A critical analysis of gangsterism in South African correctional centres : the case of Barberton management area

Prison gangs are currently rife in South African correctional centres. Correctional officers and fellow offenders are frequently attacked by gang members, facilities are damaged and inmates are injured or killed in fights or during fires in correctional centres. Severe gang violence occurred at the Polls moor and Rustenburg correctional facilities at the end of 2016 and inexperienced correctional officers lacked the expertise to suppress the violence. This state of affairs necessitates further study into the management of prison gangs. Given the above background, this study aimed to examine how correctional facilities can suppress gang activity. The study provides an overview of the history of gangs in South Africa and shows how community gangs spread to prisons. This is followed by a meticulous documentation of the different elements of gang culture by means of observation in an effort to arm future correctional officers with knowledge regarding gangs. The findings of the observation revealed that gangs each have a unique way of greeting, using hand gestures, tattoos and verbal greetings. These communicative acts can be used as part of a strategy to prevent new offenders from becoming involved in gang activity. The observational research was confirmed by means of qualitative research. The experiences of gang members were examined by means of questionnaires to better understand the dynamic. The qualitative study was conducted at four correctional facilities, namely a maximum, medium A and medium B facility and a town youth facility. These different facilities ensured that all age groups were represented. Questionnaires were distributed to offenders who voluntarily consented to participating in the research. The literature study showed that South Africa has good legislature and policies in place, but that they have to be implemented more strictly and that the correctional officers have to be empowered by an increase in human resources and funding. In addition to capacity building, the strategic framework presented as part of the study suggests that supervision of gang members should be sharpened by for instance reconsidering the lay-out of correctional facilities. Gang members should be involved in rehabilitation programmes, which are frequently available, but not implemented. Correctional officers should be trained to manage gang members and legislation and policies should be revised frequently, as criminals tend to adjust their modus operandi continuously. The suggested framework can be of great value to the Department of Correctional Services, as managing gang activity in correctional centres can greatly change the efforts of the department to rehabilitate offenders. / Corrections Management / M. The experiences of teachers in addressing the academic wellness of juvenile offender learners

This study focuses on the experiences of teachers in addressing the academic wellness of juvenile offender learners in the Correctional Centre. The main aim was to explore and understand the experiences of teachers in addressing the academic wellness of juvenile offender learners in a Correctional Centre School. In order to achieve this aim, the researcher used Bronfenbrenner’s eco-systemic theory (1977) and the Wellness theory by Hettler (1980) as a theoretical framework. The study was conducted at one of the Correctional Centres in Gauteng Province, South Africa. Purposive sampling was used, and two Correctional School teachers were selected. The study was qualitative in nature, embedded within an interpretive paradigm and used a phenomenological approach. After ethical measures were addressed, data were collected using the semi-structured interviews (Henning, Van Rensburg & Smit, 2004). The findings revealed that teachers implemented effective teaching strategies towards the enrichment of the academic wellness of the juvenile offenders in the Correctional Centre. Teachers indicated that there are barriers to learning in the Correctional School. Level of literacy and numeracy skills are low among juvenile offender learners. Some learners are not interested in learning and they have poor educational background. However, teachers revealed from the findings that indicate that effective schooling rehabilitates and could lower recidivism. An additional theme indicated that learning and teaching support materials (LTSM) are not adequately available. Moreover, teachers need empowerment and development in the Correctional setting and to be equipped or skilled adequately on necessary knowledge to handle special school environment and its challenges. Recommendation was made that to enhance and improve juvenile offender learners’ academic wellness, ample time spent during lock-up should instead be allocated to the Correctional School, be used efficiently and effectively. / Inclusive Education / M. A criminological analysis of the transfer of juveniles to adult correctional centre

Many young people in South Africa are involved in crime, especially violent crime. This statement is supported by statistics obtained from the Annual Report (2013:37) of the Judicial Inspectorate for Correctional Services which indicates that 26 282 young people were serving sentences in South African Correctional Centres at the end of the 2012/13 financial year. This annual report of the Department of Correctional Services (2013:13) indicates that at the time of the report, 11 000 offenders were sentenced to life imprisonment and a third of them were youth offenders. The majority of these young people have to be transferred from juvenile facilities to adult centres to continue their incarceration when they turn twenty one. This transition holds a number of challenges, both for these young people and the Department of Correctional Services. Young people are confronted with the reality of possibly falling victim to HIV/AIDS, gangs, sodomy and rape in overcrowded, adult correctional facilities. The Department of Correctional Services encounters problems in assisting these young people to adjust to this transition and the protection of these young people from assault and abuse by older inmates remains an institutional concern. The main aims of this research are to examine: the age at which juveniles are transferred to adult correctional centre to continue with their sentences; the factors taken into account before transfer; the challenges faced by youth offenders in adult correctional centre; and the needs of youth offenders in adult correctional facility. A mixed method research study on parole violations in South Africa

The researcher conducted a mixed method research study on parole violations from a South African perspective. In South Africa, there is limited research regarding the causes of parole violations. Thus, the study is mainly descriptive, but also exploratory in nature and considered a first of its kind. The study aimed to explore parole violation as a phenomenon through the perceptions, opinions, attitudes and incident recall of re-incarcerated parolees. Furthermore, the study aimed to describe the causes for parolees to fail on parole. A two-phase sequential mixed methods research design was used that involved the collection and analysis of primarily quantitative data from self-administered questionnaires. These questionnaires were complemented by a qualitative data collection phase consisting of focus group interviews. A representative sample (n=111) chosen according to the various ethnic groups was drawn from a population of 1 111 adult male parole violators in the Gauteng region (aligned to the regional divisions used by the Department of Correctional Services and not to the provincial borders) for the quantitative phase. Non-probability sampling was used to select 22 participants who volunteered for the second, qualitative phase of the study (focus group interviews). Descriptive statistical analysis was used to analyse the data collected from the questionnaires. The data was analysed by means of frequencies (frequency tables and graphs) to describe one variable and cross tabulations (contingency tables) to show bivariate quantitative data. All the focus group interviews were recorded and transcribed verbatim for analysis. The transcripts provided a complete record of the discussions and helped to facilitate the analysis of the data according to identified, recurring themes. On release, many stigmatised and rejected parolees face widespread post-release challenges that prevent successful reintegration. The study revealed that poor pre-release planning and post-release support, a lack of education, unemployment, substance abuse, and a loss of family support are described as the main causes of parole violations. The recommendations from the research findings showed the importance of pre-release planning, risk assessment, employment, education, treatment for drug and alcohol abuse, community partnerships, family involvement, and graduated responses to parole violations that are fair, consistent, and legal. / Penology / D.Lit. et Phil. The provision of Library and Information Services to offenders in South Africa with reference to Leeuwkop and Johannesburg correctional services

A need to correct the behaviour and deeds of people who have been incarcerated has been in the plans of the South African Government for a number of years now. Shifting from being punishment to rehabilitation centres, the correctional places have the aim to rehabilitate and prepare inmates to be included in and accepted by the society beyond their incarceration period. Qualitative and quantitative approaches were adopted. The case study design was employed to provide the researcher with the flexibility to gather data after an in-depth study of the LIS in Leeuwkop and Johannesburg correctional centres. The targeted population was the Department of Correctional Services (DCS) officials in charge of the LIS, Gauteng Department of Arts and Culture (DAC), City of Johannesburg (CoJ) municipality LIS Department and offenders from the Leeuwkop and Johannesburg correctional services. The purposive sampling technique was used to select the sample for the study. Interviews were held with six Leeuwkop and Johannesburg DCS officials, one official from the City of Johannesburg LIS Department responsible for project management, and two officials from the Department of Arts and Culture. Questionnaires were administered to Leeuwkop and Johannesburg offenders. Triangulation was used to provide different views and opinions during the data analysis. The qualitative data was analysed thematically while the quantitative data was analysed numerically with tables and graphs. Ethical considerations were taken into account by acknowledging authors and providing consent forms to the participants. The study established that there was a provisional policy for correctional services libraries in Gauteng. However, most libraries did not utilise it as they rather used other policies. This is due to the fact that libraries are not autonomous but are under the formal authority of the Department of Education and Sport, Recreation, Arts and Culture (SRAC). Most inmates knew about the LIS facilities in their centres. However, the study found out that the materials stored in the libraries were out-dated and limited. Additionally, most centres did not have programmes to rehabilitate offenders while they are within the correctional facilities and to reintegrate them back into the society after their release. Adult sentenced female economic offenders at the Kgosi Mampuru II female correctional centre (Gauteng) : a criminological assessment of fraud

This qualitative case study research endeavour is a direct result of limited research on female fraud research in South Africa. The research questions that guided this research are: What are the different pathways and lived experiences of the females incarcerated for fraud?; What are the causes, contributory factors and motives of the sample-specific female fraud offenders? and Can the criminal behaviour of each female offender be explained by means of criminological theories?. Seven adult female offenders voluntarily participated in this research project and their unique narratives, pathways and lived experiences were depicted and analysed to determine the causes, contributory factors and motives related to their offending behaviour. Criminological theories and the gendered theory of female offending were applied to explain their fraud-related behaviours. The role of educators in enhancing the social wellness of juvenile offenders in Midlands region prison and correctional services in Zimbabwe

Abstracts in English, Zulu and Shona / The purpose of the study was to examine the role of educators in enhancing the social wellness on juvenile offenders in Zimbabwe. The theoretical framework that underpinned the study was the Wellness Theory of Bill Hettler (1980) used as the lens to explore and generate understanding on how educators enhance the social wellness of juvenile offenders. The study was located within an interpretive paradigm. Qualitative research design and case study approach were used in this study. Moreover, purposive sampling approach was used to select the samples of educators and juvenile learners who responded to the qualitative questionnaires and those who participated in the interviews, which were used for data collection. The research had five educators and ten juvenile offenders who participated at one of the correctional centres in Zimbabwe based on availability and willingness. In addition, the researcher adhered to ethical standards in terms of gaining permission for access, issues of informed consent, voluntary participation, and confidentiality. Data were gathered by means of self-administered qualitative questionnaires with open-ended questions, interviews and observation. The research identified that no research has been carried out in Zimbabwe’s correctional centres to thoroughly explore the role of educators in the enhancement of the social wellness of juvenile offenders. The findings firstly revealed that education promoted the social wellness and resulted in positive behavioural change among juvenile offenders at the correctional centre. Secondly, education promoted the development of various technical skills in juvenile learners, such as agriculture and welding, as well as interpersonal skills such as anger management, respect, problem solving, and communication. The findings revealed that some juvenile offenders developed entrepreneurship skills. Some of the juveniles were making doormats, fence making and plaiting extensions. One of the juveniles had a unique skill in plaiting and braiding. He taught his friends, and now they are plaiting extensions and selling them. Thirdly, the findings revealed that educators are essential in the enhancement of the social wellness of juvenile offenders in an effort to reduce recidivism and facilitation of good and smooth social reintegration into mainstream society after incarceration. The challenges faced by the educators included limited resources and inadequate training as specialists who teach juvenile offenders. The parole process from a South African perspective

The transformation of the Department of Correctional Services into an institution of rehabilitation and the promotion of corrections as a societal responsibility brought a new dimension to the release policy of South Africa. A new Correctional Services Act 111 of 1998 came into effect and the Department of Correctional Services published a White Paper on Corrections during 2005. The idealistic correctional goal of protecting the community while rehabilitating the offender has served as a reason for conducting research into the parole process from a South African perspective. The qualitative aim of the study is to explore parole as a phenomenon and to describe the process involved in successfully reintegrating an offender into the community. The significant role that Correctional Supervision and Parole Boards play in the parole process and the emphasis they place on community safety, the interest of the victim and the rehabilitation and control of offenders as part of their mission statement are highlighted in the study. / Penology / M.A. (Penology)

Secondly this study gives clarity on the study of long-term offenders in a maximum security prison. Offenders detained in maximum security prisons are given long-term imprisonment by the court of law. Long-term imprisonment goes along with high level of stress in correctional facilities. As a result, the development and treatment programs offered for inmates form part of the study. This study is important for the South African correctional system due to some of the categories of offenders in maximum security prisons. / Die hoofoogmerk van hierdie studie is om ʼn MAGISTER-graad te verwerf. Die studie gee tweedens duidelikheid oor die bestudering van langtermynoortreders in ʼn maksimumsekuriteittronk. Oortreders wat in maksimumsekuriteittronke aangehou word, word langtermyngevangenisstraf opgelê deur ʼn geregshof. Langtermyngevangenisstraf word geassosieer met hoë stresvlakke in korrektiewe fasiliteite. Die ontwikkeling- en behandelingprogramme wat aan gevangenes gebied word, vorm deel van hierdie studie.
