Com base no estudo desses casos, é possível afirmar que a utilização de formas de governança participativa favorece a apropriação social de tecnologias e o desenvolvimento local. Elas propiciam um ambiente de cooperação e aprendizagem coletiva essencial para a concepção, gestão e sustentabilidade de iniciativas exitosas de inclusão digital, seja para a disponibilização de recursos mínimos de comunicação, seja para a produção de conteúdos digitais e software, para o alinhamento com programas de desenvolvimento local e inclusive para a inovação. As políticas de inclusão digital devem considerar as práticas exitosas de apropriação que vêm ocorrendo, às vezes, a revelia das propostas iniciais dos programas implantados e devem evoluir para um enfoque mais abrangente ou holístico, que enfatize o processo de apropriação social das TICs e que vá além da difusão dos equipamentos de telecomunicações, fomentando a participação plural e ativa dos diversos atores locais / Abstract: This thesis discusses the relationship between practices of participatory governance and social appropriation of ICTs through the analysis of three initiatives for digital inclusion: Casa Brazil Valente (BA) and Piraí Digital (RJ), in Brazil, and Guadalinfo (Andaluzia), in Spain. Based on these case studies, we can say that the use of forms of participatory governance fosters social appropriation of technologies and local development. They provide an environment of cooperation and collective learning essential to the design, management and sustainability of successful digital inclusion initiatives, either for the provision of minimum resources for communication, whether for the production of digital content and software, to align with local development programs and to promote innovation. Digital inclusion policies should consider the successful practices of social appropriation of ICTs that have occurred, sometimes despite these program initial proposals and should evolve into a more comprehensive or holistic approach that emphasizes the process of social appropriation of ICTs, going beyond the dissemination of telecommunications equipment, encouraging the active participation of plural and multiple actors / Mestrado / Mestre em Política Científica e Tecnológica

Perceived Proximity in Times of Spatial Distance : Understanding the Mediating Effect of Communication Behavior in Suddenly Dispersed Teams

Background: The persistent Covid-19 pandemic tremendously challenged existing work teams as it drove spatial dispersion among colleagues and greater dependence on virtual communication tools. Consequently, teams were required to adapt proven communication practices that mediate the exchange of social information and the perception of proximity to teammates. Aim: We aim to broaden team studies’ theoretical understanding of communication behavior and proximity in the light of contextual changes by developing an empathic understanding of the contemporary phenomena. This entails identifying arisen communication behavior patterns and assessing the impact of behavioral changes on team members’ perception of proximity. Methodology: By conducting a qualitative case study, we investigated three teams of a medium-sized German fashion corporation. The iterative data collection entailed six semi-structured interviews with individuals and focus groups and complementary quantitative surveys. Findings: We posit that sudden spatial dispersion of familiar teams does not inevitable lead to greater perceived distance, but that a team’s ability to appropriate technology, so social needs are met, is decisive. Further, the new communication practices of all teams were found to maintain high levels of synchronicity and social informational value. Yet, communication quality and social exchange was partially hampered by reduced spontaneity, greater passiveness, and a loss of humor. This was found to be strongly influenced by team members’ attitudes towards used technology.
