Die laat-Victoriaanse Mosselbaai 1870-1902Scheffler, Helena Maria 03 1900 (has links)
Thesis (PhD) -- Stellenbosch University, 1990. / ENGLISH ABSTRACT: The development of Mossel Bay was subject to the opening of passes accross the
two mountain ranges between the coast and the interior of the country. As the
harbour gradually became more accessible to its hinterland, the Karoo, imports
and exports increased. The granting of municipal status in 1852 precipitated a
period of growth and by 1871, the town even had its own newspaper.
Until the mid eighties, Mossel Bay was an arid town with little vegetation and
scarcely enough water for domestic use. The serious shortage of water hindered
the inhabitants in almost every way. With the completion of a water scheme in
1886 whereby water was received from the Outeniqua mountains, not only was the
town embellished by the planting of trees but the drains could be cleaned and
the fires successfully extinguished.
The Town Council had to deal with squatters, roaming dogs and other stray
animals. The general hygienic conditions left much to be desired. The drains
were dirty, sanitation poor, dumping sites unfavourably situated and until
1891, animals were slaughtered in town. Typhus and Bubonic Plague broke out
in the late nineties. The town had its own doctor and pharmacist, while a
dentist made sporadic visits. A Cottage Hospital was established.
The crime rate was low and the judge of the Circuit Court often had no criminal
cases to hear. Commercially a market was established and an unusually high
number of wholesalers began trading in the bay. Three large hotels
accommodated the many visitors. Travelling ph.o tographers visited regularly and
at one stage Mossel Bay even had its own resident photographer.
The Mossel Bay Advertiser made an important contribution in influencing public opinion and in participating in the struggle for obtaining a rail link. This
struggle was the major issue of the time. The link was frequently promised but
it was only the last assurance in 1895 that was ultimately honoured.
Major development took place in Shipping: Steam cranes and steam tugs were
acquired and large oceanliners called, first fortnightly and then weekly. In
so doing, regular contact was established with England. However the Coode
Report found that the bay was becoming shallower and for this reason harbour
development was rejected. Immense dissatisfaction prevailed after steam ships
began calling in on Sundays, thereby forcing the inhabitants to work on the
Sabbath. With the completion of the railway lines linking Port Elizabeth and
Cape Town to the diamond fields, these ports gradually took over the trade
generated by the Karoo. The services of the steamship companies were curtailed
in the nineties resulting in diminished trade. At the end of the decade, it
was announced that the harbour would receive a new breakwater and wharf. The
number of shipwrecks were relatively small in comparison with other places.
After the completion of the Kleinbosch Water Scheme in 1886, the town was
marketed as a watering place and health resort. Many holiday makers flocked to
the bay to swim in the natural bathing place at the Point. Farmers from the
interior began to camp near the beach at Diepkloof. After the introduction of
a halfday holiday on Saturdays, sporting activities became popular and sports
clubs were established. Societies enabled participants to spend their leisure
time in a constructive manner.
The contribution of the church was large. A few ministers held their posts for
lengthy periods and left their stamp on the community. Education was
characterised by the struggle between the state supported schools and those run
by the church. Although small, the schools produced outstanding students. / AFRIKAANSE OPSOMMING: Mosselbaai was aanvanklik moeilik van sy natuurlike hinterland, die Karoo,

Met die oopstelling van passe het die hawe algaande meer toeganklik geword en

Die misdaadsyfer was laag en die regter van die Rondgaande Hof het dikwels geen
strafsake gehad om te verhoor nie. Op sakegebied was daar 'n mark, 'n ongewoon
hoe aantal groothandelaars en verskeie ander sakeondernemings. Drie groot
hotelle het huisvesting aan besoekers verskaf. Reisende fotograwe het die dorp
gereeld besoek en 'n dekade lank was daar ook 'n residensiele fotograaf.
Die Mossel Bay Advertiser het 'n belangrike bydrae gelewer deur die openbare mening te be1nvloed. Die blad het eweneens 'n groot rol gespeel
van die stryd om spoorverbinding, wat die grootste deel van
Victoriaanse Tydperk gekenmerk het. Alhoewel 'n spoorlyn meermale
is dit eers in 1895 toegestaan.

die binneland het ook naby die strand by Diepkloof begin kampeer. Na die
installing van 'n halfdagvakansie op Saterdae het sport groot aftrek geniet en
is verskillende klubs gestig. Inwoners het ook by verskillende verenigings
aangesluit om hul vryetyd op 'n opbouende wyse te verwyl.
Op kerklike gebied het 'n paar leraars besonder lank op Mosselbaai gearbei en
het veel tot die ontwikkeling van die gemeenskap bygedra. Die onderwys is
gekenmerk deur 'n stryd tussen die staatsondersteunde skole en die van die
kerke. Alhoewel klein, het die plaaslike skole goeie uitslae behaal en
uitstekende studente opgelewer.

by evaluating the socio-economic impact of the Saldanha
Steel project on the area. Major development projects,
like the SSP, can create significant impact on the socioeconomic
features within the region of influence. This
impact affects the provision of public services
(education, health services, police protection), social
services (housing, transport, urban land use) as well as
the fiscal features of the region.
Following the National elections in 1994, the new
government implemented the Reconstruction and Development
Programme (RDP) to address social and economic problems
in specific regions. The RDP was followed by the Growth,
Employment and Redistribution (GEAR) strategy. Spatial
Development Initiatives (SDI's), form part of the GEAR
strategy and aims to address regional differences and
promote sustainable long term development, economic
growth and employment in the region. The West coast
Investment Initiative (Well) is one of the eight SDI's
that were identified.
The Saldanha Steel project (SSP) is the focus project of
the WCII. The initiative is a mixed industrial and agrotourism
SDI. Great expectations were formed with respect
to the number of employment opportunities that would be
provided by the SSP, as well as the economic progress and
development within the region.
This study project evaluates the socio-economic impact of
the SSP by focussing on the demographic aspects, social infrastructure and services, employment and income,
housing and development, infrastructure provision as well
as the SSP's involvement within the communities of
Greater Saldanha and environment. / AFRIKAANSE OPSOMMING: Die studie fokus op Groter Saldanha en omgewing deur die
sosio-ekonomiese impak van die Saldanha Staal projek
(SSP) op die gebied te evalueer. Groot
ontwikkelingsprojekte, soos die SSP, kan 'n groot impak
maak op die sosio-ekonomiese kenmerke binne die streek of
area van invloed. Die impak word veral ervaar in die
verskaffing van publieke dienste (opvoeding,
gesondheisdienste, polisie), sosiale dienste (behuising,
vervoer, stedelike grondgebruik) sowel as die fiskale
karaktertrekke van die streek.
Na die Nasionale verkiesing in 1994, het die nuwe
regering die Heropbou en Ontwikkelingsprogram (HOP) geimplementeer
om sosiale en ekonomiese probleme aan te

werksgeleenthede te verseker vir die streek. Ag
ruimtelike ontwikkelingsinisiatiewe (ROI) is ingestel,
waarvan die Weskus Beleggingsinisiatief een is.
Die Saldanha Staal projek (SSP) is die fokusprojek van
die Weskus Beleggingsinisiatief. Die inisiatief is geidentifiseer
as 'n gemengde industrieële en landboutoerisme
ROI. Groot verwagtinge is geskep ten opsigte van
die hoeveelheid werksgeleenthede wat geskep sal word deur
die SSP, sowel as ekonomiese vooruitgang en ontwikkeling
binne die streek. Die werkstuk evalueer die sosio-ekonomiese impak van die
SSP deur te fokus op demografiese aspekte, sosiale
infrastruktuur en dienste, indiensneming en inkome,
behuising en ontwikkeling, infrastruktuurvoorsiening

Businesses wishing to compete at a world-class level must improve the way they interact and deal with the demands of the different stakeholders. One way to do this, is to develop and sustain relationships amongst the network of stakeholders that have the potential to assist in their development, survival and growth. Studies suggest that even if a business does not want to use relationships as a strategy for competing it still has to consider the complexity and connectedness of the marketplace in which it operates. The variety of networks any business finds itself in, requires a strategic perspective, at least to deter it from failing. This study attempted to outline the role played by business relationships in the success of businesses in the communities of Imizamo Yethu, Harbour and the Central Business District in Hout Bay. This research was designed to outline the importance of creating and maintaining a relationship with all stakeholders. The overall approach of this research is guided by the principle that the success of businesses in these communities is driven by the interrelationship between the business owner (as the decision-maker), the employees and the surrounding households (the immediate customers). The research provides guidelines for the business owners on the attributes they should possess in order to maintain these relationships. A relationship survey was designed for the three groups of participants. The information gained from this survey enabled the researcher to report on the nature of these relationships and the role these relationships play in the success of businesses in Hout Bay. The findings of the research were positive: meaning good relationships do exist in the majority of businesses in the community. The comments provided by the owners, staff and surrounding community, together with literature references, provided the researcher the opportunity to discuss the role these relationships have played in achieving success.

The impact of climate change effects on the planform of a headland-bay beach on the southern coast of South AfricaHugo, Pierre-Malan 03 1900 (has links)
Thesis (MScEng)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: The various consequences of climate change pose a significant threat to developments near the
coast. These threats include saltwater intrusion, coastal erosion and flooding. In the coastal context,
the climate change effect often raising the most concern is that of sea-level rise. Much work has
therefore been done on the linear setback caused by a rise in sea-level. In order to get the full
picture of possible changes caused by sea-level rise, the secondary effects of a rising sea-level also
need to be considered. Sea-level rise could cause changes to the nearshore wave climate and could
have impacts such as coastal erosion and changes to the coastline shape. The primary objective of
this study was therefore to investigate the effects of sea-level rise on the nearshore wave climate
and, consequently, the coastline stability.
Other consequences of climate change considered in this study include increasing average wave
heights and a rotation of offshore wave directions. The many headland-bay beaches on the South
African coastline are generally in a state of dynamic equilibrium and find their planforms based on
the local wave climate. Changes to the wave climate may therefore disrupt the equilibrium shapes of
these bays. This study was therefore also aimed at investigating the effects of the changes to the
wave climate on the stability of headland-bay beaches.
The three consequences of climate change expected to affect the nearshore wave climate were
identified as (1) sea-level rise; (2) an increased wave height; and (3) changing offshore wave angles.
Although changes to storm frequency and intensity are also possible, the impacts of these changes
were not studied.
In order to assess the impacts of the three considered changes on a typical headland-bay beach, two
numerical models were set up for Mossel Bay – a headland-bay beach on the southern coast of
South Africa. The modelling approach included a wave transformation model to calculate nearshore
wave climates from offshore data and a coastline model to assess the stability of the bay under the
changed nearshore wave climates.
The model results indicated that the rising sea-level alone would cause changes in the nearshore
wave direction. These changes were shown to alter the longshore sediment transport regime such
that rotations are expected in the south-western corner and eastern end of Mossel Bay. These rotations do not include the cross-shore effects of inundation and erosion, as suggested by models
such as the Bruun Model.
The results for an increased offshore wave height were inconclusive. The southerly rotation in
offshore wave angles was shown to affect the nearshore wave angles. These changes affected the longshore transport regime such that the outward sediment transports were reduced. A minor
accretion resulted in the centre of the bay for a 1° southerly rotation in offshore wave angles. For a
2° rotation, the extent of accretion increased and shifted towards the eastern end of the bay,
primarily due to the dominance of south-westerly waves in the local wave climate.
A valuable observation was made regarding the current stability of Mossel Bay. Inter-tidal reefs are
present along three sections of the bay. These reefs protect the coastline such that the current bay
shape contains sharp bends between the reefs. Under a rising sea-level, however, the effect of the
reefs will become less pronounced. If a water level should be reached where these reefs become
less significant, the planform of the bay is expected to smooth out through a significant
redistribution of sediment. This smoothing effect was shown to cause erosion of the coastline in the
order of 80m near the town of Klein Brak River. / AFRIKAANSE OPSOMMING: Die verskeie gevolge van klimaatsverandering bied ‘n merkwaardige bedreiging vir ontwikkelings
naby die kus. Hierdie bedreigings sluit die versouting van varswaterbronne, kuserosie en
oorstromings in. Vir kusgebiede is seevlakstyging gereeld die effek van klimaatsverandering wat die
meeste kommer wek. Dus is heelwat navorsing rakende die direkte erosie as gevolg van
seevlakstyging reeds gedoen. Om die volle beeld van die gevolge van ‘n stygende seevlak te verkry, is
dit egter nodig om ook die sekondêre effekte hiervan in ag te neem. Seevlakstyging kan
veranderinge in die golfklimaat naby die kus veroorsaak, en kan impakte soos kuserosie en
veranderende baaivorms tot gevolg hê. Die primêre doel van hierdie studie is dus om die effek van
seevlakstyging op die golfklimaat by die kus en gevolglik die stabiliteit van die kuslyn, te ondersoek.
Benewens die styging van die seevlak word die effekte van groter gemiddelde golfhoogtes en die
rotasie van diepsee golfrigtings ook in hierdie studie ondersoek. Die vele landpunt-baaie (headlandbay
beaches) op die Suid-Afrikaanse kus is meestal in ‘n dinamiese ekwilibriumtoestand, waarvan die
vorm deur die lokale golfklimaat bepaal word. Veranderinge aan dié golfklimaat mag dus die
ekwilibrium vorms van sulke baaie versteur. Hierdie studie het dus ook die stabilititeit van landpuntbaaie
onder ‘n veranderende golfklimaat ondersoek.
Die drie gevolge van klimaatsverandering wat verwag word om die golfklimaat naby die kus te
beïnvloed is geïdentifiseer as (1) seevlakstyging; (2) vergrote golfhoogtes; en (3) veranderende
diepsee golfhoeke. Veranderinge aan die frekwensie en intensiteit van storms is ook moontlike
gevolge van klimaatsverandering, maar die impakte hiervan is nie in die studie ondersoek nie.
Twee numeriese modelle is toegepas om die impak van die drie bogenoemde gevolge op Mosselbaai
– ‘n tipiese landpunt-baai aan die suidkus van Suid-Afrika – te ondersoek. ‘n Golfmodel is ingespan
om die golfklimaat naby die kus te bepaal waarna ‘n kuslynmodel gebruik is om die stabiliteit van die
baai onder die veranderde golfklimaat te ondersoek.
Die resultate van die studie dui daarop dat die golfhoeke naby die kus beïnvloed word deur
seevlakstyging. Daar is aangetoon dat dié veranderinge die langsstroomvervoer sodanig sal verander
dat kuslynrotasies in die suid-westelike hoek asook die oostelike rand van Mosselbaai verwag word.
Hierdie rotasies sluit nie die lineêre landwaartse verplasing van die kuslyn as gevolg van erosie en
oorstroming in nie.
Die effek van vergrote golfhoogtes kon nie met akkuraatheid ondersoek word nie. Daar is wel gevind
dat die suidwaartse rotasie van diepsee golfhoeke rotasies in die golfklimaat naby die kus
veroorsaak. Hierdie rotasies verander die langsstroom sedimentvervoer sodanig dat die uitwaartse sedimentvervoer verminder word en ‘n klein opbou van sediment in die middel van die baai vir ‘n 1°
diepsee rotasie verwag word. Vir ‘n 2° suidwaartse rotasie is daar ‘n groter opbou van sediment wat
verder ooswaarts veplaas is. Die ooswaartse veplasing is primêr ‘n gevolg van die oorheersing van
suid-westelike golftoestande in die golfklimaat.
‘n Waardevolle gevolgtrekking rakende die huidige stabiliteit van Mosselbaai is ook gemaak. Langs
drie gedeeltes van die Mosselbaaise kus word riwwe in die gebied tussen hoog- en laagwater
aangetref. Hierdie riwwe beskerm die kus sodanig dat skerp kinkels in die vorm van die baai tussen
die riwwe gesien kan word. Wanneer die seevlak styg, word die beskermende effek van die riwwe
egter minder doeltreffend. Indien ‘n watervlak bereik word waar dié effek genoegsaam verminder is,
word daar verwag dat die baai deur ‘n merkwaardige verplasing van sediment die kinkels sal uitstryk.
Deur hierdie proses word erosie in die orde van 80m naby die dorp van Klein Brakrivier verwag.

A two-dimensional mathematical model investigation of the hydrodynamics and sediment transport of Saldanha Bay and Langebaan LagoonWiese, Michael-John Barnardo 03 1900 (has links)
Thesis (MScEng)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: Since the construction of the causeway and the jetty during the early 1970’s in Saldanha Bay, various alterations to the coastline in the area of the Langebaan Lagoon mouth were observed. These alterations include the erosion of Langebaan Beach located near the town of Langebaan. An investigation was undertaken to identify the possible impact these structures had on the hydrodynamics and sediment transport of the Saldanha Bay and Langebaan Lagoon systems, focusing on the entrance to the Langebaan Lagoon. A two-dimensional numerical model was implemented for this investigation.
The outdated information available for the generation of a bathymetry, which indicated the conditions prior to the erosion of Langebaan Beach, complicated the calibration process. However, calibration of the numerical model was acceptable. Due to the bathymetry not providing an indication on the current situation at the Langebaan Lagoon mouth, the results from the numerical model were approached with caution, providing an overview of the hydrodynamics present in Saldanha Bay and Langebaan Lagoon and would be able to broaden the understanding of the impact the causeway and jetty had on the hydrodynamics and sediment transport of Saldanha Bay and Langebaan Lagoon. Results provided by the sediment transport model only provide an indication on the effect tidal variations and wind forcing have on the bay and lagoon and not realistic total sediment transport rates due to the omission of wave action during the modelling process.
Results from the numerical model, based on tidal oscillations and wind forcing only, have indicated that no major impact on the hydrodynamics and sediment transport were experienced due to the construction of the causeway and the jetty. During the investigation of the impact of various extreme water level and extreme wind conditions, it has been observed that a 1 in 100 year wind velocity across the longest fetch towards Langebaan Beach resulted in the greatest velocities prior to the construction of the causeway and the jetty, and after the construction of the causeway and the jetty tidal storms, or storm surge, generated the greatest velocities and thus the most sediment transport in the main channels of the mouth of the Langebaan Lagoon. From this investigation it was recommended that future studies would require an updated survey of the area, to ensure accurate modelling of the conditions as experienced during field surveys. Further recommendations on the investigation of sediment transport were the inclusion of wave action to provide realistic results. Wave action is a fundamental part of sediment transport along the coastline. / AFRIKAANSE OPSOMMING: Sedert die konstruksie van die breekwater en die kaai gedurende die vroeg 1970’s in Saldanhbaai, is verskeie veranderings aan die kuslyn in die gebied van die Langebaan strandmeer mond waargeneem. Hierdie veranderinge sluit in die erodering van Langebaan Strand, geleë naby die dorp van Langebaan. 'n Ondersoek is onderneem om die moontlike impak van die bogenoemde strukture op die hidrodinamika en sedimentvervoer van die Saldanhabaai en die Langebaan strandmeer stelsels, veral die strandmeer se kanale, met die fokus op die ingang na die Langebaan strandmeer te ondersoek. 'n Twee-dimensionele numeriese model is gebruik vir hierdie ondersoek.

Resultate van die numeriese model, gebaseer op gety en wind alleen, het aangedui dat geen groot impak op die hidrodinamika en sedimentvervoer as gevolg van die konstruksie van die breekwater en die kaai in Saldanhabaai ervaar word nie. Gedurende die ondersoek van die impak van verskeie ekstreme watervlak en uiterste windtoestande, is dit opgemerk dat 'n 1 in 100 jaar windsnelheid oor die langste stryklengte na Langebaan Strand gelei het tot die grootste vloei snelhede in die hoofkanale voor die konstruksie van die breekwater en die kaai. Na die konstruksie van die breekwater en die kaai is gevind dat gety storms die grootste snelhede en dus ook die meeste sedimentvervoer gegenereer het by Langebaan Strand. Thesis (MTech (Oceanography))--Cape Peninsula University of Technology, 2009 / A collaborative study between Marine and Coastal Management (MCM) and the Oceanographic Research Institute (ORI) was initiated in March 2001 to investigate the physical oceanography of Sodwana Bay, South Africa, and the affects on coral communities resident to the area. A bottom-mounted Acoustic Doppler Current Profiler (ADCP) and three Underwater Temperature Recorders (UTR) were deployed to complement the long-term monitoring UTR deployed on Nine-Mile Reef (NMR) in 1994. The study was terminated after 30 months, whereby all instruments were removed except for the long-term monitoring UTR.

Thesis (MTech (Business Administration))--Cape Peninsula University of Technology, 2008 / The merger of South African municipalities in the year 2000, and the dawn of the era of
developmental local government, has confronted local authorities with a range of new
challenges. In addition to the need to develop a new organisational culture and mutual
trust, or the introduction of soft management actions, municipalities have to aetualise the
concepts and processes of co-operative governance, integrated development planning,
public participation and developmental local government. In addition, the White Paper on
Local Government (WPLG, 1998) implores municipalities to lead and learn while they
search for local solutions.
An inability to learn and manage in a changed context and circumstances will inevitably
lead to public displays of dissatisfaction, such as public demonstrations, that undermine
municipalities' legitimacy. To overcome legitimacy dilemmas, municipalities need to
strengthen their learning capabilities to enable them to operate effectively within
changed circumstances and to become learning organisations. Such organisations,
according to Senge (1990), have succeeded in formulating a shared vision, displayed a
high level of personal mastery and team learning, as well as practising systems thinking.
Together with these elements municipalities must identify and improve potentially
constraining mental models. However, transforming any organisation into a learning
organisation according to Dilworth (1996) requires a particular set of leadership qualities,
such as commitment to the improvement of the quality of work life, democratic
leadership and the promotion of human dignity.
In this thesis, a learning organisation survey of the Saldanha Bay municipality's
leadership cadre, consisting of Municipal Councillors, Executive Directors and
Departmental Managers and Division Heads is undertaken with a view to determine
whether these key functionaries practise the key learning disciplines of team leaming,
shared vision, systems thinking, mental models and personal mastery.
The results of this study indicated that the municipality in question has not yet
succeeded in becoming a learning municipality. It has at best succeeded in laying a
foundation for both councillors and officials to build on in order to achieve the desired
result.

No meaningful participation without effective representation: the case of the Niall Mellon Housing Project in Imizamo Yethu, Hout BaySikota, Zikhona January 2015 (has links)
Magister Artium - MA / Access to adequate housing is one of the most debated issues in democratic South Africa. The government continues to battle with existing backlogs in the provision of housing and a seemingly increasing demand. At the same time, urban populations take to the streets to register their anger and frustration at the slow progress of service delivery as a whole, including housing and other basic services. Clearly this is an important issue in the country, one that has inspired great public debate and further engagement between the state and the people. Notably, this dissatisfaction endures despite the fact that South Africa’s post-apartheid government discourse on state-society relations has centred on greater participation, especially at local government level, as reflected in the commitment to participatory democracy in the South African constitution. Despite this, in general government housing policy has focused on ensuring the delivery of houses to the people rather than the participatory processes in the provision of housing. The 1994 Housing White Paper took an ‘incremental’ or ‘progressive’ approach to housing, which is a developer driven approach that limits the participation of ordinary citizens in the provision of housing, despite the government’s commitment to enabling participation. The introduction of the People’s Housing Process (PHP) in 1998 (later revised and became the Enhanced People’s Housing Process) was a breakthrough in government’s efforts for the involvement of communities in the housing process. However, even this initiative was criticised for its lack of any meaningful participation, as the contribution of individual residents and communities was limited to the implementation process, while the policy decisions were still in government hands. The revision of this policy and the broadening of the housing policy through Breaking New Ground were meant to encourage community ownership of housing provision and empower them beyond the limitations of the PHP. Notably, the meaning of participation encoded in housing programmes, particularly those such as the PHP, is taken for granted. It is assumed that participation will occur in a straight forward process. However, as this demonstrates, effective participatory processes necessitate particular forms of representation for beneficiaries. Designing an effective participatory mechanism thus requires paying attention to new practices of representation as well as new practices of participation. In the participatory housing processes in particular such representation is essential as the direct participation of communities in decision making might not be feasible at some points in the process, hence, community residents need people that will communicate and make decisions on their behalf in engaging with government. The South African literature on state-society relations is largely silent on the relationship between representation and participatory processes, thus there is limited analysis on local level leaders that become part of these participatory processes. This is the gap that this study explores in relation to housing through a case-study of the role of local community leaders in a People’s Housing Process housing project in Imizamo Yethu, Hout Bay. It aims to understand the significance of the representative role played by local leaders who are not part of the formal democratic system of representation in development participatory processes. In exploring the Niall Mellon Housing Project as a case study, the research illustrates three main points: first, local leaders played a crucial role in the housing project. They initiated and implemented the programme and contributed to the overall success of the project. Indeed it is sensible to assume that organised and legitimate local leaders are essential to development projects as they are able to provide an effective link between government and the community. Second, since these local leaders are not part of the established democratic system of representation, their status is vulnerable to contestation. Local leaders lack the formal authority that usually occurs in representation
modes that require explicit authorisation or those formalised as part of the state system of representation. Their position can easily be challenged and their legitimacy questioned. Third, development projects such as the one under investigation also create these kinds of legitimacy crisis. This is due to the competition for scarce government resources introduced by the development projects. Thus, those who feel excluded from the project may retaliate and question the actions of the local leaders. Hence, even though community leaders are useful in this participatory process, the state of their position is vulnerable and their legitimacy can be undermined by the very process that needs their
participation.

Thesis (PhD)--University of Stellenbosch, 2003. / ENGLISH ABSTRACT: This study is a case study of the motivation for and application of a theory-driven
evaluation approach to a community development programme in South Africa. The
motivation for a theory-based approach is explicated within the context of the
inability of experimental or ‘black box’ designs to evaluation to provide the requisite
information to programme implementers, programme managers as well as policy
makers. It also argues that experimental design in evaluation has not lived up to its
promise of producing systematic and robust evidence about the impact of projects or
programmes. Instead, experimental designs have struggled to maintain the integrity of
the designs and are fraught with deficiencies that influence the quality of the results.
The research context of a South Africa in the midst of political, economic and social
transformation from 1994 to the present, is presented to highlight the complex
challenges facing the country in terms of economic upliftment, poverty alleviation and
social transformation. The need to evaluate the various interventions and initiatives
through policy changes and development programme is then established. One such
intervention, a community development programme initiated by the Centre for
Community Development (CCD), is introduced as an example of an intervention with
the objectives to deal with the challenges listed above.
The history and development of programme evaluation as an interdisciplinary, applied
field of research are presented to illuminate the multiple purposes assigned to
programme evaluation and to create the platform for further arguments for the use of a
theory-based approach to evaluation. The history, growth and potential benefits of a
theory-driven approach are shared as well as the barriers and critiques from various
quarters. A meta-theoretical analysis of the philosophical debates about the
paradigmatic choices available to researchers is used to construct the ontological,epistemological and methodological landscape that influences various orientations to
research. It shows how different researchers interpret this landscape or framework and
locates the theory-based approach to evaluation within a particular brand of realist
ontology.
Community development is showcased in terms of its central concepts, that is
‘community’ and ‘development’. These concepts, individually and their
interconnections, are interrogated and explained for the purposes of generating a
conceptual and theoretical framework that is used later in the analysis of the
evaluation findings. The research context of the community development programme
is then introduced and the evaluation findings are outlined and discussed. The
analysis of the evaluation findings reveals the essence of the community development
programme and provides guidance for further refinement of the theory-based
approach. / AFRIKAANSE OPSOMMING: Die gevallestudie ondersoek die motivering vir die gebruik en implementering van `n
teoriegedrewe benadering vir die evaluering van `n gemeenskapontwikkelings
program in Suid Afrika. Die motivering vir `n teoriegedrewe benadering word
bespreek in die konteks van die onvermoë van eksperimentele of ‘black-box’
benadering tot evaluering om genoegsame informasie aan program implementeerders,
program-bestuurders en beleidmakers te verskaf. Daar word ook geargumenteer dat
die eskperimentele benadering tot evaluering, ondanks die belofte om sistematiese en
gegronde bewyse van die uitwerking van projekte of programme daar te stel, nie aan
hierdie belofte voldoen nie. Die eksperimetele benadering worstel ook om die
integriteit van die ontwerpe te behou en dit beïnvloed die kwaliteit van die resultate.
Die politieke, ekonomiese en sosiale transformasie in Suid Afrika, vanaf 1994 tot die
hede, word beskryf as die navorsing-konteks om sodoende die uitdagings van
ekonomiese opheffing, armoede verligting en sosiale transformasie uit te lig. Die
