Using Brownfields to Think Green: Investigating Factors that Influence Community Decision-Making and Participation

Brownfield restoration and remediation is a growing concern across the United States. Brownfields are vacant or abandoned properties with real or perceived contamination. Successfully restoring these properties requires strong stakeholder collaboration, including the local community. The purpose of this study was to explore the complexities of creating a community garden on a residential brownfield site located in a low-income, high-minority neighborhood and to gain a better understanding of how a community based project develops and impacts individuals from the community. Specifically, the study investigated who chose to participate in the project, what motivated individuals to become involved and remain committed, and how individual's understanding of the project's risks and plans changed throughout his/her involvement. The case study followed 17 participants through the first year of the Emerson Street Garden, a brownfield restoration project in the King Neighborhood of northeast Portland, Oregon. Findings showed that individuals were attracted to different styles of outreach materials based on their own personality and preferences. The desire to improve the community was an important motivation for all the participants but personal motivation was not connected to knowledge retention. While the Emerson Working Group was successful at distributing knowledge to all its members, individual's flexibility to new ideas was critical for continued involvement in the working group. In conclusion, the study found that a "one-size-fits-all" method for engaging community members in urban restoration and renewal projects does not exist; however, there are best practices that can be applied to most situations. Implications for practice and further research are discussed.

Recovery of contaminated urban land through municipal setting designations in Texas

Bound by environmental regulations, many potential developers shy away from brownfield projects because of the high cleanup costs associated with remediating contaminated groundwater. These circumstances create tension between economic and environmental interests, and sometimes between equity interests as well. In Texas, one piece of legislation called the Municipal Setting Designation (2003) aims to reduce liability associated with the redevelopment of contaminated properties. It uses an institutional control to eliminate the ingestion exposure pathway for contaminated groundwater when property owners develop a response action to the contamination. By eliminating risk associated with human consumption, the MSD is designed to reduce costs and accelerate the process for environmental remediation. Some parties praise Texas for taking such steps to quicken the redevelopment of contaminated properties, while others have reservations. This report will explore Texas’ MSD program using case study analysis and GIS analysis. It will examine risks associated with proximity to other water resources, and the principle of “polluter pays.” What are the effects on the environment? What are the implications of extending MSD practices to cover large metropolitan areas over the long-term? Answers to these questions may identify successes and shortfalls that have emerged over the last eight years as municipalities and professionals have put this law into practice. As we continue to learn from experience, these insights may aid in refining Texas’ environmental stewardship policies for future generations. / text

Then there is the categorization of brownfileds, problems accompanying brownfileds, anchoring in urban planning documents, solutions of brownfields and funding possibilities. The practical part describes the selected area of military brownfiled. It analyzes its historical use, current condition and causes of creation of brownfield. There are designed variants of the new usage possibilities, funding possibilities of these variants and selection of the most suitable variant. It also includes a comparison with other realized designs.

Řešení revitalizace brownfields v České republice a ve Francii / Revitalization of brownfields in the Czech Republic and in France

This diploma thesis is about the revitalisation of a degraded, abandoned buildings which are called brownfields. The main objective is a comparison between different approaches to the solution of these areas in the Czech Republic and France. There are two case studies. One of them is a regeneration of a former textile factory in the Nord Pas de Calais region and the second one is a current textile factory in Strakonice. The thesis also contains propositions about new usage. France has more developed ideas because it has more experiences in brownfield transformations, since the seventieth years of the twentieth century. Effective instruments are public organization of land (EPF). The collaboration of the public and private sector is also useful, the completion of the legislative tools of strategic planning and indirect tax tools. The most used instrument for the regeneration of brownfields in France is ZAC. The function of this instrument is based on the preparation of the land for a new development. The Czech Republic is being concerned about this topic since the year 1989 and more intensively in 2000. A lot of brownfields are sorted out, but many of them are still there. The biggest barrier of the revitalisation of brownfields are unresolved property rights. There is a financial aid from the fonds of the Europe Union. The Czech Republic also needs a big support from the public sector.

The diploma thesis Peace of square - completion and reconstruction of the public space in Brno is the topic I chose to elaborate my final work. This is an urban study that seeks to find the most appropriate space solution for a newly created square. Peace Square is located in the part of Brno called Stránice, in the saddle between the Yellow Hill and Kraví hora. It is the natural center of the adjacent Masaryk district, built in the beginning of the 20th century. Significant factors influencing the design are indeed a rich background of civic amenities in the form of the Church of St. Augustine, observatory, park and swimming pool at Kraví hora, two primary schools and gymnasium near the square. The concept is based on the creation of a new compact apartment building, which forms a stable backdrop to the newly created square in front of the Church of Sts. Augustina. The square is open to the auditorium where there is a park on the hill Kraví hora. The proposal emphasizes the compactness of the building, the multifunctionality of objects and the transport hierarchy. This brings people to the forefront and their everyday life and needs. The concept reflects the modern urbanistic trends of the 21st century.

This diploma thesis deals with urban studies on the territory of Svitavy river in Brno-Husovice. Part of the solved territory is defined as a brownfield - specifically, it is a former Zetor site. New backbone roads are proposed in the defined area, new residential complexes that integrate the area into the surrounding area. In the north of the proposed area, I propose the Park & Ride Park House at the large city ring road in Brno. The proposal also includes the creation of recreational areas - near the embankment, a city park is set up near the Provazníkova road. An interesting feature is the creation of a public space shielded from traffic.
