I miljöbalken är Vättern med dess öar och strandområden utpekade som riksintresse för att få ett förstärkt rättsligt skydd mot negativ påverkan från exploateringsföretag och andra ingrepp. De värden som ligger till grund för riksintresseskyddet är turism- och friluftsliv, natur-och kulturvärden, naturvård, yrkesfiske, Natura 2000-område samt dricksvattenanläggningar. Försvarsmaktens uppgift är att värna om Sverige och alltid vara beredda att agera om behov uppstår. Försvaret har en historia av flitigt övande i och runt Vättern och nu vill försvarsmakten kraftigt utöka sitt nuvarande tillstånd avseende Flygskjutmålet Hammaren i Karlsborgs kommun. Ett tioårigt tillstånd från länsstyrelsen har mött stort motstånd med bl.a. ett hundratal överklaganden. Denna studie syftar till att belysa och sammanfatta lagstiftningen på området och därigenom klargöra vilket skydd Vättern och dess riksintressen har. Arbetet bygger i huvudsak på analys av offentliga handlingar, tolkning av lagstiftning och miljövetenskapliga rapporter. Resultatet visar att lagstiftarna tagit hänsyn till totalförsvarets behov vilket uttryckligen framkommer av miljöbalken. Försvarets områden och möjlighet till övning är därför klassade som ett stort allmänintresse samt riksintresse, vilket har företräde framför alla andra riksintressen. I tillståndssammanhang anses försvaret ha tvingande orsaker till att få igenom tillstånd där andra miljöfarliga verksamheter normalt sett hade nekats tillstånd. Miljöskyddet kan därför i övrigt anses som tillräckligt och väl utarbetat. / In the Swedish Environmental Code, the lake Vättern including it´s islands and shores, is of national interest in order to strengthen legal protection against negative impacts of exploitation companies and other interventions. The basic values for ​​the national interest protection are tourism and outdoor life, nature and cultural values, nature conservation, professional fishing, the Natura 2000 restrictions and drinking water facilities. The task of the Swedish armed forces is to protect Sweden and always be prepared to act if a conflict arises. The Swedish armed forces have a history of frequent practice in and around Vättern, and currently they have the intention to renew and expand their present permission with particular interest of the Air Force Goal Hammaren, situated within the Karlsborg Municipality. A ten-year permission from the county administrative board of Västra Götaland has encountered great resistance with, among other things, a hundred appeals from the public. The objective of this study is to elucidate and summarize the legislation in this area, and thereby clarify the protection of the Vättern area and its national interests. The study is mainly based on analyses of public documents, interpretation of legislations and environmental reports. The result shows that the legislators have taken into account the requirements of the total defense system, as expressly stated by the Environmental Code. The practising areas of the Swedish armed forces and the opportunity to practice are therefore classified as a major public interest and national interest, which prevails over all other interests. When it comes to permissions, the defense is considered to have compelling reasons for obtaining permissions where other environmentally hazardous activities normally are denied. With the exception of this permission, the environmental protection can be considered sufficient and well-developed.
