The development and failure of the Eastern Cape separatist movement with special reference to John Paterson

From Preface: In 1960 Pamela Ffolliott and E.L.H. Croft wrote a biograpby of John Paterson entitled One Titan at a Time. This concentrated mainly on his business activities and his civic role to the virtual exclusion of his political opinions and career even though contemporaries often regarded him as second only to John X. Merriman. The result of diligent enquiry for further biographical detail both in South Africa and in the United Kingdom has been disappointing. A close examination of such evidence as there is, suggests that his political abilities have been over-rated rather than under-rated. It is now nearly forty years since the study of separatism was first seriously undertaken. The period 1854-72 was studied by N.H. Taylor (M.A. Thesis, University of Cape Town, 1938) and D.B. Sole undertook a broader survey (M.A. Thesis, University of South Africa (R.U.C.), 1939). Neither study used the Godlonton papers. The Godlonton-White correspondence is at Rhodes House, Oxford and this mainly concerns business matters and news of prominent local people. The collection of Godlonton papers housed in the Historical Papers section of the Library of the University of the Witwatersrand proved more interesting. The use of these papers made it possible to make a new approach to the critical period of representative government and to explore in more detail lines suggested in part by J .L. McCracken in the more general study, The Cape Parliament 1854-1910 published in 1967. Yet because in many cases the leaders of the movement after 1854 carried into the new era ideas and attitudes formed in earlier years, it was necessary to consider also the origins of the separatist impulse. Separatism had many roots: as a term it had many meanings. Clearly the meaning attached to the word varied from time to time, from place to place and even from person to person. The goal varied too. Sometimes the Eastern Province wanted to move the centre of government from Cape Town; sometimes the cry was for a completely separate colony to be established in the East; sometimes the theme was federal devolution of powers, to a resident government. Indeed among the many reasons for the failure of the separatist movement was the inability of the Easterners to agree among themselves about what they were seeking. This exposed and emphasised their political ineptitude.

Local Economic Development (LED) is an applied economic development strategy which seeks to address site-specific needs through locally appropriate solutions. In this thesis, the faith being accorded to the potential of LED in South Africa is critically examined. The study is based on a detailed examination of the experience of regional development and several emerging cases of LED in the Eastern Cape Province of South Africa. High levels of poverty and unemployment necessitate and justify innovative approaches to address such problems. The thesis examines the potential of LED strategies and identifies applied policy guidelines which can help address the Province's development needs. The theoretical framework of this research is based on a critical examination of international and South African literature dealing with development issues, LED and localities theory. A detailed documentary examination of early LED endeavours and the experience of regional development in the present century was undertaken. Results suggest that LED is not a new concept and that regional development, through its political bias, achieved only limited success. Contemporary examples of LED were identified and examined through detailed site-specific investigations. This was carried out through the use of semistructured interviews supplemented by participatory rural appraisal and questionnaire surveys which served as a means to triangulate the results. The research findings indicate that regional development, as applied in the study area, did not lead to the establishment of a permanent industrial base. In terms of the concept of LED, it is apparent that it has allowed for socio-political empowerment but has only improved economic conditions in the more well-endowed case-studies. In these areas, positive antecedent conditions and the key role played by community supportive nongovernmental organizations is apparent. Despite the limited degree of success which many initiatives attain, the thesis regards LED as a development alternative for areas which are unlikely to draw in external investment. Some of the key contributions of the thesis include the advancement of a refined typology of LED, the development of a research schedule to investigate and assess LED initiatives and the postulation of appropriate development guidelines and theoretical constructs.

A critical assessment of the implementation of performance management in the Nelson Mandela Bay Municipality

The transformation of all spheres of South African government to a more effective and efficient administration became a priority after the election of the country's first democratic government in April 1994. An important aspect of South Africa's democratisation was the promise by the new government to improve the lives of the people of this country, and provide a better life for all the citizens of South Africa. One of the most effective ways of achieving this goal is generally accepted to be the proper management and strengthening of the local government sphere. Local government is the sphere of government that is closest to the people, and generally the performance of National Government is assessed through the performance of municipalities. In strengthening local government, various pieces of legislation were developed since 1994 to ensure that the objectives of Section 152 of the Constitution are achieved. As a result of these imperatives, the Department of Provincial and Local Government introduced a White Paper on Local Government on 9 March 1998, with a vision of working towards a new developmental local government system. Various statutes emanated from this strategic framework, such as the Local Government: Municipal Structures Act No. 117 of 1998, the Local Government: Municipal Systems Act No. 32 of 2000 and the Local Government: Municipal Finance Management Act No. 56 of 2003. These legislative enactments endeavour to ensure that the local sphere of government is managed more strategically than previously, and is responsive to the needs of communities. Municipalities are expected to deliver efficient and affordable services to the local communities, and failure to do so could result in the recent spate of violent protest that has been recently experienced in various parts of the country. In order to measure the extent of service delivery to the communities, and to assess whether the objectives named in the municipality's Integrated Development Plan (IDP) document are being achieved, municipalities are compelled to implement performance management for all members of staff, political office bearers and service providers, in terms of the Municipal Systems Act No. 32 of 2000. This thesis therefore looks at challenges faced by the Senior Management (i.e. Section 57 employees, Directors and Assistant Directors) in the implementation of performance management within the Nelson Mandela Bay Municipality, during the first five years of their term in office (i.e. Senior Management appointed after 6 December 2000 local government elections), and recommending performance management steps as well as performance management model that can be used to cascade performance management amongst all levels of staff. This thesis begins by introducing the subject of performance management, briefly discussing the demarcation of the research, the research method utilised, the historical background of performance management, as well as the current status of performance management within the municipality. The introduction of the topic is followed by a theoretical overview of the subject of performance management. This is followed by the discussion of the research methodology followed when conducting this research study. The findings are discussed in detail after the research methodology, giving a synopsis of what the interviewees disclosed during the interview process. The last chapter provides a brief discussion of the findings, and discusses the recommended performance management steps and performance management model, that can be used by the municipality to cascade performance amongst all members of staff.

Goat production in the Northern Cape: what are the impacts of farmer training?

The main millennium development goal is to eradicate extreme poverty and hunger in the world by 2015. South Africa is one of the countries that signed this pledge at the millennium summit in 2000. The Department of Agriculture, has initiated a number of projects to assist farmers and communities with reaching this goal. In the Northern Cape, the commercialization of goats is one such anchor project. The major activities of this project is to train farmers in applied and appropriate production practices, assist them with accessing markets and supporting them with improved livestock. The main aim of this research was to evaluate whether the project has achieved its outcome and whether this outcome, is having an impact on the livelihoods of the farmers involved in the project. After reviewing the literature on evaluation research and programme evaluation across time, the different paradigms and approaches, participatory methodology was used in this study. A case study approach was applied to evaluate the outcomes and effects of the training received by farmers, as part of the commercialization of goats programme. The results of the study proved that the training received by members of the Campbell Agricultural Co-operative Enterprises, changed their goat production practices. The training also had a secondary impact. Trained farmers were imparting (technology transfer) their acquired knowledge to other members of the co-operative. This appeared very effective as all members of the cooperative were farming more scientifically. These changes to the production practices had a positive impact on the livelihoods of the farmers, as their animals were of a better quality and they were able to sell their animals at different markets and for better prices. This has however not commercialized their farming operations as they are still faced with many challenges. These challenges are the lack of a proper marketing structure, access to financial assistance, proper infrastructure and adequate transport for the animals to mention a few. If the Department of Agriculture and Land Affairs is serious about assisting these farmers to move from the status of “emerging farmer” to “commercial farmer” they will have to look at addressing the problems experienced with financial access and access to adequate and appropriate transport.

A study towards the implementation of a fire service operational structure in the Eden District Municipality area

The Eden District Municipality (EDM) is a local authority whose area of responsibility covers the Garden Route and also includes the Klein Karoo. The boundaries are from Storms River in the east, to Swellendam in the west and the Swartberg Mountains in the north. The EDM covers a very big area with seven big municipalities to consider and work with. Five of the municipalities, Langeberg, Mossel Bay, Knysna, George and Oudtshoorn have their own fire fighting services. The EDM fire fighting serves mainly the rural area. This is very costly due to the large distance required to travel to a fire, whereas the local municipalities are operating in their own towns. The new municipal boundaries include the rural areas, but the municipalities cannot service the rural areas because they do not as yet charge rates in the rural areas and therefore there is no revenue for the fire fighting service. They operate on the basis of verbal working agreements that make coordination of fire fighting very difficult. The fire fighting functions of the EDM as a category C municipality and the local municipalities as category B municipalities have been specified in the Municipal Structure Act. The allocation (division) of functions and powers relating to fire fighting service between the district municipality and local municipalities as determined by the Municipal Structure Act (Act 117 of 1998) has not been done. Due to the lack of invested capital, the resources are in a bad state. Some of the services have no capacity to attend to chemical fires or hazardous substance emergencies. Internationally, private fire fighting services can be contracted by government departments. These private fire fighting services are very large and the areas that they serve are extensive. These services have their own personnel structures functioning in an organisational structure that serves them well. These private services are very cost-effective and can therefore offer reasonable rates. Based on an investigation of various fire fighting services and different structures, the proposed structure for fire fighting in the EDM area will be a combination of structures. The diverse nature of the area will make the location of a sectoral structure and extension of its capacity difficult, and several factors that will impact on an new structure must be kept in mind. If all works well it will be relatively easy to achieve the five operations performance objectives envisaged for restructuring namely quality, speed, dependability, flexibility and cost.

A critical analysis of challenges facing developmental local government : a case study of the Nelson Mandela Metropolitan Municipality

This thesis investigates the challenges facing developmental local government in South Africa, using the Nelson Mandela Metropolitan Municipality as a reference. The thesis comprises eight chapters. The study is based on the assumption that the Nelson Mandela Metropolitan Municipality, like other municipalities in South Africa, is confronted by numerous challenges in implementing its constitutional developmental mandate conferred on it by the Constitution of the Republic of South Africa Act 108 of 1996. It is vital that local government understands and contextualises these challenges, so that appropriate interventions may be developed. The widespread recent service delivery protests which, in many instances, have turned violent, have sounded an alarm that cannot be ignored. If local government is already struggling to fulfill its traditional mandate of service delivery, then it would find it difficult to spearhead social and economic transformation and development. This study proposes to provide a brief historical background on the evolution and transformation of local government in South Africa. Issues such as the new status and developmental mandate of local government, the extent to which local government has succeeded in complying with its developmental mandate, as well as the challenges it has encountered along the way, will be addressed. Recommendations are presented on how the existing status quo can be changed to enhance service delivery and development and enable low government to fulfil its developmental role more efficient and effectively, with particular reference to the Nelson Mandela Metropolitan Municipality. The empirical survey and research methodology employed in the study is described. This is followed by the operationalisation of the survey questionnaire used for gathering the data needed for analysis. The research findings of the empirical survey are then statistically analysed and reported. The concept of models is introduced, and selected models are explained. This is followed by an explanation of the proposed normative model for monitoring and evaluating service delivery and development in the Nelson Mandela Metropolitan Municipality, for possible replication in other South African municipalities. Various recommendations flowing from the results of the empirical study, namely the responses made by the respondents during the empirical survey, are proposed in the final chapter. If adopted, these recommendations will enable the Nelson Mandela Metropolitan Municipality to deal with the developmental challenges facing it, ultimately rendering the Municipality a more efficient and effective developmental agent.

Investigating sustainability of community gardens as a mechanism to poverty alleviation in the Nelson Mandela Bay Municipality

Poverty is one of the social problems plaguing South Africa. In South Africa it is required of municipalities as entities in the socio-economic and political transformation process and agents of change, to eradicate poverty and unemployment by facilitating local economic development in their respective areas. Local economic development has to be implemented in a way that takes cognisance of the different challenges that exist within various areas and contexts. Various district and local municipalities have initiated an array of agricultural programs such as community or food gardens as aspect of their Local Economic Development strategies. In this study I investigated the sustainability of community gardens as a mechanism to poverty alleviation in the Nelson Mandela Bay Municipality. The study focused exclusively on community gardens in Bloemendal, KwaZakhele, Motherwell and Walmer. A mixed methods research approach was employed to gather data from the community garden members and municipal official who administers the community gardens. Semi-structured interview was conducted with the municipal official administering community gardens in Nelson Mandela Bay. A structured questionnaire was used to gather data from the community garden members. Observations were made on types of crops grown in the gardens, in order to supplement and validate data collected and information gathered during interviews. Community garden members identified funding as their main challenge. Community gardens have a potential to be sustainable if the requisite support structures that need to exist to support the micro-farmers are in place.

An exploration of the LED programme on the Blue Crane Route Municipality with specific reference to Cookhouse

There is a growing consensus globally about the significance of developing local and regional economies in order to create sustainable livelihood for local communities. The policy discourse in South Africa and elsewhere as well as the immense body of literature on local economic development bears testimony to this reality (Nel 1994,Tomlinson 1994, Rogerson 2003, World Bank 2002). The Constitution of the Republic of South Africa (Act 108 of 1996) and the Local Government: Municipal Systems Act (Act 36 of 2000) enshrine the role of municipalities in enhancing the economic growth and development, and harnessing the social wellbeing of the communities ‘through creation of employment opportunities and redistribution of resources’. Importantly, this legislative framework must be accompanied by, on the one hand proper structures and political will, and on the other hand provision of resources and institutional capacity for realization of the long term objectives of Local Economic Development (LED). In order to be successfully mainstreamed and implemented the LED must be embodied within the legally prescribed Integrated Development Plans. In addition, the LED strategy must be incorporated within the Provincial Growth and Development Strategies (PGDS). In this research an exploration of the Local Economic Development Programme on the Blue Crane Route Municipality with specific reference to Cookhouse was investigated. The primary aim of this study was to establish the views of the residents regarding their perceptions of the LED and its effects in terms of addressing current poverty related problems and their view on the proposed wind farm project, to investigate the proposed implementation process of LED project, specifically at Cookhouse. The second objective of this research was to present empirical data from both a questionnaire completed by 18 respondents and two interviews, that helps amplify and verify the impact of LED at BCRM. The question answered was whether the proposed wind farm will make an impact on the lives of the ordinary people at Cookhouse. The final objective of this research to identify the shortcomings in the LED development process in the BCRM and to make recommendations on feasible actions that could be employed to alleviate poverty. The findings of the research suggest that the proposed project should be evaluated taking the themes of social, environmental and economic aspects of sustainable development into account. Also the findings of the research have noted that community members are not aware of what opportunities this project will bring to the community of Cookhouse. It should be noted that when this project was identified, the community was never consulted and now it’s very difficult at this stage to reject the project since there employment opportunities. Therefore local authorities are constitutionally obliged create space for community participation, which warrants accessibility and availability of information to local communities to enable to participate effectively.
