Role of interest groups in policy reform: Overview of the Common Agricultural Policy and specific focus on France

The purpose of this thesis is to analyze the causal relationship between the intensive farmers-government interaction in agricultural policy and the perverse and suboptimal outcomes in the view of taxpayers and consumers. This analysis focused on the Common Agricultural Policy (CAP) of the EU. Created with the signature of the Treaty of Rome in 1957 by the six founding countries (Belgium, France, Italy, Luxembourg, Netherlands and the Federal Republic of Germany), the CAP represented for many years the only common policy fully administered at the European level and the largest item in the EU budget. It is strongly rooted in the European integration project and it represents the cornerstone of EU agriculture. Although a model of policy integration at the supranational level, it has also been the source of much criticism about its cost and its perverse effects. Nevertheless, the latest reform of the CAP, approved in 2013, demonstrates that agricultural policy remains of utmost importance at the EU level. This research is based on two major assumptions: First, it was possible to maintain political support for the Common Agricultural Policy because it fulfilled social and economic purposes that justified its existence. Second, interest group activity is often perceived negatively and there is not much information on its positive role in the policy process. This dissertation aims to study its history, funding, structure and political importance, and in this way, once such processes are defined, to analyze the historic free trade negotiations between the EU and MERCOSUR. The study of these negotiations allows for the observation of the conflicting positions and their current status, weighing the arguments put forward by both blocs, showing, from the Latin American side, a bitter criticism of the agricultural protectionism of the old continent, and from the European side, criticism of the industrial protectionism and impeded access to public contracts of MERCOSUR countries. In order to do this, the economic sectors will be studied by blocks, comparing productive sectors and exports within the European Union and MERCOSUR, in an attempt to decipher the comparative importance of the agricultural sector and its economic weight both in the EU and MERCOSUR. Thus, at the end of the project, the items placed on the table shall be examined, to specify how and why, the PAC acts as a limiting agent in not reaching an effective free trade agreement between the European Union and its partner in the Southern Cone. / Esta dissertação, objetiva efetuar uma investigação analítica sobre a Política Agrícola Comum (PAC) da União Europeia. Destina-se a estudar a sua história, financiamento, estrutura e importância política, desta forma, uma vez que tais processos definidos, analisam o histórico das negociações de livre comércio entre a União Europeia e o Mercosul. No estudo destas negociações, pode-se observar as posições conflitantes e seu status atual, colocando pesar os argumentos de ambos os blocos brandiam, mostrando, do lado latino-americano, uma crítica amarga do protecionismo agrícola do velho continente, e do lado Europeu, analisa o protecionismo industrial e impedimento ao acesso aos contratos públicos dos países do Mercosul. Para fazer isso, os setores econômicos serão estudados por blocos, comparando os setores produtivos e exportações dentro da União Europeia e do Mercosul, projetando decifrar o setor agrícola comparando a importância e peso econômico, tanto da UE quanto do Mercosul. Assim, no final do projeto, irá examinar os itens colocados sobre a mesa, para concretizar como e por que o PAC atua como um agente limitante na impossibilidade de chegar a um acordo eficaz de comércio livre entre a União Europeia e os seus parceiros no Cone Sul.

El estudio de dichas negociaciones, permite observar las posturas contrapuestas y su estado actual, situando en la balanza los argumentos por ambos bloques esgrimidos, lo que muestra, desde el lado latinoamericano, una amarga crítica al proteccionismo agrícola del viejo continente, y desde el lado europeo, críticas al proteccionismo industrial y al impedimento al acceso a los contratos públicos de los países del MERCOSUR. Para ello, se estudiarán los sectores económicos por bloques, comparando sectores productivos y exportaciones, dentro de la Unión Europea y el MERCOSUR, proyectando descifrar la importancia sectorial agrícola comparativamente y su peso económico tanto en la UE como en el MERCOSUR. This diploma thesis tackles the issue of key reforms of the Common Agricultural Policy (hereinafter "CAP") made by the European Union (hereinafter "EU") during the last years and includes the context and the reasons which led to it. Despite the range of positive results which the CAP of the EU brings, it is followed by controversy. Agriculture as a topic rouses emotions and remains to be a delicate theme which often divides politicians. Disputes concerning conception of the policy are lead not only on the European and domestic level but also on the grounds of international organisations. Those which I would like to emphasize are particularly negotiations before the World Trade Organisation which tries to liberalize the international trade. A focus of this thesis is put on analysis of the development after year 2003 when the last significant turnover of the policy took place. Since this turnover until today we are witnessing only gradual changes. The aim of this thesis to analyse and evaluate whether if and in what areas did the EU make a change in the policy which reacted on its's objective issues and critics. Společná zemědělská politika Evropské unie na trhu mléka a mléčných výrobků / Common Agricultural Policy of the European Union on the Market with Milk and Dairy Products

The Common Agricultural Policy (CAP) was created in 1958 as one of the first policies of the European Economic Community. It is, however, also one of the most problematic ones. In this thesis I first address its creation, principles and targets. Then I describe reforms which had the goal of reducing some of the costs imposed by this policy on the society. As the main part of the thesis is devoted to the Czech farmers producing milk, I sum up the development of the Czech agricultural sector and in a great detail describe the regulation and subsidies connected with the production of milk and milk products. Using a simple microeconomic model, I analyze impact of various instruments of the CAP on domestic and foreign producers and consumers. In spite of many reforms, the biggest beneficiaries of the CAP are still the big producers of agricultural products -- support of small farmers is very limited. The costs of the CAP are born mainly by poor consumers and agricultural producers from non-EU countries. With a unique dataset obtained from the Czech State Agricultural Intervention Fund I describe the structure of subsidies utilized by Czech milk producers and its development in the period 2005--2008. Even though a substantial inequality in subsidy incomes is also evident among Czech milk quota holders, it is smaller than in the case of all farmers.

The goal of this thesis is to give an insight in the legislation of the organic farming in the Czech Republic. The thesis is divided into four main parts. The first part presents an introduction to the topic, defines basic concepts such as sustainable agriculture, organic farming, organic farm or organic product. It outlines the historical development of organic farming, its basic principles and objectives, it also deals with genetic engineering and the reasons why they are not used in organic farming, and finally the relationship between organic farming and the protection of individual components of the environment. The second part describes the international regulation of organic agriculture, emphasis is placed on the Convention on Biological Diversity, the International Federation of Organic Agricultural Movements and Codex Alimentarius. The Common Agricultural Policy of the EU is one of the most important policies of the EU.
