime that has had devastating consequences for Aboriginal peoples. This thesis confirms that despite some changes to the educational system Aboriginal students and professors interviewed in this research still confront significant challenges when they enter sites such as the postsecondary classroom. The most profound finding in this thesis was the extent of racism that Aboriginal students confront and negotiate in postsecondary classrooms. These negotiations are especially profound and painful in mixed classrooms where the narrative of ongoing colonial violence is discussed. Aboriginal students also employ a number of strategies to resist ongoing colonialism and racism. The narrative of racism is not new but it does reaffirm that colonialism continues to have devastating effects on Aboriginal peoples. It also reaffirms the pervasiveness of violence in our society despite the fact that many would rather ignore or downplay the level of violence that exists. There is no doubt that the Aboriginal students interviewed in this research describe a significant psychological toll in an environment of ongoing colonialism and is especially difficult when revisiting historical and ongoing accounts of violence of their own colonial history. The thesis offers some suggestions for mitigating this impact in the classroom.

Beyond the pale : whiteness as inocence in education

Teachers play a pivotal role in the production of discourse on race relations in education, yet few studies have researched the impact of white teacher identity construction as a variable in the creation and maintenance of racial ideologies, particularly here in Canada. The majority of the current research done on racism in schools has produced data that points to the widespread denial of racism by the majority of white teachers and students, while parents, teachers and students of color acknowledge the pervasive role racism plays in their educational and social lives. While the focus on institutional and systemic racism is important, it sometimes denies the role individuals play in the reproduction of racism and in our ability to make change. For these reasons, it is critical to consider the identity constructions of white teachers, as these constructions will influence how we interpret and respond to existing racial inequalities in education. <p>This research will draw from poststructural theories of discourse analysis in order to analyze how white teacher identity constructions of innocence are reproduced in an education system where racial inequalities are pervasive and systemic. Discourse analysis and deconstruction are important in understanding the way our subjectivity as white teachers continues to be produced and maintained.<p>This study takes place in the Prairie region, where Aboriginal people have been produced as the racial Other historically. Using an open-ended questionnaire, in-service, and focus group method, this research study invites educators to narrate their own perceptions of racism in schools. The collection and analysis of this data begins to address the theoretical gap in academic knowledge on teacher perceptions of racism in education.

Decolonizing the classroom : reading Aboriginal literature through the lenses of contemporary literary theories

This qualitative study explored the potential for decolonizing the secondary English Language Arts classroom. An interdisciplinary approach was used to explore contemporary theories of literary criticism relevant to the study of Aboriginal literature, including an approach through colonial and post-colonial discourse and the growing body of theory and criticism written by North American Aboriginals; to incorporate literary theory and pedagogical knowledge of content into the development of Aboriginal literature units FOR secondary school classrooms; and to incorporate these new interpretive and pedagogical understandings into the practices of two secondary English teachers using North American Aboriginal literature in their classrooms.<p>A document was prepared that explored the interpretive potentials of postcolonial and Aboriginal literary theories and given to the two participating teachers who were able to use this information to develop instructional units for their literature classes. Action research framed the approach used to implement, revise, and evaluate the units of study in the two grade twelve classrooms. <p>The participating teachers found that the critical lenses enabled them to approach Aboriginal literature with more confidence and insight. They also found that their classroom use of Aboriginal literature disclosed the misconceptions their students held concerning Aboriginal peoples. The teachers were frustrated by the systemic racism evident in their classrooms. They were also frustrated by the resistance shown by their teaching peers toward incorporating Aboriginal literature and anti-racist methodologies into their instruction.<p>The findings of this study suggest that more exposure to critical literary theories and minority literatures in the context of teachers pre-service and in-service education may help to decolonize Canadian classrooms.
