Rizika a hrozby dopravy a skladování nebezpečných látek / Hazards and threats of transportation and storage of dangerous substances

Our company uses more and more chemical substances. A lot of dangerous chemical substances and formulation, that are used by construction, or they are commonly used as products for our consumption, must be also stocked and must be transported into stock, factories and operation. Averages related to escape of dangerous substances represent huge hazards, that may threaten health and lifes of people, their property, or they can have negative impact on environment. I will adduce amount of stocked dangerous substances in Central Bohemia //Středočeský kraj// per year 2007 as a proof of a huge amount of injurants around us. In this work I will make analysis of the most often stocked and transported chemical substances (amonia, chlorine, hydrogen cyanide). I want to clarify hazards and mainly possible after-effects on health of citizens and on environment, that could start in case of averages with this substances. I will make an analysis of accessible sources (print news, evaluating reports, process case researches, possibilities of resolution of exceptional events, relief and account//liquidation// work) and I will compare them with processed accident and crisis documentation. In this work I would like to emphasize mainly reactions on possible average. I will create model situations with escape of dangerous substances through transportation and through stocking with possible reactions on them. I will use software tool Terex for their evaluation. I will appoint immediate acquisition //arrangements//, relief and account work on a basis of these model situations that must be carried out immediately after escape of dangerous substances and also following acquisition, either short time or long time. At the same time I will suggest preventive acquisition to lower the probability of rise of exceptional events with escape of dangerous substances.

Ce mémoire porte sur le caractère heuristique et critique du discours utopique qu’il conviendra de mettre en lumière à travers les écrits du Sous-Commandant Marcos, écrits qui constituent un cas exemplaire des mécanismes que met en œuvre le discours utopique. Partant de la définition opératoire de l’utopie comme expression d’un imaginaire social qui relèverait d’une pratique utopique dont la fonction serait de critiquer le caractère idéologique des représentations spatio-temporelles induites par l’ordre dominant et, se questionnant par la suite sur la nature de l’ordre dominant contemporain et le caractère spatial de son hégémonie grâce aux travaux d’Henri Lefebvre et de David Harvey, il s’agira de montrer comment, au sein de ses textes, Marcos parvient à produire un espace représentationnel alternatif dans lequel opère un mécanisme de neutralisation des contradictions (Louis Marin), une véritable épochè, une suspension du jugement, seule condition de possibilité du dépassement des contraintes de l’ordre dominant dans le discours et les représentations. / This thesis focuses on the heuristic and critical character of the utopian discourse, as it will be demonstrated through the Subcomandante Marcos’ writings, which present an exemplary case of the mechanisms at play in the utopian discourse. Starting with the operational definition of utopia as an expression of a social imagination resulting from a utopian practice whose function would be to criticize the ideological nature of spatiotemporal representations imposed by the dominant order and, subsequently questioning the contemporary dominant order and the spatial nature of its hegemony with the help of Henri Lefebvre and David Harvey’s works, the objective will be to demonstrate how, in his texts, Marcos produces an alternative representational space in which a mechanism of neutralization of oppositions (Louis Marin), an epoché, a judgment suspension occur, that is the only condition of possibility for overcoming the dominant order constraints in the realm of discourse and representations.

Comparative analysis of Navy and Marine Corps planning, programming, budgeting and execution systems from a manpower perspective

Dooley: Tertiary Reader" / Approved for public release, distribution is unlimited / This study provides analysis, conclusions and recommendations to assist the Deputy Commandant (DC), Manpower and Reserve Affairs Department (M&RA) and DC, Programs and Resources Department (P&R) in structure and process decisions concerning Marine Corps Manpower budget execution. DC, M&RA is the owner of the Marine Human Resource Development Process (HRDP) and the Military Personnel Marine Corps (MPMC) appropriation sponsor, while the DC, P&R has budgetary (1517) authority for MPMC budget execution. In contrast, the Navy has both sponsorship and 1517 authority within one cell at N1. By comparing these two services' organizational factors and Planning, Programming, Budgeting, and Execution Systems (PPBES), relevant differences surface, conclusions are drawn, and recommendations offered for improvements. Recommendations include realignment of 1517 authority within MPMC execution, and the melding of the Programs and Budget Branch of Manpower Plans Division, M&RA with the Military Personnel Branch, Fiscal Division, P&R (RFM). Laurent de Montchenu naît le 14 décembre 1726 dans le Dauphiné dans une famille de noblesse ancienne. Après ses études à Louis le Grand, il devient page de la Petite Écurie puis de la Grande Écurie de 1742 à 1745. Puis il rentre dans les gardes du corps du roi, compagnie Écossaise. Son mariage en 1763 avec Marie-Angélique de Busson de Bussy, lui apporte l’aisance financière. En 1780, il est nommé commandant en second en Vivarais, et s’installe à Tournon jusqu’en 1789. Il bénéficie de la proximité du château familial à Châteauneuf-de-Galaure. Sous les ordres de Gabriel Marie de Talleyrand Périgord dit le comte de Périgord, commandant en chef du Languedoc, il travaille aussi avec le vicomte de Cambis, commandant en second à Montpellier, qu’il remplace plusieurs fois. Il assure également le remplacement du comte de Périgord pour le retour du Parlement à Toulouse en 1788. Laurent de Montchenu reçoit l’aide précieuse du commandant particulier Jean Bruno Frévol de La Coste, et des subdélégués de l’intendance ainsi que du commandement. Sa fonction de commandant en second apparaît dans sa correspondance qui comprend plus de 3200 lettres entre 1780 et 1789, dont 800 pour les années 1788 et 1789. Cette correspondance dévoile ses différents interlocuteurs et révèle son rôle de commandant en second centré sur la vie militaire et la sûreté et sécurité publique dans la région troublée du Vivarais. En 1789, alors que Laurent de Montchenu espère une promotion avec le départ du vicomte de Cambis, le système administratif de l’Ancien Régime disparaît. Il rentre à Paris et meurt le 15 avril 1802 dans son hôtel rue du Faubourg Saint-Honoré. / Laurent de Montchenu was born in the Dauphiné on 14 December 1726 to an old aristocratic family. After completeing his secondary education at Louis le Grand, he became a page boy at the Petite Écurie and then at the Grande Écurie from 1742 to 1745. His career then led him to the Scottish Ensigns. His wedding to Marie-Angélique de Busson de Bussy in 1763 ensured his financial well-being. In 1780 he was appointed second-in-command in Tournon, in the Vivarais region, a post which he kept until 1789. There he enjoyed the proximity of the Châteauneuf-de-Galaure family castle. Laurent de Montchenu was under the orders of Garbiel Marie de Talleyrand Périgord, known as Count of Périgord, who was the commander-in-chief of the Languedoc region. He worked with the Viscount of Cambis, second-in-command in Montpellier, whom he replaced several times. He stood in for the Count of Périgord to ensure the return of the Toulouse Parliament in 1788. He received precious help from Special Commander Jean Bruno Frévol de la Coste. He was also helped by the subdelegates of the Supply Corps and of the Command as well as by the constabulary. His role as second-in-command appears in his correspondence, which contains over 3200 letters for the period going from 1780 to 1789 and 800 just for the 1788-1789 period. These letters show who his various interlocutors were and describe his role as second-in-command, which revolved around military life and consisted in ensuring public safety and order in the often troubled Vivarais region. In 1789, just as Laurent de Montchenu was hoping for promotion after the departure of the Viscount of Cambis, the administrative system of the Ancien Regime disappeared. He returned to Paris and died in April 1802 in his Montchenu mansion on rue du Faubourg Saint Honoré.

SOUS LE SPECTRE DU PÈRE: POÉTIQUE ET POLITIQUE DE LA DÉPENDANCE ET DU SEVRAGE DANS LE ROMAN POSTCOLONIAL AFRICAIN

This thesis analyzes the major theme of ‘postcolonial genealogy’ in portraying the African bending under the weight of colonial history in Le vieux nègre et la médaille, Une vie de boy of Ferdinand Oyono and Le Chercheur d’Afriques of Henri Lopes. Being a product of a colonial Genesis, the African character runs behind the colonizer’s mirror through his Civilizing Mission. René Girard’s ‘double bind’ theory explains how this cultural assimilation is, in Le vieux nègre et la médaille and Une vie de boy, a dead end because the colonizer needs a subordinate and not an equal. The cohabitation of a black housewife with the French Commander in Le Chercheur d’Afriques should be seen as simply an allegory of postcolonial Africa’s dependency on the West. The consequences of the feminization of the African continent are enormous in the post-colonial imaginary. While the colonizer had conquered Africa with his Herculean body, in Oyono’s novels, his Fall is obtained through the aesthetics of Bakhtinian ‘rabaissement’ which degrades his ‘grotesque body’ to that of the colonized. The colonizer and the colonized are neutralized and leveled in their perishable bodies, thus, making futile the Civilizing Mission that operated by ranking races. Power is never total. It is always imperfect, and can never destroy a subjectivity that resists it. In Oyono’s novels, the Fall of the colonial Father is also obtained through the inquisitive gaze that the colonized return back to the colonizer, and through their ‘subversive mimicry’ that parodies his codes. In Une vie de boy and Le Chercheur d’Afriques, the ‘son-Father’ relationship between the hero and the colonial Father, is also symbolic of the ‘Africa-West’ rapports. Living under the specter of the Father, the son has to negotiate his survival between weaning and parricide. The biological miscegenation in Le Chercheur d’Afriques is a metaphor of the ‘rhizome identity’ of the postcolonial African who renounces both the Fathers of Negritude and those of the Civilizing Mission. / Thesis (Ph.D, French) -- Queen's University, 2011-06-24 12:43:30.006
