The purpose of this research is to study how to raise the educational funds and allocate the budgets of the private junior colleges in Taiwan. By exploring the related theories, systems, and case analysis, the results are as following: 1.The tuition and fees are the main source for private junior colleges. 2.Grants and subsidy from the government benefit private junior colleges greatly. 3.The funds management has a large room for improvement. 4.Fund-raising is not as effective as expected. 5.The personnel costs are the major part of the hardcover of school operation. The suggestions of the researcher are listed as below: 1.The decision for tuition and fees should be made in accordance with the free market system, in order to benefit the running of the school. 2.In order to encourage contribution, the government should offer tax exempt to the contributors. 3.To increase the budget of the coming year, it should be set on the ¡§Zero Based Budget¡¨ to prevent making unnecessary items in tuition and fees for private colleges.

Essays on the Convergence of Consumer Spending Patterns across National Markets

The international marketing literature has a common assumption that consumers across countries are becoming more similar in their consumption behavior over time. However, this assumption of global convergence of consumer spending has not been empirically tested in the literature. In this dissertation, we examine the convergence hypothesis across a heterogeneous set of countries and multiple product categories. In the first essay, we develop a conceptual framework of convergence of consumer spending behavior. In the second essay, we empirically test whether convergence is observed across markets and product categories over time. Finally, in the third essay, we investigate the effect of global convergence of consumer spending on market concentration and firms’ market shares. Using the four-firm concentration ratio, we compute the market concentration by industry in each market to investigate the effect of convergence on market concentration. We also examine the effect of convergence on market shares of individual firms, considering the moderating effects of country of origin, country of operation, and the degree of internationalization of the firm. We model the dependent variables, market concentration and market shares, using the fractional logit model. Our results show that there is an overall convergence trend across product categories and countries over time. Moreover, we find that convergence increases the market shares of the largest firms in a market. The findings of this study have theoretical and managerial implications on major marketing areas including global marketing strategy, internationalization, and market segmentation.

El efecto de la inversión pública en el índice de desarrollo humano según niveles de Gobierno durante el periodo 2007-2015 / The effect of public investment on the human development index by government levels during the period 2007 to 2015

La inversión pública contribuye al desarrollo humano mediante la ampliación de la capacidad productora de bienes o servicios públicos. Por lo que el presente trabajo investiga el efecto de la inversión pública en el Índice de Desarrollo Humano (IDH) según niveles de gobierno durante el periodo 2007-2015. Para ello se emplea modelos de efectos fijos con estimadores within en un panel balanceado, así como se analiza si los resultados permanecen en regiones de bajo, medio o alto IDH y en regiones donde se realiza bajo, medio o alto monto de inversión según niveles de gobierno. Los resultados muestran que a nivel agregado la inversión pública no tiene un efecto en el IDH. En contraste, al segmentarlo por niveles de gobierno, se encuentra que solo la Inversión de Gobiernos Locales contribuye positivamente al IDH, sobre todo en las regiones de menor IDH o con niveles medios de inversión. Adicionalmente, se evaluó la existencia de diferencias en cuanto a la finalización o no de proyectos en el caso de la inversión de los gobiernos regionales (GR), concluyendo que no fue posible afirmar tal efecto en el IDH. Por último, se contribuyó a la literatura empírica del Perú mediante el hallazgo de otras determinantes del IDH. / Public investment contributes to human development by expanding the capacity to produce public goods or services. Therefore, the present work investigates the effect of public investment in the Human Development Index (HDI) by government levels during the period 2007-2015. For this purpose, fixed effects models are used with within estimators in a balanced panel, as well as analyzing whether the results remain in regions of low, medium or high HDI and in regions where low, medium or high investment amounts are made according to levels of government. The results show that, at the aggregate level, public investment has no effect on the HDI. In contrast, when the public investment was segmented by levels of government, it is found that only Local Government Investment contributes positively to the HDI, especially in regions with lower HDI or with medium levels of Local Government Investment. Additionally, this investigation explored the existence of differences regarding the ending or not of projects in the case of investment by regional governments (GR) was evaluated, concluding that it was not possible to affirm that effect in the HDI. Finally, we contributed to the empirical literature of Peru by finding other determinants of the HDI. / Trabajo de investigación

Contudo, pouco tem sido feito no sentido de se compreender a distribuição entre meios dos orçamentos de mídia já realizados. Esta pesquisa tem por objetivo identificar fatores que explicam a participação do investimento em mídia online em relação ao investimento em mídia total e a participação de mídia televisiva. Investiga-se também se a participação de investimento de mídia online no Brasil é inferior à do resto do mundo, e se a participação do investimento em televisão é maior. Foi usada uma base de dados longitudinais de 72 países, com os anos de 2010 a 2017, para a análise de equações de estimação generalizadas (Generalized Estimated Equations). As variáveis independentes foram investimento publicitário per capita, participação do investimento publicitário no PIB, penetração da internet na população, tempo gasto diariamente nas principais mídias, nível educacional, níveis de pagamento de bônus por volume e a evolução do tempo (anos). Os resultados indicam que as variáveis com relevância estatística para explicar a alocação de mídia entre meios em um país são nos níveis de bônus sobre volume e o passar do tempo (ou ano em análise). / Media allocation models have been extensively developed to guide advertisers and advertising agencies in allocating media budget among media classes - generating what is known as media mix modeling. However, little has been done in order to understand the distribution among media budgets already executed. This research aims to identify factors that explain the participation of the investment in online media and the participation of television media as a ratio of the total media investment. We also investigated whether the share of online media investment in Brazil is lower than the rest of the world, and whether the share of investment in television is greater. A longitudinal database of 72 countries, from 2010 to 2017, was used for the analysis of Generalized Estimated Equations. The independent variables were advertising investment per capita, advertising investment share in GDP, internet penetration in the population, daily time spent in mainstream media, educational level, agency volume bonus levels of payment and time evolution (years). The results indicate that the variables with statistical relevance to explain the media allocation among media classes in a country are agency volume bonus levels and the year of the analysis.

Noise and Hotel Revenue Management in Simulation-based Optimization

Several exact and approximate dynamic programming formulations have already been proposed to solve hotel revenue management (RM) problems. To obtain tractable solutions, these methods are often bound by simplifying assumptions which prevent their application on large and dynamic complex systems. This dissertation introduces HotelSimu, a flexible simulation-based optimization approach for hotel RM, and investigates possible approaches to increase the efficiency of black-box optimization methods in the presence of noise. In fact, HotelSimu employs black-box optimization and stochastic simulation to find the dynamic pricing policy which is expected to maximize the revenue of a given hotel in a certain period of time. However, the simulation output is noisy and different solutions should be compared in a statistically significant manner. Various black-box heuristics based on variations of random local search are investigated and integrated with statistical analysis techniques in order to manage efficiently the optimization budget.

Dynamic Resampling for Preference-based Evolutionary Multi-objective Optimization of Stochastic Systems : Improving the efficiency of time-constrained optimization

In preference-based Evolutionary Multi-objective Optimization (EMO), the decision maker is looking for a diverse, but locally focused non-dominated front in a preferred area of the objective space, as close as possible to the true Pareto-front. Since solutions found outside the area of interest are considered less important or even irrelevant, the optimization can focus its efforts on the preferred area and find the solutions that the decision maker is looking for more quickly, i.e., with fewer simulation runs. This is particularly important if the available time for optimization is limited, as is the case in many real-world applications. Although previous studies in using this kind of guided-search with preference information, for example, withthe R-NSGA-II algorithm, have shown positive results, only very few of them considered the stochastic outputs of simulated systems. In the literature, this phenomenon of stochastic evaluation functions is sometimes called noisy optimization. If an EMO algorithm is run without any countermeasure to noisy evaluation functions, the performance will deteriorate, compared to the case if the true mean objective values are known. While, in general, static resampling of solutions to reduce the uncertainty of all evaluated design solutions can allow EMO algorithms to avoid this problem, it will significantly increase the required simulation time/budget, as many samples will be wasted on candidate solutions which are inferior. In comparison, a Dynamic Resampling (DR) strategy can allow the exploration and exploitation trade-off to be optimized, since the required accuracy about objective values varies between solutions. In a dense, converged population, itis important to know the accurate objective values, whereas noisy objective values are less harmful when an algorithm is exploring the objective space, especially early in the optimization process. Therefore, a well-designed Dynamic Resampling strategy which resamples the solution carefully, according to the resampling need, can help an EMO algorithm achieve better results than a static resampling allocation. While there are abundant studies in Simulation-based Optimization that considered Dynamic Resampling, the survey done in this study has found that there is no related work that considered how combinations of Dynamic Resampling and preference-based guided search can further enhance the performance of EMO algorithms, especially if the problems under study involve computationally expensive evaluations, like production systems simulation. The aim of this thesis is therefore to study, design and then to compare new combinations of preference-based EMO algorithms with various DR strategies, in order to improve the solution quality found by simulation-based multi-objective optimization with stochastic outputs, under a limited function evaluation or simulation budget. Specifically, based on the advantages and flexibility offered by interactive, reference point-based approaches, studies of the performance enhancements of R-NSGA-II when augmented with various DR strategies, with increasing degrees of statistical sophistication, as well as several adaptive features in terms of optimization parameters, have been made. The research results have clearly shown that optimization results can be improved, if a hybrid DR strategy is used and adaptive algorithm parameters are chosen according to the noise level and problem complexity. In the case of a limited simulation budget, the results allow the conclusions that both decision maker preferences and DR should be used at the same time to achieve the best results in simulation-based multi-objective optimization. / Vid preferensbaserad evolutionär flermålsoptimering försöker beslutsfattaren hitta lösningar som är fokuserade kring ett valt preferensområde i målrymden och som ligger så nära den optimala Pareto-fronten som möjligt. Eftersom lösningar utanför preferensområdet anses som mindre intressanta, eller till och med oviktiga, kan optimeringen fokusera på den intressanta delen av målrymden och hitta relevanta lösningar snabbare, vilket betyder att färre lösningar behöver utvärderas. Detta är en stor fördel vid simuleringsbaserad flermålsoptimering med långa simuleringstider eftersom antalet olika konfigurationer som kan simuleras och utvärderas är mycket begränsat. Även tidigare studier som använt fokuserad flermålsoptimering styrd av användarpreferenser, t.ex. med algoritmen R-NSGA-II, har visat positiva resultat men enbart få av dessa har tagit hänsyn till det stokastiska beteendet hos de simulerade systemen. Detta är problematiskt eftersom det innebär att många simuleringar utförs i onödan på undermåliga lösningar, där exakta målvärden inte bidrar till att förbättra optimeringens resultat. Upprepad utvärdering reducerar ovissheten och hjälper till att förbättra optimeringen, men har också ett pris. Om flera simuleringar används för varje lösning så minskar antalet olika lösningar som kan simuleras och sökrymden kan inte utforskas lika mycket, givet att det totala antalet simuleringar är begränsat. Speciell avsaknad finns det av studier om optimering av problem med långa simuleringstider, som t.ex. simulering av produktionssystem. Avhandlingens mål är därför att studera, konstruera och jämföra nya kombinationer av preferensbaserade optimeringsalgoritmer och dynamiska strategier för upprepad utvärdering. Syftet är att förbättra resultatet av simuleringsbaserad flermålsoptimering som har stokastiska målvärden när antalet utvärderingar eller optimeringstiden är begränsade. Avhandlingen har speciellt fokuserat på att undersöka prestandahöjande åtgärder hos algoritmen R-NSGA-II i kombination med dynamisk upprepad utvärdering, baserad på fördelarna och flexibiliteten som interaktiva referenspunktbaserade algoritmer erbjuder. Exempel på förbättringsåtgärder är dynamiska algoritmer för upprepad utvärdering med förbättrad statistisk osäkerhetshantering och adaptiva optimeringsparametrar. Resultaten från avhandlingen visar tydligt att optimeringsresultaten kan förbättras om hybrida dynamiska algoritmer för upprepad utvärdering används och adaptiva optimeringsparametrar väljs beroende på osäkerhetsnivån och komplexiteten i optimeringsproblemet. För de fall där simuleringstiden är begränsad är slutsatsen från avhandlingen att både användarpreferenser och dynamisk upprepad utvärdering bör användas samtidigt för att uppnå de bästa resultaten i simuleringsbaserad flermålsoptimering.

A relational study of police expenditure and crime: a case study in Tigray Regional State

Police expenditure has a direct effect on the efforts of the police to prevent and investigate crime. It also contributes a lot to run various programs used to enhance public awareness of crime to affect the national development of the country. This doctoral study aims at investigating the relationship between police expenditure and crime in the context of Tigray Regional State of Ethiopia. The study is a qualitative study by design. Data pertinent to the study were gathered through interview schedule, which was prepared first in Tigrigna and translated into English later, given to relevant sets of two groups of participants, namely zone and district participants referred hereunder as sample A and Sample B, respectively. Participants of the study have been selected purposively. Data generated from the interview schedule were analysed subject to thematic analysis. Major findings of the study indicate that budget allocation is mainly made on the basis of police functions and activities; many of the workers in police are not aware of the national guideline in planning and preparing budgets, and believe that the national security situation predominantly determines the budget allocation rather than the standards set in the country. A considerable number of the police staff are not aware of the procedures in formulating the budget. They agreed that even though there are clear strategies to prevent and investigate crimes, they are not fully implemented. However, they consensually agreed that priority should be given to crime prevention in allocating budget to police. It further discusses the community participation in raising funds through the community policing program is high, and the aim is to strengthen the police to effectively discharge its responsibilities in maintaining social order and safeguarding the people from crime and crime-related problems. Major recommendations include improving the budget, which is mandatory, and enhancing the community and police partnership is essential. It is also necessary to give much attention to enhance the institutional capacity of police to address community problems adequately through installing various police technologies to which budget improvement is mandatory. The input of the study is finally useful to policymakers to look at the police expenditure and bring their attention into the procedures to avoid budget scarcity apparent in the police institutions not only in the region but also across the country. Además de proporcionar el proceso de análisis de marketing, una especificación del proceso estándar intersectorial para la minería de datos (CRISP¿DM), se utiliza un enfoque de método mixto secuencial para analizar la cuestión principal de la investigación. En el primer paso de esta investigación se analizan las características y los requisitos de atribución eficiente en un entorno omnicanal. A partir de entrevistas semiestructuradas con expertos y de un proceso de investigación bibliográfica holística estructurada, se identifica claramente la falta de un enfoque de atribución omnicanal. Los enfoques de atribución existentes se identifican mediante la realización de un proceso estructurado de revisión de la literatura. Estos enfoques identificados se evalúan aplicando los resultados de las entrevistas semiestructuradas con expertos, es decir, los requisitos y características de una atribución omnicanal eficiente. Ninguno de los enfoques de atribución identificados cumple con la mayoría de los requisitos de omnicanal analizados. Al tener la brecha de investigación ¿ la falta de un enfoque de atribución de omnicanales ¿ claramente identificada, se desarrolla un enfoque de atribución de omnicanales en la segunda parte de esta investigación presentada. Utilizando la metodología MAP, la principal laguna de investigación se llena proporcionando el Holistic Customer Journey (HCJ): una base de datos lista para el omni¿canal y un enfoque de atribución de omni¿canal correspondiente. Entre otras cosas, el enfoque de atribución desarrollado consiste en una clasificación de aprendizaje automático. Esta investigación presentada es la primera en utilizar información de casi 240.000.000 de conjuntos de datos de interacción, que contienen información entre dispositivos y entre plataformas. A major distinction can be determined in contrast to attribution in a multi¿channel environment. Besides providing the Marketing Analytics Process, a specification of the Cross¿industry standard process for data mining (CRISP¿DM), a sequential mixed method approach is utilized to analyze the main research question. Within the first step of this presented research characteristics, and requirements of efficient attribution in an omni¿channel environment are analyzed. Based on semi¿structured expert interviews and a holistic structured literature research process, the lack of an omni¿channel attribution approach is clearly identified. Existing attribution approaches are identified by conducting the structured literature review process. Those identified approaches are evaluated by applying the results of the semi¿structured expert interviews - the requirements and characteristics of efficient omni¿channel attribution. None of the identified attribution approaches fulfill a majority of the analyzed omni¿channel requirements. By having the research gap - the lack of an omni¿channel attribution approach - clearly identifed, an omni¿channel attribution approach is developed in the second part of this presented research. Utilizing the MAP methodology, the main research gap is filled by providing the Holistic Customer Journey (HCJ): an omni¿channel ready data foundation and a corresponding omni¿channel attribution approach. Among other things the developed attribution approach consists of a machine learning classification. This presented research is the first to utilize information from almost 240.000.000 interaction data sets, containing crossdevice and cross¿platform information.
