The diploma thesis concerns the replenishment of the urban mosaic of Frýdek-Místek regional town in the Czech Republic. A new local vision for the Riviéra housing estate is to be set. The intervention area spirals around the brownfield of a former spinning factory, which is included into the modernist urban area. The brownfield neighbours with the Janáček park, which is standing out in the surroundings in the means of the articulation and condition of the public space. The fenced areal, on the other hand, forms a barrier to the urban life. The aspiration of the project is to unscramble the potential of the unbuilt area within the vivid part of the town.

From Brownfields to Green Infrastructure : A resilience thinking approach to brownfield transformation

Brownfields have the potential to be transformed to offer green infrastructure to cities and bottom up environmental stewardship approaches can be a creative and dynamic way of providing much needed ecosystem services to the urban environment. The following study explores how the transformation of a contaminated site to a community garden in Stockholm can contribute to providing ecosystem services and improving general resilience. Through aqualitative method including literature review, interviews and observations; the results showed elements contributing to resilience including an increase in the diversity of the urban landscape, the creation of a space for social connections, and a gateway to sharing knowledge and creating polycentricity in natural resource management. / Förorenade områden kan potentiellt omformas för att erbjuda grön infrastruktur till städer och miljöförvaltning kan vara ett kreativt och dynamiskt sätt att tillhandahålla välbehövliga ekosystemtjänster till stadsmiljön. Denna studie utforskar hur omvandlingen av ett förorenat område till en stadsodling i Stockholm kan bidra till att skapa ekosystemtjänster och ökan resiliens i samhället. Genom användningen av kvalitativa metoder – såsom en litteraturstudie, intervjuer och observationer – visar resultaten på en ökad resiliens genom ökad mångfald i landskapet, skapandet av plats för sociala förbindelser, ökad kunskap om ekosystemtjänster samt polycentricitet inom naturresurshantering.

Redevelopment of brownfield sites has become increasingly popular since the inception of voluntary cleanup programs in the early to mid 1990’s. Local governments have begun to offer incentives to private developers or land owners to offset costs associated with contamination and encourage the redevelopment of properties that are typically underutilized. Incentives may take several forms including, but not limited to, fast-tracked project approval, risk based cleanup standards, liability relief, tax breaks, and direct funding assistance. This study investigates how incentives that are offered by local governments to private developers or land owners influence the rate of redevelopment in their sphere of influence. A survey was administered to local governments throughout the State of California to determine how incentives are used for the redevelopment of brownfields. Results from this study show a preference by participating local governments to offer direct funding assistance, which may be directly linked to a relative level of inexperience.

This thesis deals with the real estate business, focusing on brownfields and the possibility of its funding from the EU structural funds and national resources. It introduces the reader not only with the theoretical foundations, the clarification of the notions of brownfields and their history, but also with its practical aspects, e.g. which financing options are available and how an entrepreneur can apply for such aid. In these times of financial crisis and lack of access to bank loans this thesis brings comprehensive overview of alternative real estate financing options using public support in order to return the beneficial aspects of brownfield site development and to boost the investment environment, which brings significant benefits to the community. Finally, it gives examples of successful projects recently carried out in Czech Republic.
