A presente dissertação discute as questões relacionadas à intensificação das mudanças climáticas por causas antrópicas conforme a evolução no uso dos recursos naturais, inovações
nos processos produtivos, transformações econômicas, sociais, culturais, políticas e, especialmente ambientais. Aborda a comercialização dos créditos de carbono através de
projetos de Mecanismo de Desenvolvimento Limpo (MDL), um dos mecanismos de flexibilização criados pelo Protocolo de Kyoto. No contexto de mudanças climáticas, uma matriz energética que utilize fontes de energia que não emitam gases causadores do efeito estufa (GEE) se mostra uma importante estratégia de desenvolvimento sustentável. Sob essa perspectiva, a energia nucleoelétrica é apresentada como uma alternativa viável aos combustíveis fósseis, considerando que esta é uma energia limpa e compatível com a
perspectiva de desenvolvimento sustentável. A Fábrica de Combustível Nuclear (FCN), localizada em Resende (Rio de Janeiro), pertencente às Indústrias Nucleares do Brasil (INB),
é um conjunto de sofisticadas fábricas nas quais se processam etapas importantes do ciclo do combustível nuclear. Na FCN, o Centro Zoobotânico realiza a gestão das atividades voltadas para a conservação da natureza tais como o Programa de Recuperação de Mata Ciliar,
Reflorestamento e Fauna. O Relatório de inventário das emissões diretas e indiretas de GEE da FCN, elaborado pela INB para o ano de 2008, permite a auto-avaliação da empresa,
retratando a preocupação corporativa com as questões relativas às mudanças climáticas. Segundo este Relatório, o total de emissões de GEE quantificado corresponde a 12,14% da capacidade total de sequestro de dióxido de carbono, no período de Janeiro a Dezembro de 2008. marketing of carbon credits through projects of Clean Development Mechanism (CDM), one of the flexible mechanisms created by the Kyoto Protocol. In context of climate change, an energy matrix that uses energy sources that do not emit greenhouse gases (GHG) proves an
important strategy for sustainable development. From this perspective, the nuclear-electric energy is presented as a viable alternative to fossil fuels, considering that this is a clean energy and compatible with sustainable development perspective. The Nuclear Fuel Factory
(FCN), located in Resende (Rio de Janeiro), belonging to the Nuclear Industries of Brazil (INB), is a sophisticated set of factories where important steps of nuclear fuel cycle are processed. In FCN, the Zoobotanical Center performs the management of activities for conservation of natures, as the Recovery Program of Riparian Vegetation, Forestry and Wildlife. The report of inventory of direct and indirect emissions of greenhouse gases from FCN, produced by INB for the year 2008, allows the self-assessment of the company,portraying the corporate preoccupation with issues related to climate change. According to the report, total GHG emissions measured corresponds to 12.14% of the total capacity of sequestration of carbon dioxide in the period January to December 2008. Protecting forests and planting trees are essential components of any comprehensive strategy for mitigating climate change and the share of INB in the carbon credit market can provide positive externalities, such as earnings picture, fitness for environmental standards and improving the relationship with society.

The aim of the thesis was to define and explain the basic concepts of the tax system, the legal basis and provide an overview of legal regulations and the basic types of taxes. The theoretical part is focused on defining the very nature and importance of taxes and the related conceptual terms. The operational part was to analyze whether the introduction of flat tax in the Czech Republic and Slovakia brought some benefit or not. To achieve these objectives in their work, I will use methods of analysis and synthesis, comparison, and statistical regression analysis. Thesis consists of three chapters. In the first chapter I focus on the definition of basic concepts related to the issue of a flat tax. The second chapter is devoted to tax reform in the Czech and Slovak Republics, and I pay particular attention to tax personal income and pension reform. The third chapter is devoted to an analysis of the effective tax burden, while the empirical part of my work, and within, I analyze the effectiveness of the tax burden in the form of comparisons between the Czech and Slovak Republic. To calculate the effective tax burden, I use actual data from the Statistical Office of the Czech Republic and Slovak Republic. In conclusion, the thesis I have summarized the results of which I write the thesis concludes.

Essa dissertação aborda o processo de reestruturação imobiliária da região noroeste da metrópole de São Paulo, em particular o distrito de Perus, cujas transformações socioespaciais progrediram de um bairro operário para uma periferiadormitório e, então, potencialmente, para um local adequado à logística e à sustentabilidade. Este último movimento ocorre, sobretudo, através do impulso dado pela construção do Rodoanel que estimula a construção de novos produtos imobiliários, notadamente, centros logísticos e condomínios residenciais. Também atuam nessa transição projetos urbanísticos sustentáveis que estão previstos ou em implantação em Perus. A pesquisa analisa o conteúdo desses projetos e a sua origem, visto que foram financiados com dinheiro da venda de créditos de carbono negociados pela Prefeitura de São Paulo com empresas transnacionais. Nossa hipótese é que esses planos urbanísticos cumprem papel de esverdear a fronteira urbana e de promover uma espécie de gentrificação verde, através da remoção forçada de famílias e do controle do tipo de uso do solo. Examinamos ainda a política pública de implantação de parques lineares, localizados em sua maioria na periferia da cidade de São Paulo, refletindo a respeito dos impactos desses projetos na vida da classe trabalhadora e na dinâmica do processo de urbanização, o que nos conduziu a observar uma relação entre o urbanismo sanitarista e o urbanismo sustentável. / This dissertation examines the process of real estate development in the northwestern region of the São Paulo metropolis, in particular, the district of Perus, where a process of socio-spatial transformation has resulted in its character progressing from from being a working-class neighborhood to a dormitory-periphery suburb of São Paulo and, as such, an area potentially suitable for investments in logistics and sustainable living. This most recent changes have occurred mainly due to the impulse provided by the construction of the São Paulo ring road (\"Rodoanel\"), which has stimulated the construction of new real estate developments, notably, logistics centers and residential condominiums. Other factors that contributed to this transformation were the sustainable urban projects, planned or already under construction, in Perus itself. This research analyzes the content of these projects and their origin, since they were financed with funding from the sale of carbon credits by the São Paulo Municipal Administration to transnational companies. Our research hypothesis is that these urban plans effectively fulfill the role of \"greening the urban frontier\" and promote a kind of \"green gentrification\" which involves the forced removal of families and the control of land use. We also examined the public policy of implementing linear parks, which are mainly located in the outskirts of the Municipality of São Paulo. We reflected on the impacts of these projects on the life of the working class population and the dynamics of the urbanization process, leading us to observe that there is a relationship between sanitary urbanism and sustainable urbanism.

<p>Small firms often have inadequate access to the capital necessary for sucessful management. The Swedish Government introduced in the mid-1990s allowance rules that facilitate retention of profit for sole proprietorships and partnership firms. The tax credits arising from the allowances give certain benefits as a source of financing compared to traditional forms of credits. Among the more essential benefits are that the payment for some parts of the tax credit can be put on hold almost indefinitely, or alternatively never be paid. The firms are free to use these means, and the responsibility of future payment of the postponed tax debt stays with the individual firms. The comprehensive purpose of the dissertation may be stated as to increase the understanding of small Swedish firms, especially sole proprietorships, utilizing possibilities for allowances for income smoothing and internal financing. At the beginning the dissertation describes case studies, comprising a smaller selection of microfirms. With a starting-point from the accounted and reported income-tax returns, alternative calculations are made where additional positive tax and finance effects appear possible to obtain. One purpose of these studies is to increase the insight regarding the possibilities of income smoothing and internal financing that arise from utilizing these allowances. </p><p>These studies also illuminate, to what extent and in what way they are being used in reality. Another objective of these studies is to give a more substantive insight into the technics behind the different allowances, appropriation to positive or negative interest rate allocation appropriation or dissolving of tax allocation reserve appropriation or dissolving of “expansion fund” Theories regarding the creation of resources, through building of capital, and theories on financial planning and strategy are studied. The purpose is to find support for the choice of theoretical grounded underlying independent variables that can be used in cross-sectional studies to explain the use of the possibilities of appropriations. Theories of finance that are of greatest interest, in the operationalisation of these variables, are theories that discuss the choices of different financing alternatives for small firms. The “pecking order theory”, describes the firm’s order of priority when choices of finance alternatives are made. The concept of “financial bootstrapping” expands the frame for different forms of financing choices that especially very small firms have at their disposal.</p><p>The last part of the theoretical frame deals with the phenomenon of “income smoothing,” which can be translated as leveling out profits/losses. A number of financial and non-financial variables are supported by and operationalised from these financial theories e.g., return on sales, capital turnover, quick ratio and debt-to-equity ratio, respectively age, gender and line of business. Cross-sectional studies are implemented for the taxation years of 1996 and 1999, on databases that have been extracted from Statistics Sweden. The group of 87,276 sole proprietorships included in the study were required to complete tax returns and pay taxes for the business activity according to the supporting schedule, N2, information from the sole proprietorships’ income statement and balance sheet in an accounting statement that comes with the income tax return form. The possibilities of allowances are considered as dependent variables. The intention of the cross-sectional studies is to survey and describe the utilization of possible allowances, with the support of the financial and non-financial independent variables. The connection of these variables to the decision of sole proprietorships to appropriate to the tax allocation reserve is also summarized in a logistic regression model. A number of theoretically based propositions are made for the purpose of observing how the variables are connected to the chances that sole proprietorships actually appropriate to this form of allowance. Appropriation to the tax allocation reserve stands out as the most practiced form of allowance. The studies also clarify that utilization varies among different forms of allowances, but that not all firms that have the prerequisites to utilize the possibilities really do so to the full. A further utilization of the different possibilities of allowances is often conceivable. For the sole proprietorships that are not utilizing these possibilities, the allowances should be considered eligible as a contribution to internal financing and to increase access to capital.</p>

La présente thèse porte sur l'analyse des impacts du crédit dans le cadre d'une problématique générale de la microfinance et en particulier sur un terrain empirique de la ville de Ouagadougou, au Burkina Faso. Notre thèse démontre d'abord les mécanismes par lesquels les crédits sont octroyés et gérés en mettant en perspective certains aspects de la théorie de l'agence. Du côté de l'offre, nous étudions trois Systèmes Financiers Décentralisés (SFD) et leurs politiques de crédit. Nous analysons comment les trois SFD s’efforcent de servir les exclus aux financements des banques classiques et d'encadrer toute recherche de profit dans cette même vision. De l'autre côté, il est question de la demande et de la gestion du crédit par les PME. Là, nous découvrons les facteurs déterminants de la demande de crédit ainsi que les modes de fonctionnement des PME. Cette thèse procède aussi à l'analyse de la performance socio-économique des SFD. Cette analyse nous révèle des signaux importants sur leurs performances et des questions pertinentes en ce qui concerne leur gestion. Nous saisissons également la dynamisation du milieu rural par le transfert de l'épargne de la ville vers la campagne comme une perspective de solidarité qui mérite un approfondissement et des appuis. La thèse expose la ramification des impacts notamment sur le revenu, l’emploi et l'exclusion sociale à l'instar du concept de la chaîne d'impacts tel que prôné par David Hulme. Par ailleurs, notre thèse révèle la nécessité d'évaluer les actions à partir des objectifs des acteurs en proposant une théorie dans ce sens. Enfin, la thèse fait une analyse critique des options possibles pour l'avenir de la microfinance. Dans tout cela, notre thèse démontre que les acteurs continuent d'afficher des positions souvent contradictoires en fonction de leurs logiques et stratégies. C'est en effet, dans ces conditions et particulièrement dans l'observation et l'analyse de ces logiques et stratégies que nous suggérons des recommandations par type d'acteurs avant de tirer des conclusions. / The present thesis relates on the analysis of the impact of the credit within the framework of general problems of microfinance and in particular to an empirical ground of the town of Ouagadougou, in Burkina Faso. This thesis shows initially the mechanisms by which the credits are given and managed by putting into perspective certain aspects of the agency theory. On the offer side, we study three Decentralized Financial Systems (DFS) and their credit policies. We analyse how the three DFS endeavour to finance people excluded from the financings of the traditional banks and to frame any search for profit in this same vision. On the demand side, it is a question of the demand and the management of the credit by SME. There, we discover the determining factors of the application for credit as well as the operating modes of SME. This thesis also carries out the analysis of the socio-economic performance of the DFS. This analysis reveals to us important signals on their performances and relevant issues with regard to their management. We also seize the dynamisation of the rural area by the transfer of the savings of the city towards the countryside as a prospect for solidarity which deserves a deepening and supports. The thesis exposes the ramification of the impact in particular in terms of income, employment and social exclusion following the concept of the chain of impacts as preached by David Hulme. In addition, this thesis reveals the need for evaluating the actions starting from the objectives of the actors by proposing a theory in this direction. Lastly, the thesis makes a critical analysis of the possible options for the future of microfinance. All in all, our thesis shows that the actors continue to post often contradictory positions according to their logics and strategies. It is indeed, under these conditions and particularly in the observation and the analysis of these logics and strategies, that we suggest recommendations by type of actors before drawing the conclusions.

Purpose of the study was to determine effect, if any, of tax credit legislation for contributions to higher education in Indiana, Michigan, and North Dakota. Secondary purposes were twofold: 1) to discover differences in patterns of giving to public and private institutions of higher education, and 2) to compare existing tax credit laws and develop recommendations for model legislation.Data, collected from published journals and reports of private and governmental agencies, were subjected to analyses for consistency and compatibility in order to assure validity in interpretation. All dollar amounts were converted to 1967 Constant Dollar Values for analysis.Data for voluntary giving in areas of business and corporate giving, non-alumni giving, giving by other groups, and alumni giving for individual institutions were compared with composite national data for giving to higher education.Findings1. Annual reports of voluntary giving to higher education have presented raw data reflecting a growth of 40 percent for 1970-1977, when converted to real dollar purchasing power, a loss in excess of 8 percent is documented.2. Growth in voluntary giving to institutions studied exceeded growth on a national basis; growth in giving to public institutions far exceeding growth in giving to private institutions.3. Voluntary giving to higher education by business and industry has declined during a period when growth would have been expected.4. Tax credit legislation is possible in all states.Conclusions1. Voluntary giving to higher education in Indiana, Michigan, and Forth Dakota, states having tax credits for gifts to higher education, increased at rates demonstrably greater than the rate of increase for the national composite.2. Growth in voluntary giving to higher education was directly related to length of time the tax credit law has been in effect.Implications1. Voluntary giving to higher education is directly related to fund raising campaign efforts causing wide fluctuations in year-to-year levels of giving.2. Growth in voluntary giving to higher education using a tax credit is related to awareness, a component of fund raising campaigns.

The Relationship between R&D Investment and Dividend Payment Tax Incentives and Their Role in the Dividend Tax PuzzleCleaveland, Mary Catherine 12 December 2006 (has links)
Although much research on corporate dividend policy exists, the evidence is far from conclusive. Understanding how dividend taxes affect firm-level decisions is crucial to evaluating dividend imputation credits which provide shareholder-level tax credits for dividends received or decreased shareholder-level dividend tax rates, which reduce the double taxation of dividends. Using changes in New Zealand and Australia’s tax regimes, this dissertation provides new evidence on the relationship between tax incentives for R&D investment and dividend payment. The results show that the theory that the tension between R&D investment and dividend payment decreases when a country previously not offering tax incentives for R&D investment or dividend payout, implements one, does not hold using New Zealand firms. Further, New Zealand dividend-paying firms with higher marginal tax rates behave in the manner predicted for firms moving from a tax regime offering a tax incentive for R&D investment to a tax regime offering tax incentives for both R&D investment and dividend payment. The results using Australian data, demonstrate that that the tension between R&D investment and dividend payment increases when a country previously offering only a tax incentives for R&D investment, offers one for both R&D investment and dividend payment. This result is driven by firms with high marginal tax rates. These findings demonstrate that the relationship between tax incentives for R&D investment and dividend payment varies according to firm marginal tax rates and typical dividend payment policies. It also reiterates the importance of considering firms’ abilities to use R&D tax incentives, via their marginal tax rates, when contemplating the effects a shareholder-level dividend tax decrease will have on R&D investment. This dissertation also provides new insight into the corporate dividend policy views. The results support the double taxation and tax irrelevance views in dividend-paying firms operating in a tax regime with dividend imputation and capital gains taxes. By documenting a significant decrease in R&D investment after a change in dividend taxes, this dissertation also highlights a void in the current corporate dividend policy views and shows the need for the inclusion of R&D investment.

Anticipating the impacts of climate policies on the U.S. light-duty-vehicle fleet, greenhouse gas emissions, and household welfarePaul, Binny Mathew 07 July 2011 (has links)
The first part of this thesis relies on stated and revealed preference survey results across a sample of U.S. households to first ascertain vehicle acquisition, disposal, and use patterns, and then simulate these for a synthetic population over time. Results include predictions of future U.S. household-fleet composition, use, and greenhouse gas (GHG) emissions under nine different scenarios, including variations in fuel and plug-in-electric-vehicle (PHEV) prices, new-vehicle feebate policies, and land-use-density settings. The adoption and widespread use of plug-in vehicles will depend on thoughtful marketing, competitive pricing, government incentives, reliable driving-range reports, and adequate charging infrastructure. This work highlights the impacts of various directions consumers may head with such vehicles. For example, twenty-five-year simulations at gas prices at $7 per gallon resulted in the highest market share predictions (16.30%) for PHEVs, HEVs, and Smart Cars (combined) — and the greatest GHG-emissions reductions. Predictions under the two feebate policy scenarios suggest shifts toward fuel-efficient vehicles, but with vehicle miles traveled (VMT) rising slightly (by 0.96% and 1.42%), thanks to lower driving costs. The stricter of the two feebate policies – coupled with gasoline at $5 per gallon – resulted in the highest market share (16.37%) for PHEVs, HEVs, and Smart Cars, but not as much GHG emissions reduction as the $7 gas price scenario. Total VMT values under the two feebate scenarios and low-PHEV-pricing scenarios were higher than those under the trend scenario (by 0.56%, 0.96%, and 1.42%, respectively), but only the low-PHEV-pricing scenario delivered higher overall GHG emission estimates (just 0.23% more than trend) in year 2035. The high-density scenario (where job and household densities were quadrupled) resulted in the lowest total vehicle ownership levels, along with below-trend VMT and emissions rates. Finally, the scenario involving a $7,500 rebate on all PHEVs still predicted lower PHEV market share than the $7 gas price scenario (i.e., 2.85% rather than 3.78%).
The second part of this thesis relies on data from the U.S. Consumer Expenditure Survey (CEX) to estimate the welfare impacts of carbon taxes and household-level capping of emissions (with carbon-credit trading allowed). A translog utility framework was calibrated and then used to anticipate household expenditures across nine consumer goods categories, including vehicle usage and vehicle expenses. An input-output model was used to estimate the impact of carbon pricing on goods prices, and a vehicle choice model determined vehicle type preferences, along with each household’s effective travel costs. Behaviors were predicted under two carbon tax scenarios ($50 per ton and $100 per ton of CO2-equivalents) and four cap-and-trade scenarios (10-ton and 15-ton cap per person per year with trading allowed at $50 per ton and $100 per ton carbon price).
Results suggest that low-income households respond the most under a $100-per-ton tax but increase GHG emissions under cap-and-trade scenarios, thanks to increased income via sale of their carbon credits. High-income households respond the most across all the scenarios under a 10-ton cap (per household member, per year) and trading at $100 per ton scenario. Highest overall emission reduction (47.2%) was estimated to be under $100 per ton carbon tax. High welfare loss was predicted for all households (to the order of 20% of household income) under both the policies. Results suggest that a carbon tax will be regressive (in terms of taxes paid per dollar of expenditure), but a tax-revenue redistribution can be used to offset this regressivity. In the absence of substitution opportunities (within each of the nine expenditure categories), these results represent highly conservative (worst-case) results, but they illuminate the behavioral response trends while providing a rigorous framework for future work. / text
