Em respostas a essas transformações as redes de cooperação passam a ser uma das alternativas de arranjo de desenvolvimento regional. A expansão e o crescimento dessas redes de cooperação geraram questionamentos de como ocorre a governança compartilhada com a presença de agentes público e privados, inseridos na mesma rede. Através de levantamento bibliográfico, para melhor exposição e compreensão desse tema, buscaram-se abordagem e conceito dados por diversos autores, tendo como fundamento a história que revela que desde primórdios da humanidade já existiam atitudes de cooperação entre os grupos primitivos. Na sequência, foram abordados elementos basilares para a cooperação. Também, buscaram-se diferentes abordagens para a compreensão das redes de cooperação, configurações de redes e redes de cooperação como arranjos na promoção de desenvolvimento regional. Por fim, abordou-se um referencial bibliográfico sobre a governança de redes de cooperação, porém, existe a necessidade de aprofundar o conhecimento sobre esse tema. Neste contexto, essa dissertação adotou a metodologia de um estudo qualitativo, utilizando-se como caso a governança compartilhada na rede do Consórcio Alto Teles Pires - arranjo de desenvolvimento regional de Mato Grosso- tendo como objetivo principal compreender como ocorre a governança dessa rede. Para alcançar o objetivo, além do referencial bibliográfico, realizou-se uma pesquisa documental, com o intuito de conhecer e entender o consórcio e, ainda, realizou-se pesquisa de campo através de entrevistas com os agentes envolvidos no consórcio Alto Teles Pires. / The changes in recent years have put challenges in promoting regional development. In answer to these changes in cooperation networks become an alternative to the arrangement of regional development. The expansion and growth of these networks of cooperation produced questions of how occurs governance shared with the presence of public and private agents, inserted into the same network. Through literature, for better explanation and understanding of this issue, they searched to approach and concept data by several authors, on the origins of History that reveals humanity's origins since it already existed cooperative attitudes among the primitive groups and following were addressed basic elements in the cooperation. Also searched different approaches to the understanding of cooperation networks, network configurations and arrangements such as networks of cooperation in promoting regional development. Finally, there was need to seek a theoretical background about the governance of networks of cooperation, but, there is a need to deep their knowledge approached to the topic. In this context, this dissertation adopted the methodology of a qualitative study, using the case as the shared governance in the network of the Consortium Alto Teles Pires - arrangement of regional development in Mato Grosso, with the main objective is to understand how the governance of that network. To achieve the goal, and bibliographical references, there was a documentary research, in order to know and understand the consortium and also field work through interviews with those involved agents in the consortium Alto Teles Pires.

Ziel dieser Studie, die auf Anregung des BUND entstand, ist es, zu fünf Fragen Stellung zu nehmen, die für die Gestaltung einer nachhaltigen und effizienten Luftverkehrsentwicklung in Deutschland wichtig sind. 1. Welche Kapazität haben die Bahnensysteme der drei großen Flughäfen Berlin (BER), München und Düsseldorf? Müssen diese Flughäfen um weitere Bahnen vergrößert werden oder reicht ihre Kapazität aus? 2. Welche flughafenrelevanten Trends bestimmen den Luftverkehr in Deutschland? Muss man den aktuellen Forderungen der Luftverkehrswirtschaft folgen oder gibt es auch Anzeichen für alternative Entwicklungen, die nachhaltiger sind und zu effizienteren Lösungen führen? 3. Wie gut und verlässlich sind Prognosen der Luftverkehrswirtschaft? Muss man diese Prognosen hinnehmen oder gibt es Anhaltspunkte dafür, dass sie systematisch unzuverlässig sind? 4. Wie sind die wirtschaftlichen Perspektiven der Flughäfen? Warum erzielen so viele Flughäfen Verluste? Was kann getan werden, um die Verluste zu verringern? 5. Welche Erfahrungen gibt es mit Flughafenkooperationen? Müssen Flughäfen immer alleinstehende Unternehmen darstellen oder gibt es Beispiele für gelungene kooperative Lösungen? Die Studie beleuchtet historische Erfahrungen, stellt aktuelle Entwicklungen vor und zieht Schlussfolgerungen für eine zukunftsfähige Luftverkehrspolitik in Deutschland. Drei wesentliche Aspekte dabei sind eine marktgerechte Internalisierung externer Effekte des Luftverkehrs, eine verstärkte Kooperation von Flughäfen in Deutschland und eine weitere Marktöffnung des deutschen Marktes für ausländische Wettbewerber. Großer Dank wird den Mitgliedern der Forschungsgruppe Luftverkehr geschuldet, die wertvolle Informationen beigetragen haben, ohne die diese Studie nicht hätte entstehen können. / The aim of the study is to discuss five aspects of the German aviation system which are debated intensely in Germany. The first aspect is the problem of the capacity of airports. There are several airports with two runways. The question arose what is the capacity of these airports? Some wanted to add third ones to cope with future growth while others argued the capacity would be sufficient for the foreseeable future. This leads to the second aspect which covers the trends that dominate the further development of the German aviation markets. The latter will be shaped by the competition between various airlines and various airports. Especially important will be the new competition between old airports in Europe and new ones in Istanbul, Dubai or Abu Dhabi. Equally important is the question, how good forecasts of future growth of airports are (third aspect). Studies delivered by airports themselves show a systematic overestimation of their own growth. This leads to the fourth aspect, i.e. to the question of the economic situation of small and large airports in Germany. We have to ask, why there are so many small airports with losses. Last but not least the following topic has to be discussed: could more cooperation between large and small airports solve the difficult economic situation of the small ones without hindering the large ones? International examples are being analysed. The study concludes with a proposal for the further development of the German aviation system.

Arktický region - nová aréna spolupráce nebo konfliktu? Souboj o arktické suroviny / The Arctic Region - New Arena for Cooperation or Conflict? Race for Arctic Resources

Nowadays the Arctic becomes a new arena for political and economic interrelation of different states in their will to gain future benefits, which the region can bring. The aim of the thesis is to investigate the Arctic as an area of cooperation and (or) conflict between Russia and three EU states: Denmark, Finland and Sweden as well as the EU itself. This research paper looks on the problem from the perspective of rational- choice theory of international relations, which allows comparing the Arctic strategies of observed actors and their interests in the region. Despite existence of the Arctic Council as a platform for negotiations and multilateral agreements, as well as common will to solve the disputes there is still place for uncertainties in actor' view on the development of the Arctic. For this reason the question of the Arctic region is urgent for all above mentioned countries including the EU, which seeks to take its place in the debate.
