Biblioteca p?blica: da extens?o ? a??o cultural como pr?tica de cidadania / Public library: from extension to cultural action as citizenship practice

A revision of literature is made to show the evolution of these roles and their coexistence, as well as the advent of expansion process in the early twentieth century, and its diversification. The concept of public library as cultural action is linked to the extension process and theoretical framework of this paper, whose concept, expressed by Paulo Freire, Victor Flusser, Luiz Milanesi and Jos? Teixeira Coelho Neto, supports our thesis. Some records of extension experiments with characteristics of cultural action are made, using a methodology based on dialogue, participation and general awareness raising. An experiment of library extension carried out in Arax?, Minas Gerais, through the Mobile Unit of the Viriato Correia Public Library is described, which was used as a case study for the proposal of transformation of a public library as an instrument of cultural action. Some partner institutions, which took the initiative of making contact with the peripheral communities, were responsible for the experiment, an integrated, interdisciplinary task. The partnership with the Centro Universit?rio do Planalto de Arax? (University Centre of Planalto de Arax?), through the Centre of Judicial Practice and the Social Security Agency was fundamental. The evaluation of the experiment is made from the observation of its development, the opinion and personal accounts of the interviewees: people from the community, professionals, civil servants, teachers, trainees, and all of those who got involved in this process. Finally, a reflection on the following points is made: the library as an institution, which was the focus of this work; the research developed, which deepened the theoretical knowledge about cultural action, and finally, the author s own stand point, her personal involvement in the experiment. As far as the author is concerned it was an important theoretical / practical learning process for her professional improvement, as well as a contribution to Scienc of the Information and to librarianship as a study of a model of library extension with new communication trends, and the integration of social groups who live far away from the urban centres and who, in the majority, do not have access to information services, essential to the full exercise of citizenship. / Registram-se, inicialmente, as concep??es e os pap?is que a biblioteca p?blica desempenhou a partir de meados do s?culo XIX, fazendo-se uma revis?o da literatura para mostrar a evolu??o desses pap?is e a coexist?ncia dos mesmos, assim como o surgimento do processo extensionista, no in?cio do s?culo XX, e sua diversifica??o. O conceito de biblioteca p?blica a??o cultural liga-se ao da a??o extensionista, marco te?rico desta disserta??o, cujo conceito, expresso por Paulo Freire, Victor Flusser, Luiz Milanesi e Jos? Teixeira Coelho Neto, fundamenta a proposta. Fazem-se alguns registros de experi?ncias extensionistas com caracter?sticas de a??o cultural, utilizando-se uma metodologia baseada no di?logo, participa??o e conscientiza??o. Relata-se uma experi?ncia de extens?o bibliotec?ria realizada em Arax?, MG, atrav?s da Unidade M?vel da Biblioteca P?blica Municipal Viriato Correia , que serviu como estudo de caso ? proposta de transforma??o de uma biblioteca p?blica tradicional em uma biblioteca como instrumento de a??o cultural. Foram respons?veis pela experi?ncia algumas entidades parceiras que se propuseram a estabelecer e ampliar o contato direto com as comunidades de bairros, num trabalho de extens?o integrado e interdisciplinar. Ressalta-se a parceria com o Centro Universit?rio do Planalto de Arax? UNIARAX?, atrav?s do N?cleo de Pr?ticas Jur?dicas e da Ag?ncia da Previd?ncia Social. A avalia??o da experi?ncia ? feita a partir da observa??o do seu desdobramento, da opini?o e depoimento dos entrevistados: pessoas da comunidade, profissionais liberais, funcion?rios, professores, estagi?rios e todos que estiveram envolvidos com o processo. Nas conclus?es finais faz-se uma reflex?o em torno dos seguintes pontos de vista: o da biblioteca como institui??o, que foi o foco do trabalho; o da pesquisa, que se desenvolveu e que aprofundou o conhecimento te?rico sobre o conceito de a??o cultural, e, finalmente, o ponto de vista da autora, do seu envolvimento pessoal com a experi?ncia: um aprendizado te?rico/pr?tico importante para o seu aperfei?oamento profissional, bem como uma contribui??o ? Ci?ncia da Informa??o e ? Biblioteconomia para o estudo de um modelo de extens?o bibliotec?ria com novas tend?ncias de comunica??o e integra??o dos grupos sociais que residem em locais distantes do centro urbano e que, na grande maioria, s?o desprovidos de recursos e servi?os de informa??o essenciais ao exerc?cio pleno da cidadania.

Through this study a historical picture was prepared making a list of the dates in which there were petitioned the laws and decrees and the regime of government in force. There was observed the trajectory of the Programs of Reading in Brazil as well as of the importance attributed to the Public Library like stimulating of the reading in front of the population. The study includes the period of 1937 in which the first mention is to the First National Institute of the Book up to the year of 2004, in which Brazil is inserted in the process of globalization, which remodeled the structures of the societies causing to necessity of the power of the reading and writing, i.e. to the forms of access to the ways of circulation the information, of which the written register is exemplary. / Apresenta??o da trajet?ria dos programas de leitura e da Biblioteca P?blica no Brasil, atrav?s das leis e decretos que os institu?ram e os reconheceram oficialmente, considerando-se as leis como objeto de an?lise, por se tratarem de atos legais do estado para implanta??o de programas relacionados ? leitura e tamb?m atribui??es destinadas ? Biblioteca P?blica. Atrav?s deste estudo elaborouse um quadro hist?rico relacionando as datas em que foram impetradas as leis e decretos e o regime de governo vigente. In this sense, the Public Library, as institution that collect culture should contemplate the development of collections compromised with the local community's culture, making available a space in the society where the individual can exercise its creativity and the exaltation of his/her citizenship, contributing like this to the elaboration and preservation of the local cultural identity. To identify the way for which fellow creature process if it renders, it is made a historical rising of the appearance of the Public Libraries in Brazil, being drawn a parallel one among BP idealized by M?rio of Andrade and the characterization of the performance of first BP of Esp?rito Santo State. Finally, through empiric study, it tries to develop possibilities of effective viabilization of the access to the culture through BP. / A origem da Ci?ncia da Informa??o como ci?ncia interdisciplinar, inscrita no contexto P?s-Moderno, considera informa??o um produto integrado ao ciclo social que prev? sua circula??o e uso. Neste sentido, a Biblioteca P?blica, como institui??o coletora de cultura deve contemplar o desenvolvimento de cole??es compromissadas com a cultura da comunidade local, disponibilizando um espa?o na sociedade onde o indiv?duo possa exercer sua criatividade e o enaltecimento de sua cidadania, contribuindo assim para a elabora??o e preserva??o da identidade cultural local. Para identificar o modo pelo qual semelhante processo se concretiza, faz-se um levantamento hist?rico do surgimento das Bibliotecas P?blicas no Brasil, tra?ando-se um paralelo entre a BP idealizada por M?rio de Andrade e a caracteriza??o da atua??o da primeira BP do Estado do Esp?rito Santo. Finalmente, atrav?s de estudo emp?rico, procura-se desenvolver possibilidades de efetiva viabiliza??o do acesso ? cultura via BP.
