In this context we will analyze the evolution of the National Collectors Movement, the struggle for the guarantee of social rights and the recognition of the professional category. The Solidarity Economy Movement presents itself from the perspective of grassroots formations through Solidary Popular Education, playing an important role in the process of organizing the collectors. In order to reach the objectives, the research was divided in two stages, the first one: Empirical Observation, Documentary and Bibliographic Research, the second stage in Exploratory Research through the application of data collection instruments, questionnaire and interviews, together with Cooperative Collectors of Recyclable Materials (COOTACAR). Analyzing the specific objectives, we identified the main problems faced by the collectors in the daily life of their work, we know the life history of the collectors and their difficulties, the conjuncture of the Municipal Program of Selective Collection of Cascavel / PR, we evaluate the limits and possibilities of the cooperative ; Demonstrating the advance and retreat in front of the organizational process. / O presente estudo tem como objetivo analisar o processo de trabalho e organização dos catadores de materiais recicláveis, bem como a articulação das Políticas Públicas, em específico, a Política de Assistência Social e Meio Ambiente. Neste contexto, analisaremos a evolução do Movimento Nacional dos Catadores, a luta pela garantia de direitos sociais e o reconhecimento da categoria profissional. O Movimento de Economia Solidária apresenta-se na perspectiva das formações de base através da Educação Popular Solidária, protagonizando importante ferramenta para o processo de organização dos catadores. Para alcançar os objetivos, a pesquisa foi dividida em duas etapas. A primeira: Observação Empírica, Pesquisa Documental e Bibliográfica. A segunda etapa em Pesquisa Exploratória, através de aplicação de instrumentais de coleta de dados, questionário e entrevistas, junto aos cooperados da Cooperativa de Catadores de Materiais Recicláveis (COOTACAR). Analisando os objetivos específicos, identificamos os principais problemas enfrentados pelos catadores no cotidiano de seu trabalho, conhecemos a história de vida dos catadores, suas dificuldades, a conjuntura do Programa Municipal de Coleta Seletiva de Cascavel/PR, avaliamos os limites e as possibilidades da cooperativa; demonstrando, portanto, o avanço e retrocesso frente ao processo organizacional.
