Training Needs Assessment as an Action Research Intervention in a Federal Agency

Consultants are frequently called to help organization leaders identify and solve problems. However, few research reports reveal the holistic nature of the process. This case study helps fill that void with naturalistic inquiry into a process consulting intervention. This action research describes an external consultant's intervention with leaders of a large federal agency over an 18-month period to help conduct and implement a training needs assessment (TNA). A naturalistic inquiry design used multiple methods to gather quantitative and qualitative data through three action cycles. The first cycle describes the TNA process and deliverables answering the organization's questions "What training was required and was being done, for whom, by whom, at what cost?" The second cycle revolves around the research questions "How do the organization's leaders view, value and make use of the TNA?" and "What happens as a result of the consultant/researcher's intervention?" The third cycle answers the question "What are the organizational dynamics that facilitate or inhibit the adoption of planned change?" Research findings were: 1) Organizational leaders valued and used the TNA to reorganize and centralize their training; 2) The intervention provided documentation and recommendations for short and long-term planned changes; 3) Cultural biases cast training as important but a low priority with hierarchical structures complicating centralizing actions. The case study frames complex change through a systems perspective that combined theories from multiple disciplines. Action learning in the process reflects the paradoxes of learning that are often unrecognized and usually unreported. The open-ended nature of the inquiry reveals the need for a high tolerance for ambiguity, extensive knowledge, flexibility, networking ability, and trust in the process. Research theories, methodologies, and assumptions were reassessed with some revealing conclusions: action research is not intuitively obvious nor widely recognized in fields of practice reinforcing the need to continuously improve ways to intervene. Future recommendations are to: encourage more candid holistic reporting of action research; recognize that traditional research paradigms make action research riskier to pursue and defend; encourage leaders in all fields to continuously develop and use more tools, models, and networks to help improve our future organizations. / Ed. A clients’ perspective on external management consulting

Purpose: This paper aims to explore if organizational affiliation as a private and public organization influences the motives behind utilizing management consulting. Our topic, management consulting, has been widely discussed both in academic and non-academic settings and the client perspective in management consulting have to some extent received academic attention. We found it interesting to explore the client perspective through a lens about the effect organizational affiliation has on organization's motives on utilizing management consulting. Methodology: This study has a qualitative research method with an inductive research approach. Our data collection was conducted through interviews with participants from both the public and the private sector that was involved in purchasing management consultants in their organizations. We analyzed our empirical material with a qualitative content analysis that help us code and develop categories in our material. Findings: The findings in our study implicates that motives behind utilizing management consultants differ between public and private sector in how they perceive management consulting and what their expectations on the consultant are. Through our empirical material and data analysis we have been able to detect differences in how the private and public sector perceives management consulting and influencing factors, which in turn affects the motives for purchasing management consulting services in the organization.

El presente proyecto de investigación analiza el estudio sobre la medición de la eficiencia en MYPES de servicio de consultoría, con la aplicación del Análisis Envolvente de Datos (Data Envelopment Analysis) a un caso real, se muestra como la técnica permite identificar las unidades como eficientes e ineficientes, y determinar cuáles son las variables (entradas y salidas) que están afectando la eficiencia, y en base al resultado fijar metas u objetivos para las unidades ineficientes. Se espera que los resultados sean útiles para brindar una base a futuros investigadores sobre la forma de realizar la medición de la eficiencia, y la aplicación de la técnica acorde a sus necesidades y requerimientos específicos. Se concluye que la aplicación regular de la técnica DEA permitiría realizar un seguimiento del impacto de las acciones de mejora en las unidades encontradas como ineficientes, de modo que las empresas alcancen una mayor eficiencia en sus procesos o servicios. / This research project analyzes the study on the measurement of efficiency in MYPES of consulting service, with the application of Data Envelope Analysis (DEA) to a real case, it shows how the technique allows to identify the units as efficient and inefficient, and determine what variables (inputs and outputs) are affecting the efficiency, and based on the result, fix goals or objectives for inefficient units. The results are expected to be useful to provide a basis for future research on how to assess the efficiency measurement, and the application of the technique according to their specific needs and requirements. As a conclusion, the regular application of the DEA technique would allow monitoring the impact of improvement actions on the units found as inefficient, so that companies achieve greater efficiency in their processes or services. / Tesis

The management consulting industry is growing. The industryis also described as being exposed to increased pressure fromthe environment. An interesting question is then how resourcesare managed in management consulting firms in order tosustain competitive advantage. The purpose with this thesis isto investigate how firms in the management consulting industrymanage their resources through the lens of the resourcemanagement framework and if there are any signs of change.Through a multiple case study of the processes in two largemanagement consulting firms, the activity (i.e. the use ofresources) perceived as important for the leveraging ofcompetitive advantage is studied. The findings suggest thatcustomers have a much more central part in the resourcemanagement process than depicted in the resourcemanagement framework. The clearest signs of change refer tothe development of new career paths and an increased globalintegration of competencies.

A study to the consultants of transforming from quality management to six sigma

Abstract Six Sigma is a kind of quality control system originated in Motorola. It did not receive great attention of the world until the successful experience of Six Sigma in General Electric Company was made public. From then on, the world-famous enterprises started to introduce Six Sigma into their companies. In view of the great contributions of the Six Sigma quality control system implemented in Europe and America toward financial performance as well as the demands of customers who have carried out the Six Sigma quality control system, numerous domestic enterprises considered to introduce the quality control system as an important tool for improving their competitive ability in recent years. Going alone with such a trend, now many management consultants in Taiwan are facing the challenge of transformation. It seems that Six Sigma is a combination of the tools and techniques we used before, in which nothing is new. However, its managing philosophy and methodology do create achievements that can¡¦t be found in other management system. From the viewpoint of an enterprise under guidance, the author drew a conclusion of this study based on the in-depth interviews of the enterprises that actually promote the Six Sigma activity, and submitted the results of the study on transformation of such management consultants to be Six Sigma consultants. The main contributions of this study are as the following: 1. To establish a Six Sigma consulting procedure and list the main tasks of each step for the reference of domestic management consultants who plan to devote themselves to the guidance and instruction of Six Sigma quality control system. 2. To make suggestions to interview of the enterprises which have adopted the Six Sigma quality control system on continuous promotion of the system and further improvement of their performance. 3. To submit the prerequisites for an excellent Six Sigma consultant for the reference of the consultants who intend to engage in or have been engage in the consulting service of Six Sigma.
