Analýza současné problematiky korupce v České republice se zaměřením na veřejnou správu / Analysis of the Current Issue of Corruption in the Czech Republic with a Focus on Public Administration

This diploma thesis analyses the current state of corruption in the Czech Republic. Primarily I focus on public administration and public sector, however I seek a comprehensive view on the issue in my thesis. The first part presents the theoretical approaches to corruption, bureaucracy and public administration, lobbying, interest groups etc. The practical part deals with methods of measuring corruption, the position of the Czech Republic against other states, legal specification of corruption and the impact of corruption in the states economy. Furthermore, I present causes of origin and spread of corruption and analyse current and planned instruments of government anticorruption fight in combination with the activities of organizations dealing with corruption. The aim of my thesis is to determine whether the current anti-corruption steps are properly set and whether those steps are actually implemented.

In practical terms, the emphasis is primarily on how the ongoing activities of selected personnel, primarily evaluation, selected at public authorities (Generální finanční ředitelství and Úřad městského obvodu Ostrava-Jih) and what style of management executives of these agencies most frequently.

The aim of this study is to analyze legitimacy of policy. Its fulfillment should emerge from detailed inquiry of the essential sense of social institutions. The work is divided into three chapters therefore. The first chapter deals with law as a basic system of order of social relations. It explains its fundamental social goal (reducing transaction costs of social action) and its influence on the development of civilization. It discusses in detail the property rights as a fundament of any real legal system - both at the legal level and economic level (i.e. how the system of property rights coordinates social activities and allocates scarce resources, how it creates the elite, and when there is a fault efficiency of this process). The second chapter deals with the social obligations which are necessary condition for preservation of law. These obligations are labeled as taxes (as opposed to tributes that basis is not in the obligation to maintain the legal system and are only ransom inherently). Particular attention is paid to the fair distribution of these obligations (tax justice) and also to the impact of taxation on the development of civilization. The first part deals with an analysis of the contemporary concept of authority; the definition of dimensions, legitimacy, power, bureaucracy, charisma, obedience to authority, authoritarianism, and the definition of the crisis of authority in society. The second part evaluates the knowledge, defines crisis of authority in education, analyses the roots of this crisis, and offers a solution. The final part deals with the definition of animation as a third dimension of education and defines its potential benefits in the issue of crisis of autority.

Diploma thesis "Can Local Action Group play an important role, like partner at strategic planning, to countryside municipalities at Czech?" seeks answers to this question. The discussion about definition of countryside and its problems is described at the beginning of the thesis as actual and previous politics as well. Description of Czech constitution connected to countryside is mention next to it. After that, there is described the LEADER method and comparison between using this method at 5 different European countries. The tree of problem and actors analysis is provided later on. The short description of the theories using at thesis outputs is provided as well. The used theories are: bureaucracy theory, theory of social capital, theory of cultural determination, governance theory and policy network analysis. The describing of outputs from realized primary research is the main part of the thesis. There were carried out 17 structure talks in qualitative research and processed 509 questionnaires in quantitative research. The lot of tables and graphs are attached. Finally the 3 scenarios, like a suitable form for such a complex topic, were composed to describe answer at the primary question of this thesis in its context and complexity.

Veronika Knotková, Prague Municipal Clerks 1900-1950 Abstract This work, based mainly on primary resources, deals with the issues of bureaucracy, i.e. with the elite group of officials/clerks of the legal category of the Prague Municipal Office in the first half of the 20th century. During this relatively long period, Prague reached a position of modern capital of a new state, Czechoslovakia, and one of Central European metropolises. The core of the thesis lays in explaining principles of functioning of the municipal bureaucracy, the development of its position, the course of its career and the factors that influenced them. Attention is paid to the mutual relations within this group and both to their individual and group strategies, with regard to other municipal officials of other than juristic previous university education within the Prague municipal office as well as to the relations of officials and representatives of municipal administration. It shows how the disciplinary rules were applied. Adequate attention is paid to the relationship/interventions of state administration into the self-government sphere.

The work focuses on the history and origin of digital technologies within the context of social changes. It explores the basic rules governing elementary functioning and development of digital technologies and robotics. The thesis describes and summarizes basic information about the possibilities and risks of using digital technologies and robotics within social work. Towards the end it also includes opinions of several professional and political authorities who are active in this topic. This thesis aims to trigger the debate over the possible threats connected to dehumanization of social work and the use of digital technologies and robotics, respectively make it more intensive.
