Policy provisions for public access to television : democratic and educational implications in Canada and the United States

This thesis examines broadcast policies and policy documents in Canada and the United States to determine whether and to what degree they make provision for the public's access to television. Government policies and policy documents are examined at the federal and local level, and a case study of two cable systems, one in Vancouver, B.C. the other in Seattle, Washington, supplies empirical data to corroborate how policy provisions for public access to television are interpreted and implemented. A neo-Gramscian concept of ideological hegemony broadly frames this study of the impact of public policy, specifically broadcast policy, on social structure and behaviour. Because a very small portion of the general population have access to television production and programming, they dominate the television discourse. Research that documents television’s pervasive stereotypic and derogatory treatment of women and “racial"/ethnic "minorities" as well as its perceived effect of contributing to the social and economic subordination of these populations in North American society is used as a basis for this study. This thesis argues that broadening the body of people who have access to the television production and programming process might encourage more accurate, positive and/or relevant television images and relations with positive social consequences. On one level, this is a matter of having broadcast policies which ensure such broadened access. Canada and the United States each have policy provisions for the general public's access to television which are based on notions of civic democratic participation in society. Analysis and comparison of these policies results in the conclusion that although both countries provide access to the public through policy, many of these provisions limit access in four areas: access to production, access to distribution, access to input, and access to viewing. Because television access policies limit the public's access increasingly, the broadening of the access base is impeded along with the challenge to the current structure, message and function of television. On this account, traditional agendas and images continue to dominate the airwaves and their educational power. Further study should be undertaken on: 1) the effects of television, 2) the public's use of community television/public access television, 3) the effects of community channels on viewers and whether they are different than the effects of broadcast television and 4) the effects of broadcast policy on the structure and function of television.

A model for information access and flow for electronic Governance in selected local governments in Uganda

Advances in information technology (IT) and the global shift from governance to e-governance in the public sector have motivated Uganda to put in place a robust information communication technology (ICT) infrastructure to enhance citizen access to e-information and information flow for e-governance in its local governments. However, this has not been realized due to a lack of functional information systems. This study investigated critical issues in information access and flow in Isingiro district and Mbarara municipality – two of Uganda’s upper local governments – with the aim of modeling an information system to support e-governance in these governments. Rooted in a pragmatist epistemology with an orientation towards mixed methods research (MMR), the study adopted a methodological triangulation technique. A convergent design was adopted that involved the concurrent collection and analysis of quantitative and qualitative data. A random sampling scheme was used to select 360 participants from 8 study sites for a questionnaire survey, while a purposive sampling scheme was used to select 64 people to participate in 8 focus group discussions (FGDs) and 25 in key informant interviews. The findings of the study indicate that citizen access to e-governance information in the local governments is low. Information flow to the citizens is constrained by lack of affordable media outlets, so the local governments are forced to keep frequency of government to citizen (G2C) communication to a bare minimum. Worse still, government communication lacks formal programming: neither is it based on an information needs assessment of the citizens nor does it have a feedback mechanism. There are also myriad factors breeding inequality and social disadvantage within the communities that constrain citizen access to ICT tools and e-skills. The findings show also that the current e-governance models are ICT-intensive and highly reliant on the Internet, so they require higher e-skills levels and higher diffusion of ICT tools than those currently available in developing countries. The models are also largely civil society oriented. However, a SWOT analysis shows that the local governments have the capacity to implement a home-grown, hybrid e-governance system of information access and flow. The study recommends inter alia that the local governments establish their own broadcasting services, base their public communications on citizen e-information needs, and design multi-media communication strategies combining traditional and convergent media. More importantly, the study recommends the implementation of an interactive, hybrid and multimedia e-governance information system, whose model it articulates. / Information Science / D. The paradox of nation-building and commercially driven broadcasting : the case of Lesotho television.

Nation-building has always been considered the responsibility of a public service broadcaster while, on the other hand, commercial broadcasters are associated with profitmaking. This study was designed to investigate whether a commercially driven broadcasting venture could be used for the purposes of nation-building; The case of Lesotho Television. Established by the Lesotho Government in partnership with M-net, Lesotho Television informs, educates and entertains, thus attempting to follow the tenets of public service broadcasting. Upon its establishment in 1988, Lesotho Television was mandated to contribute in the nation-building initiatives of the Lesotho leaders. The station, which is embedded within the South African based pay-channel M-Net, was expected to positively contribute in the Lesotho Government's endeavours to re-build the nation divided along political lines. In the discussion I highlight the fact that Lesotho Television encounters some problems due to the paradoxical relationship between it and M-Net (The former aspiring to serve as a public service broadcaster while the latter is a commercial television service). Nevertheless, considering its programming and activities, Lesotho Television contributes in nation-building. Therefore, I conclude that the potential for Lesotho Television to inform, educate and entertain would seem to outweigh the limitations. / Thesis (M.A.)-University of Natal, Durban, 2001.

This study is an historical and critical analysis of pirate radio in Europe generally and Great Britain in particular. The purpose of this study is to outline the history of pirate radio, and to assess its influence upon the British radio broadcast system. Research material employed in this study includes historical accounts of pirate radio in Europe, British Governmental documents, periodical articles, and autobiographies of relevant British politicians of the period. This study concludes that the establishment of a legal commercial radio broadcast system in 1972 was a direct result of the existence of the British off-shore "pirate" radio stations from 1964 to 1967.

Television New Zealand's Charter: the struggle between social responsibilities and commercial imperatives

The research for this thesis started just before the TVNZ Charter was released in 2001. It followed the discussion regarding the new direction for the broadcaster to follow a more public service role. The data gathering was conducted through to post Charter implementation and captured the uncertainty surrounding the shift in policy. Although the aim of the TVNZ Charter was to raise the standards of public service broadcasting the introduction of this new policy was marked by confusion as to how this would be achieved, funded and monitored.The TVNZ Charter was introduced with the prescription that TVNZ find a balance in achieving public service needs in television as well as maintaining the revenue from advertising. This was because the government was not willing to provide sufficient funding for a non-commercial service and hence the result was always to be a hybrid model. It was frequently emphasized that Charter programmes should rate well and there was strong stress on the importance of retaining and attracting audiences.The core changes leading to the introduction of the TVNZ Charter owe their origins to the major policy turning point of 1989/1990, when broadcasting was deregulated in New Zealand. The free market provided programmes with a focus on entertainment and the previous dictum that they should also educate and inform was no longer spelled out in the Broadcasting Act. As only one of the traditional principles of television was being satisfied, there was a measurable decline in programmed diversity and it is argued, quality. The freedom of deregulation allowed TVNZ to pursue the goal of earning as much advertising revenue as possible. Therefore, the TVNZ Charter was hailed as a significant change of direction to ensure that public service needs were met.Even though it can be argued that many positive changes have resulted since the TVNZ Charter was mooted, it is argued that the drive to reposition TVNZ as a public service broadcaster seems to have resulted in a very diluted form of public service broadcasting. A major shift in direction has been compromised by a fear that significant changes in programming would result in a dramatic loss of vital advertising revenue.
