The changes in the behaviour of the innovating firm that would not have been the case in the absence of the public support, behavioural additionality, is investigated in this thesis. The theoretical foundations of the concept along with the existing evaluation attempts worldwide are analysed. The need for evaluation in Turkey is established. The design of the T&Uuml / BiTAK-TEYDEB programme in question along with the related policy context is described to form a basis for the evaluation of the behavioural additionality. It is revealed that the need for an evaluation of behavioural additionality for the legitimacy of the programme from the data analysis. Finally, given such inputs, the thesis develops a methodological proposal for a framework to evaluate the behavioural additionality of the public support to private R&amp / D in Turkey.

Economic investigation of discount factors for agricultural greenhouse gas emission offsets

This dissertation analyzes the basis for and magnitudes of discount factors based on the characteristics of greenhouse gas emission (GHGE) offsets that are applied to the GHGE reduction projects, concentrating on agricultural projects. Theoretical approaches to discount factors, estimation and incorporation of discount factors procedures are developed. Discount factors would be imposed by credit purchasers due to noncompliance with regulatory program of the credits with GHG program including consideration of shortfall penalties and limited durations. Discount factors are proposed for (i) additionality, (ii) leakage, (iii) permanence, and (iv) uncertainty. Additionality arise when the region where an AO project is being proposed would have substantial adoption of the AO practice in the absence of GHG programs (business as usual GHGE offset). Leakage arises when the effect of a program is offset by an induced increase in economic activity and accompanying emissions elsewhere. The leakage effect depends on demand and supply elasticities. Permanence reflects the saturation and volatility characteristics of carbon sequestration. Carbon is stored in a volatile form and can be released quickly to the atmosphere when an AO practice is discontinued. The permanence discount depends on the project design including practice continuation after the program and the dynamic rate of offset. Also, consideration of multiple offsets is important. Uncertainty arises due to the stochastic nature of project quantity. The uncertainty discount tends to be smaller the larger the size of the offset contract due to aggregation over space and time. The magnitude of these discounts is investigated in Southeast Texas rice discontinuation study. The additionality and the leakage discounts are found to play an important role in case of rice lands conversion to other crops but less so for pasture conversions and yet less for forest conversions. The permanence discount is important when converting to other crops and short rotation forestry. When all discounts are considered, rice lands conversion to forest yields claimable credits amounting to 52.8% ~ 77.5% of the total offset. When converting rice lands to pasture, the claimable credits 45.1% ~ 64.2%, while a conversion of rice lands to other crops yields claimable credits 38.9% ~ 40.4%.

Three Essays On Agricultural and Forestry Offsets In Climate Change Mitigation

This dissertation is composed of three essays, investigating two aspects of the role of agricultural sector in climate change mitigation: leakage and additionality. Leakage happens when mitigation policies reduce net GHG emissions in one context, but increase (decrease) prices, which in turn causes production (demand) expansion resulting in an offsetting rise in emissions elsewhere. The first essay documents an integration of a US domestic agricultural sectoral model and a global agricultural sectoral model, with the aim to deliver better leakage assessment. The second essay investigates the trend of US crop yield growth and its implication on the international leakage effect. We find that the slowdowns have occurred to the growth rates of most US major crops. The implementation of climate change mitigation strategies, such as the expansion of bioenergy production, causes demand for the agricultural sector to increase substantially. The new demand would cause noticeable leakage effect if crop yields continue to grow at the current rates. Such effect may be potentially alleviated by higher crop yield growth rates; but the extent of alleviation depends on the mix of technological progress obtained across crops as well. Additionality is often a concern in programs designed to incentivize the production of environmental services. Additionality is satisfied if payments are made to services that would not have occurred without the payment. However, because of the information asymmetry between service buyers and sellers, ensuring additionality poses a challenge to program designers. The third essay investigates how the pursuit of ensuring additionality would complicate environmental policy design with a theoretical model. Specifically, we examine 4 types of policy design, including 2 discriminating schemes and 2 simpler non-discriminating schemes. We found that under certain conditions, some of the non-discriminating schemes can be almost as good as the discriminating ones. Findings in this dissertation contribute to inform policy makers about the potential impacts of climate change mitigation policies in the agricultural sector and also help to improve understanding of environmental program design.

Assessing the impact of regeneration spending: lessons from the United Kingdom and the wider world

Yes / The government increased the funding for regional development agencies to £2.3 billion in 2007/8, yet hard evidence on the effectiveness of the spending is difficult to find. Techniques for valuing benefits in difficult areas have existed for many years. They range from the hedonic methods and contingent valuation studies of environmental economists to the estimates of shadow wage rates used by development economists to take account of the economic value of additional employment. The latter have been used for years in some of the poorest developing countries in the world, as well as some countries in the European Union. Meanwhile some attempts to capture the indirect benefits of regeneration spending have surfaced through the United States with the ‘Social Return on Investment’ and Local Multiplier 3, yet the proponents of these approaches do not seem to have come across the abundant literature on the use of shadow pricing in the context of developing countries. This article attempts to explore the extent to which practices used and lessons learned in the economic analysis of environmental impacts and of investments in developing countries can inform the evaluation and appraisal of regeneration projects in the United Kingdom.

An evaluation of the sub-regional legacy/impacts of the London 2012 Olympic Games in a non-hosting sub-region : a case study of Leicestershire

This thesis evaluates the legacy/impact of the London 2012 Games for a non-hosting sub-region Leicestershire, principally through evaluations of four legacy-programmes (i.e. the Workplace Challenge, Get Set, Sport Makers, and Games Makers programmes), drawing conclusions about lessons learned from the Leicestershire 2012 legacy experience. The selection of Leicestershire as a non-hosting sub-region reflects the fact that little is known about the legacy/ impact of the Games in such contexts. The nature of Olympic legacy evaluation is considered as a complex, wide-ranging, and multi-staged process. This thesis thus focuses on two main areas: i) conducting a systematic review of the literature (covering the period 1996-2011) to explore and establish an understanding of the concepts of Olympic legacy , and evidenced legacy/impact of hosting the Olympics in previous Games; ii) assessing the extent to which the London 2012 Games had impacted on the changed legacy outcomes for Leicestershire through realist evaluations. Together with realist evaluations, analytic logic models and the assessment of additionality approaches are adopted in this study, focusing on the four legacy-programmes evaluations, wherein quantitative and/or qualitative methodology are utilised in order to identify the causal mechanisms that produced the anticipated/unanticipated effects in their specific contexts. This study is an empirical example of the application of the realist evaluation and assessment of additionality. It also produces an evidence base for policy analysis in order to inform stakeholders thinking regarding sustaining the legacy of the Games and any future major sporting events by identifying lessons learned for non-hosting contexts.

How do firm characteristics affect behavioural additionalities of public R&D subsidies? Evidence for the Austrian transport sector

Interest of STI policies to influence the innovation behaviour of firms has been increased considerably. This gives rise to the notion of behavioural additionality, broadening traditional evaluation concepts of input and output additionality. Though there is empirical work measuring behavioural additionalities, we know little about what role distinct firm characteristics play for their occurrence. The objective is to estimate how distinct firm characteristics influence the realisation of behavioural additionalities. We use survey data on 155 firms, considering the behavioural additionalities stimulated by the Austrian R&D funding scheme in the field of intelligent transport systems in 2006. We focus on three different forms of behavioural additionality project additionality, scale additionality and cooperation additionality and employ binary regression models to address this question. Results indicate that R&D related firm characteristics significantly affect the realisation of behavioural additionality. Firms with a high level of R&D resources are less likely to substantiate behavioural additionalities, while small, young and technologically specialised firms more likely realise behavioural additionalities. From a policy perspective, this indicates that direct R&D promotion of firms with high R&D resources may be misallocated, while attention of public support should be shifted to smaller, technologically specialised firms with lower R&D experience.

Study on Plant Load Factor of Wind Power CDM Projects

Clean Development Mechanism (CDM), is a market-based mechanism under the Kyoto Protocol. It allows developed countries to implement emission reduction projects in developing countries, to assist their sustainable development; meanwhile, developed countries gain credits which could be used to meet part of their emission reduction targets under this protocol. There is a wide range of various types of CDM projects, among which, wind power projects account for the largest share. Additionality is a key component for CDM projects’ eligibility and to ensure CDM’s environmental integrity. It means that the emission reduction after the implementation of the project is additional to any that would have occurred in the absence of the certified CDM project. For wind CDM projects, the controversy on additionality raised debate and attention internationally, especially the concern if project developers deliberately underestimated Plant Load Factor (PLF) so as to meet the CDM additionality criterion. At the United Nations Framework Convention on Climate Change (UNFCCC) CDM Executive Board 63rd meeting, the UNFCCC Secretariat and the Registration and Issuance Team (RIT) proposed different decisions regarding a request forissuance of a Wind CDM project due to different views on the estimated PLF. The Board discussed the issue andrequested a study on the PLF variations, which is the origin, and also a partial content of this thesis.In this thesis, relevant parameters are firstly defined – parameters such as Estimated PLF, Actual PLF, etc, and to better illustrate the magnitude of the PLF variation, the concept of Relative Variation of PLF is adopted, which is measured as the absolute difference of Estimated PLF and Actual PLF compared with Estimated PLF. Then a database in spreadsheet with all defined parameters of sampled projects is set up on the basis of collected information and calculation. Afterwards an investigation of PLFs and comparison analyses of Estimated PLFs and Actual PFLs is conducted. Considering there are two groups of Wind CDM projects, i.e. small-scale and large-scale; and considering the distributions of projects’ hosting countries, the comparison analyses are then conducted firstly for all projects, and then separated for small-scale and large-scale projects, and lastly separated for projects based on different hosting countries. The final results show that a minority of projects have underestimated PLFs, and a very small proportion of projects, either in all projects, or on different scales or in different hosting countries have underestimated PLFs to a level that is out of acceptable range. Therefore, thestudy concludes that there should be no concern on the PLF issue in Wind CDM projects.
