This thesis deals with the reform theory of public administration called New Public Management, which is based on tools used in the private sector. The theoretical part provides a critical view of rational bureaucracy and seeks to highlight the benefits of using modern methods of management in the public sector. The practical part, mainly focused on the implementation of the New Public Management tools in the practice of public administration in the Czech Republic, is based on the results of empirical research.The survey results indicate use of particular methods of measuring the quality of public administration in the Czech Republic.

My thesis is focused on the personnel management in public administration at local self-government units, which currently gains importance due to the ongoing reform. Human resources form the basis for quality and efficient work of offices. The aim of thesis is to analyze and evaluate personnel management in selected offices of Prague including recommendations for its improvement. The theoretical part, mainly focused on role of official in public administration and activities of personnel management, in addition to scientific literature is based mainly on Act No. 312/2002 Coll., on Officials of local self-government units. The practical part is based on the results of empirical research on which the current evaluation is made and provided recommendations.

This theses, called "Chances and restrains in social worker's profession in Ústí region" is dealing with social worker's profession in self-government context. It's setting off social workers from non-profit organizations. During beginning it's talking about theoretical basis, inevitably bound with social work's field, with focusing on social worker as part of assisting profession. It is, in particular, about opportunities or on the contrary about restrains/limits/barriers, which affects this field of specific self- governing area - Štětí city. Concretely it is about participants, which have here influence on life of local people/potential clients. All under surveillance of superior agency - higher self-government area - social work's methodologists of Ústí region. Research part of this thesis is based on semi-structured interview of previously mentioned participants, which gives overlook how each and every one of them sees limitations in practical social work's overlooks. Státní podnik jako zdroj politického kapitálu / State corporation as a source of political capital

This thesis deals with the question whether a state public enterprise is the source of political capital in the conception of the theory of rent-seeking on the example of the Czechoslovak state spa. The theoretical part explains the concept of political capital and the concept of rent-seeking theory from the view of Public Choice Theory. The analytical part is concerned with the fate of state spas in Czechoslovakia. The probe into the historical period of the First Republic is examined what happens to these spas, what is their place in the state budget, what is their fulfillment of stated objectives and which characters of rent-seeking in the form of political capital are observed at this state company. Based on this analysis it is concluded that the state spa enterprise is practical example of the theory of rent seeking and the source of political capital.

Act No. 108/2006 Coll., on social services and bureaucratization of the activities of NGOs This thesis deals with the Social Services Act (No. 108/2006 Coll.) in the context of the bureaucratization of the activities of nongovernmental organizations (NGOs) that are providers of social services. The first order of business is to answer the question whether the law contains elements of the bureaucracy, which the law establishes in the activities of social services providers. A second related objective is to determine whether NGO consider the elements of bureaucracy contained in the Act on Social Services as the main obstacles for the way they operate and whether in connection with their introduction observe within their organization typical dysfunctions associated with the process of bureaucratization. Theoretical background and set of research tools are based on R.H. Hall's research in the field of dimensional analysis of elements present in the structure of bureaucratic organizations. As a research method to achieve the first objective is used quantitative content analysis. The results of the analysis confirm that the Social Services Act contains elements that bureaucratise activities of social services providers. This thesis attempts to apply the Representative Bureaucracy theory established and developed within the Public Administration scholarship addressing the lack of formal accountability of bureaucratic bodies on the case of the largest international bureaucracy in the world - the United Nations Secretariat. It builds on the normative presumption that it is necessary to staff the bureaucracy proportionally from all the societal groups so that it reflected the values of the society in whole and the policy outcomes corresponded to those produced if all the society participated in the process. Accordingly, we aspire to find out whether the UN Secretariat is a representative sample of the world population in terms of its bureaucrats' national affiliation, and, if not, what are the factors associated with a better relative representation of a Member State in the UN Secretariat. Through the usage of descriptive statistics tools and Ordinary Least Squares Multiple Linear Regression, we find out that the per capita representation of different Member States in the UN Secretariat is by no means equal and, thus, the UN Secretariat is not a representative sample of the world population. The subject of this master thesis is the use of e-government by citizens and public administration and its impact on debureaucratization of environment. The thesis will initially focus on the characteristics of bureaucracy, de-bureaucratization and the characteristics and evolution of e-government. The first half of the practical part is devoted to e-government and debureaucratization of the citizen view, its analysis and perspective. Part of this issue is a survey which aims to understand how citizens perceive the Czech e-government. The second half is devoted to e-government and debureaucratization of public administration perspective, focusing on the size of the bureaucratic apparatus including an evaluation of the Czech e-government at the European level. The conclusion is based on lessons learned assesses the extent to which e-government fulfills its debureaucratic role.

Matěj Zahradník 2016 School Psychology at Elementary Schools in the Czech Republic from the Perspective of Public Policy Master's Thesis Abstract This diploma thesis focuses on school psychology as a part of the educational system in the Czech Republic, specifically part of primary schools. The beginning of the thesis presents an overview of relevant policy documents, which focus on school psychology, as well as an overview of development programs designed to support it. These overviews give the reader objective information on the current state of school psychology in the Czech Republic. Using the aforementioned documents, an online questionnaire, and most importantly twelve expert interviews (with school psychologists, representatives from the Ministry of Education, National Institute for Education, Charles University), this thesis analyzes benefits of school psychology, such as personal presence and knowledge of the school, preventive character of such services, mediation and others, its possible drawbacks and obstacles, like issues with consolidating the profession in the system, its financing, or the lack of supervision and intervision. This diploma thesis deals with the formation and development of self-government in the small Central Bohemian town of Nové Benátky during the reign of Francis Joseph I. The research focuses on the functioning of the municipal government on the background of the process of modernization (for example Democratization). The thesis wants to capture the everyday and the extraordinary challenges the self-government faced and how it tried to solve them. In relation to that, the town management and administration of communal property is analyzed. Attention is also paid to people who participated in the government and in how they are transformed into local elites. The thesis is trying to place this regional theme in the context where the self-government played a significant role in the Czech emancipation movement. The aim is mainly to analyze the work of self-governments on the background of societal changes.
