Le sol est une ressource non renouvelable à conserver en raison de son importance socio-économique et environnementale. Mais, les activités (bio)industrielles peuvent le dégrader et entraîner l'apparition de friches à pollutions persistantes. La capacité de Miscanthus x giganteus à s'adapter aux sols de friches pollués en éléments traces métalliques (ETM), tout en favorisant la consolidation des processus de bioremédiation des polluants, sans entraîner d'impact négatif sur l'environnement, est étudiée. Des terrains lorrains, très impactés par l'activité industrielle passée, sont utilisés. Considérant la complexité des relations sol-plante-microorganismes, différents outils d'évaluation complémentaires (i.e. in vitro, en mésocosme et sur le terrain) sont employés afin de déterminer la réponse de chaque composante et de leurs interactions et ainsi déduire la durabilité de la méthode. La culture de M. x giganteus a un potentiel pour la réhabilitation des sols de friche à pollutions multimétalliques ou mixtes (+HAP), avec un double bénéfice : la phytostabilisation des ETM au niveau racinaire et la production d'une biomasse aérienne revalorisable (transfert limité des ETM). La plante n'altère pas les caractéristiques du sol qui participent à la mobilité des ETM (pH, CEC) ; les variations de celles liées à la fertilité du sol, de la toxicité (fraction liquide) et de l'accumulation des ETM par d'autres organismes, attestent de l'interaction avec le milieu qui rendrait les éléments plus disponibles. L'activité végétale est à l'origine des associations avec les bactéries du sol, où les phylotypes potentiellement métallorésistants (Zn, Cr) semblent communs aux sols utilisés / Soil is a nonrenewable resource to maintain because of its socio-economic and environmental importance. However, (bio)industrial activities can degrade soil and cause the appearance of persistent pollution brownfields. The ability of Miscanthus x giganteus to adapt to brownfield soils polluted with heavy metals (HM), while promoting the consolidation process of bioremediation of polluants, without causing a negative impact on the environment, is studied. Soils from Lorraine region (France), very affected by past industrial activity, are used. Considering the complexity of soil-plant-microorganisms relationships, various complementary assessment tools (i.e. in vitro,mesocosm and field) are used to determine the response of each component and their interactions, and thus deduce the sustainability of the method. The culture of M. x giganteus has great potential for rehabilitation of brownfield soils having a multimetallic pollution or mixed (+PAH) with a double benefit: phytostabilisation of HM at the root level and the production of biomass reclaimable (limited transfer of HM). The plant does not alter the characteristics of the soil involved in the mobility of HM (pH, CEC) ; but changes from those related to soil fertility, toxicity (liquid fraction) and the accumulation of HM by other organisms attest to the interaction of the plant with the elements that would make them more available. Despite their growing importance, these trends have rarely been analysed in concert however. Further, the issues of social and income diversity within this context have received less attention. In recognizing this void, this paper explores the use of participatory planning in brownfield developments, with an emphasis on social and income diversity. Through a review of the participatory planning theories of communicative action and the just city, strategies for promoting participatory planning and social and income diversity, are identified. A case study of Norra Djurgårdsstaden, a brownfield development in Stockholm, Sweden is employed to analyse these strategies. In undertaking the case study, data was collected through interviews and planning documents. This study found that the inherently high cost of redeveloping brownfield locations inhibits social and income diversity and requires an overt response to mitigate it. Participatory planning offers the possibility of engaging stakeholders who may otherwise be ignored, providing the opportunity to create a more inclusive development. It is also clear that an inclusionary goal must be part of a wider strategy, or is otherwise likely to be ignored.</p>

How varying levels of community participation affect brownfield redevelopments : case study comparisons in Pittsburgh, PA, Portland, OR, Dallas, TX, and Fort Worth, TX

Brownfield developments offer cities and developers an opportunity to engage with the public in ways unavailable to greenfield developments as brownfield redevelopments are generally found in established neighborhoods where the site’s history has been deeply intertwined with the history of the neighborhood. However, the levels of public participation vary widely from state to state, city to city, and even project to project; resulting in an array of positive and negative outcomes for all the stakeholders. It is under these varying participatory requirements and engagement strategies this research is grounded. First, the research addresses how varying levels of public participation affect stakeholders’ definitions of success or failure and how it was measured. Secondly, stakeholder’s perceptions of each other are analyzed to determine whether projects that had higher levels of participation also had higher instances of cooperation and collaboration. Thirdly, the research examines how stakeholders perceive the outputs and outcomes of a project and whether varying levels of participation affect stakeholders’ satisfaction with the project. Specific sites for this research were the Summerset at Frick Park, Pittsburgh, Pennsylvania, the Watershed at Hillsdale, Portland, Oregon, the Alta Design District, Dallas, Texas, and Montgomery Plaza, Fort Worth, Texas. / text

Grey Stations: New Strategies for Senior Housing in Vancouver, BC

This thesis proposes a strategy to capitalize on the abundance of derelict service stations in Vancouver, BC, as a means to address the current crisis of seniors’ housing and services. Vancouver’s glut of vacant service stations reflects a widespread trend of service station closures across North America. As former service stations, these sites are commonly contaminated and have to undergo remediation before they can be rezoned for other uses. However, this network of sites has great potential for long term development. The goal is to create an alternative to the homogeneous seniors’ home currently available and establish a network of ‘Community Stations’ spread throughout the city. These sites will act as nodes to provide housing and services for seniors in the local community. The design is a phased development which will allow time for the site to remediate as well as, through community involvement, establish value and ownership.

Ecosystem services urban design framework: an adaptive vision for the Dallas Air Naval Station

Master of Landscape Architecture / Department of Landscape Architecture and Regional & Community Planning / Jessica Canfield / Located eight miles from the heart of Dallas, The Dallas Air Naval Station is a 1045-acre decommissioned airfield site. Since its closure in 1998, it has predominantly sat idle, bringing little value to adjacent neighborhoods and the greater community. Due to prolonged site remediation and no formal redevelopment plan, the site’s full potential has yet to come to fruition. Current urban design models tend to primarily focus on achieving a singular, end-result. However, as cities and the environment become more complex and unpredictable, these types of models often lack the ability to respond to change. Adaptive design, on the other hand, allows for more exploration of innovative practices, tools, techniques and methods that are informed by ecological knowledge and research design. As means of illustrating how adaptive design can catalyze and benefit brownfield sites, this project proposes an urban design framework informed by ecosystem services. Ecosystem services are an essential component to human well-being and environmental health, and when used as a guiding principle in site design, can add resiliency and beneficial outcomes to a site. To inform the development of the Ecosystem Services Urban Design Framework, this project uses literature, a site analysis, an applicable ecosystem services analysis, and precedent analyses. The framework is then applied to an urban brownfield site, the Dallas Air Naval Station, to show its applicability for short-term and long-term adaptive design scenarios. Dallas’ current issues and needs are addressed by the short-term plan, whereas informed projections of future issues inform the long-term design scenarios. Collectively, this project illustrates the imperative for incorporating adaptability into urban design, and for the value of using ecosystems services as underlying foundation.

Financing of Brownfield Regeneration in the EU (Germany)

Based on qualitative, case study and the analysis of Europacity project in Berlin, this study aims at assessing the important criteria in order to evaluate the economic dimensions and development potential of a brownfield and a brownfield project. In the literature, more contextual information is given by making an updated state of the arts of brownfield regeneration financing and framework in the European Union with a particular focus on Germany. Furthermore, tools to evaluate the development potential of particular brownfield regeneration projects in particular brownfields and costs-benefits analysis in this field are reviewed. Using a compilation of official and informal data acquired through the interview of one main institutional actor in the development of the Europacity project, the author tried to assess the factors influencing the successful completion of the project in this area, the impacts of the project on eight selected items (stakeholders involvement and following values: economic, social, environmental, historical, psychological, spatial and technological) and the costs-benefits analysis for three of the main stakeholders of the project. The main finding is that all items studied were relevant to some extent in the economic evaluation of a brownfield regeneration project.

A abordagem ambientou-se no município de Americana/SP e investigou a presença dos inúmeros brownfields resultantes da crise econômica que, a partir da década de 90, atingiu a cidade que se constituía num dos grandes pólos nacionais da indústria têxtil. Através de técnicas de Cartografia Digital procedeu-se ao mapeamento da indústria têxtil e posterior análise da evolução sócio-espacial dessa atividade. Três setores de cadastro foram selecionados para o detalhamento da pesquisa. Assim, foram elaborados mapas temáticos, correspondentes às quadras que abrangem brownfields têxteis, integrando-se os dados das imagens videográficas às informações do cadastro e das fotografias aéreas de 1978 e 1996. As técnicas de Sensoriamento Remoto, em especial a videografia, demonstraram eficácia na discriminação de alvos urbanos e na caracterização dos imóveis. Devido a alta resolução das imagens, as feições presentes nos lotes foram facilmente discriminadas, com uma média de 92% de acertos entre os três setores, identificando-se 19 brownfields. Complementando a pesquisa, houve a aplicação de questionário junto à população das áreas analisadas, visando perceber a relação dos moradores com os galpões abandonados. Com base nos mapeamentos e resultados dos questionários foram elaboradas propostas de revalorização dos brownfields, compatíveis com a realidade local. / Abstract: This thesis if bases on a research whose basic objective was the development of methodology of Remote Sensoriament to identify, to mapping and to characterize textile brownfields. The boarding was it occurred in the city of Americana/SP and investigated resultant the innumerable presence of brownfields of the economic crisis that, from the decade of 90, it reached the city that if to constitutet one of the great national polar regions of the textile industry. Through techniques of Digital Cartography it was proceeded the mapping from the textile industry and posterior analysis of the social evolution of this activity. Three sectors of cadaster had been selected for the detailing of the research. Thus, thematic maps had been elaborated, correspondents to you square them that enclose brownfields, combining the data of the videography images to the information of register in cadastre it and air photographs of 1978 and 1996. The techniques of Remote Sensoriament, in special the videografy, they had demonstrated effectiveness in the discrimination of urban targets and the characterization of the property. Had the high resolution of the images, the characteristics gifts in the lots easily had been discriminated, with a average of 92% of rightness between the three sectors, identifying 19 brownfields. Complementing the research, it had the application of questionnaire next to the population of the analyzed areas, aiming at to perceive the relation of the inhabitants with the abandoned sheds.
