Administrators' Perspectives of Culture at a Multicampus Community College

The purpose of this study was to explore how administrators’ perceived the campus and administrative cultures found on a single campus of a multicampus community college system. A review of the literature revealed that the culture found in higher education institutions contains a high degree of human interactions, has a myriad of cultures, and that individuals play a significant role in the maintenance or the evolution of the cultures present. The study site was Neighborhood Campus which is one campus of a large urban community college system containing a total of eight campuses, Urban College. Kuh’s conventional organizational models served to identify the model on Neighborhood Campus, Levin’s cultural definitions described the campus culture, and cultural definitions from Bergquist and Pawlak formed the framework for the administrative culture. The study was guided by the following research questions: What are the administrators’ perspectives of the campus culture on a community college campus and what are the administrators’ perspectives of the administrative culture on a community college campus? A qualitative case study method was used, data collection included interviews, document and videograph reviews, and observations of administrative meetings. The participants for the interview portion of the study included 10 individuals defined as administrators. The study revealed that administrators’ perspectives of these cultures demonstrated five themes (student-centered, size, location, Hispanics, and family) served as contributors to the campus culture. The administrative culture was supported by six themes (size, team, collaboration, open, Inclusion, and rewards and recognition). The findings revealed three of Kuh’s conventional organizational models (rational, bureaucratic, and collegial models) were seen as being in place at Neighborhood Campus. Levin’s traditional and service cultures were seen in the campus culture with the service culture demonstrating dominance. Using Bergquist and Pawlak’s definitions, components of the collegial, managerial, and developmental cultures appear to be present in the administrative culture with the collegial culture serving as the dominant administrative culture. Through an understanding of these cultures and themes, administrators can provide leadership that is sensitive to these cultures, especially if institutional change is required.

行政組織中團體盲思現象的初探

團體盲思是指某一個團體因為具有高度的凝聚力,非常強調團結一致的重要性,因此在討論問題時,壓抑了個人獨立思考及判斷的能力,迫使個人放棄批判及提出不同意見的機會,最後使團體產生錯誤或不當的決策後果。由於該現象可能造成相當大的負面影響,又對照團體盲思之成因有若干因素與我國行政文化相符,究竟我國行政機關是否有團體盲思之現象?本文從Janis提出之團體盲思理論著手,依序探討不同途徑、不同學者對該理論的相關研究─將焦點置於變項的選擇以及變項間的影響關係,進而對照我國行政組織文化的特色,提出本研究之假設。實證部分,本文採調查分析方法,針對我國行政組織中的公務人員進行問卷調查,根據所得資料,運用因素分析、積差相關、典型相關以及變異數分析等統計方法加以分析。研究結果顯示,我國行政機關具有兩種團體盲思之類型,團體盲思型一主要是由指導式領導風格和組織認同,導致資訊處理錯誤之症狀;型二則是因團體凝聚力和指導式領導風格,所產生高估團體道德及權威的情形。兩種類型在團體盲思現象的理論上,皆有可以和國外研究相對照比較之處;在實務上,則希望提供行政機關作為改善決策行為之參考,以避免該現象所帶來的負面效果。

A influência das estruturas socioculturais brasileiras no processo de avaliação de desempenho profissional do serviço público: estudo de caso na Universidade Federal da Paraíba

The research had its theoretical foundation on studies that deal with the ideal Weberian bureaucracy, the characteristics that marked the establishment of the Brazilian administrative apparatus, the attempts of administrative reform undertaken by the national government over the years and even the systematic evaluation of professional performance of the public employees. About the methodological approach, a qualitative approach was used in conducting a field study that used the feature of the case study. The investigation, which also featured a documentary and bibliographic support, was developed with a group of technical and administrative workers from UFPB. All data were collected by the conduction of interviews by semi-structured guide and were analyzed using the technique of discourse analysis. The survey results showed that the process of performance evaluation currently applied to technical and administrative workers from UFPB is being intensely influenced by socio-cultural political manifestation that are typical traits of the constitution of the Brazilian Public Administrative apparatus. It was possible to realize these traits, which are stuck in the behavior of workers as well as actions of the institution, have instigated low levels of knowledge, interest, understanding and commitment on the part of workers and have substantially affected the possibilities of the institution to use the performance evaluation process as an effective management tool. Finally, with the intends of collaborating to minimize the problems identified in the study, it is suggested, to the researched institution, some practical actions that can be used for improving the systematic of the applied performance evaluation. / O presente estudo teve, como objetivo principal, estudar as implicações dos elementos socioculturais da burocracia estatal brasileira no processo de avaliação de desempenho profissional dos servidores técnicos-administrativos da Universidade Federal da Paraíba. A pesquisa tem embasamento teórico em estudos que versam sobre a ideal burocracia weberiana, das características que marcaram a constituição do aparato administrativo brasileiro, das tentativas de reforma administrativa empreendidas pelo governo nacional ao longo dos anos e ainda da sistemática de avaliação de desempenho profissional do servidor público. Quanto ao caminho metodológico, foi utilizada uma abordagem qualitativa na realização de uma pesquisa de campo que utilizou o recurso do estudo de caso. A investigação, que também contou com um suporte documental e bibliográfico, foi desenvolvida com um grupo de servidores técnicos-administrativos da UFPB. Os dados foram coletados por meio da realização de entrevistas guiadas por roteiro semi-estruturado e foram analisados a partir da técnica da análise do discurso. Os resultados da pesquisa evidenciaram que o processo de avaliação de desempenho atualmente aplicado aos servidores técnicosadministrativos da UFPB está sendo intensamente influenciado pela manifestação de traços políticos socioculturais típicos da constituição do aparato administrativo público brasileiro. Foi possível diagnosticar que esses traços, que estão impregnados no comportamento dos servidores bem como em ações da instituição, têm instigado baixos níveis de conhecimento, interesse, compreensão e comprometimento por parte dos servidores e têm afetado substancialmente as possibilidades de a instituição poder utilizar o processo de avaliação de desempenho como uma ferramenta gerencial efetiva. Finalmente, com a intenção colaborativa no sentido de minimizar os problemas diagnosticados no estudo, sugere-se, à instituição pesquisada, algumas ações práticas para o aperfeiçoamento da sistemática de avaliação de desempenho aplicada.

Der Einfluss von Verwaltungskultur auf die Verwendung von Performance-Daten : eine quantitative Untersuchung der deutschen kreisfreien Städte / The influence of administrative culture on the usage of performance data : a quantitative study of the German cities with county-status

In der aktuellen Performance-Management-Forschung wurden bereits eine Vielzahl von Einflussfaktoren untersucht, die eine zielgerichtete Verwendung von Kennzahlen beeinflussen. Verwaltungskultur spielte hierbei nur eine nachgeordnete Rolle. Die vorliegende Untersuchung verwendet die Daten einer Umfrage in allen kreisfreien Städten Deutschlands, um den Zusammenhang zwischen verschiedenen Kulturtypen und der Verwendung von Kennzahlen zu untersuchen. Als Analyseschema für Verwaltungskultur wird die Grid/Group-Analysis verwendet. Die Ergebnisse sind zum Teil überraschend. Individualistische Kulturen scheinen einen negativen, hierarchistische Kulturen einen positiven Einfluss zu haben. Dennoch wird das Fehlen eines geeigneten Operationalisierungsschemas bemängelt. / The current research on performance management considered several factors influencing the purposeful usage of performance data. Administrative culture is a rather neglected one. This work uses the data from a German-wide survey of all cities with county-status to show the relation between different groups of culture and the usage of performance data. Therefore, the Grid/Group-Analysis is used to categorize administrative culture. The results are partly surprising as individual culture is negatively and hierarchical culture is positively related to the dependent variable. Nevertheless, the missing of a useful operationalization scheme is criticized.
