Electoral System Choice in the Context of the Democratic Transition and Consolidation Diploma thesis examines the influence of exogenous factors on motivation and preferences of electoral reform actors based on their power position and value-driven approach in Czechoslovakia. It deals with the relation among mode of transition, the electoral reform type and the electoral system type as outcome for the founding elections. It attempts to identify the difference of conditions for electoral system change during the democratic transition and the consolidation in Czechia; to compare their exogenous factors. It also examines which values were emphasized by electoral reform actors and which values were embodied by their preferred electoral systems. It classifies the type of electoral reform process. It also provides the overview of chosen electoral system parameters and evolution of its changes.

Cesta Československa od podpory sionismu k antisionismu (1947-1957) / Path of Czechoslovakia from Support of Zionism to Anti-Zionist Position (1947-1957)

The theme of this thesis is attitude of the Communist Party and Czechoslovak totalitarian regime to Zionism in 1947-1957. The main aim of the archive research was to map gradual change of the communist regime from its position of the supporter of Zionism to that one of convinced anti-Zionism (nearly to anti-Semitism). Support of Zionism was primarily presented by help to the nascent state of Israel in 1947-1949. The evidence is given by the role of Czechoslovakia at meetings of the United Nations General Assembly in 1947 and its role as a member of United Nations Special Committee on Palestine. Furthermore, supplies of military equipment to Israel, diplomatic support, demographic support and training of Jewish brigade in Czechoslovak territory in 1948. Gradual change to anti-Zionist position at the end of 1940s and beginning of 1950s is illustrated with complicated negotiations on economic cooperation and with interfering of the regime in running of Jewish religious communities and Zionist organisations. During the first half of 1950s the support turned into downright opposition and lead in a diplomatic quarrel caused by the Slánský trial which had definitely anti-Semitic and anti-Zionist dimension. The diploma thesis focuses on changes of the life of the German minority that was living in the Czechoslovak Socialist Republic at the turn of the 1960s and 1970s, in connection with the then press. The thesis deals with an influence of the reviving process, which is called Prague Spring and then the period of normalization on the progress of status of the German minority in the Czechoslovakia. The thesis presents events of the year 1968, that are related to the national minorities policy which led to reception of the Constitutional Act No. 144/1968 Coll., about the status of the national groups in the state. I also analyse the activisation of the members of the German minority for the purpose of formation of their cultural association named "Kulturní sdružení občanů ČSSR německé národnosti" (the Cultural association of the citizen of the German nationality in the Czechoslovak Socialist Republic), which was enabled on the ground of the aforesaid constitutional law. The text also deals with the start of the period of normalization and its consequences for the German minority. This work seeks to answer questions concerning the role France played in shaping the Czechoslovak elite in the first half of the 20th century. The study rests on three basic pillars. The first is a study of the framework in which Franco-Czechoslovak relations developed in the area of culture, cultural and educational policy. The second pillar is the question of France's direct involvement in Czechoslovakia - by means of solid structures created in connection with the establishment of the new state, and with the development of active French cultural policy after 1918. On the one hand, the French Institute in Prague, which, in the period under study, wanted to be more than a mere cultural centre, its ambitions primarily concerning scientific cooperation (language, philosophy, history, law, medicine, economics, chemistry, technical disciplines). On the other hand, the French Real Grammar School in Prague, the example of which gives a very good study of the competitive limits of cooperation between the two countries in the field of secondary education. The Diploma thesis focuses on youth structures that profess to the largest far-right and far-left parties representatives in the Czech Republic. In the far-right milieu it is the Worker's Party Youth, who are closely associated with the Worker's party of Social Justice. On the far-left side of the spektrum, there are formally two entities, that profess to the Communist Party of Bohemia and Moravia: the Communist Youth Union and the Union of Young Communists of Czechoslovakia. The aim of this thesis is to clarify the extent of real interdependence of these civic associations with a political party, and on the other side, to examine their political extremism level, both in theory and also in the terms of security forces. The thesis further explores to what extent, therefore, these entities are a real threat to the existing democratic system in the Czech Republic.

Postavení československého Senátu v politickém systému První republiky / The Position of the Czechoslovakia Senate in the Political System in the First Republic

The goal of this thesis is to show the life and functioning of the Senate of the National Assembly of Czechoslovakia. The upper house of the Czechoslovak Parliament functioned between 1920 and 1939 after which it was officially dissolved during the Protectorate of Bohemia and Moravia. In the concerned period, the chamber was gradually saw 444 lawmakers of seven different nationalities. The biggest number consisted of Czechs and Germans. The functioning of the Senate is analyzed from multiple angles. First the debate accompanying the establishment of a second chamber before the adoption of the new Constitution in 1920 is analyzed. Attention is also paid to the period debates and unrealized proposals for a Senate reform at the end the 1920's, linked to the proposed creation of the Economic Parliament. Also shown is the proportional representation electoral system used for elections to the Senate. The results were reflected in a large number of political parties with low electoral gains, which in turn hindered the creation of a stable political environment. The thesis considers the party, ethnic, social, intellectual and oratory activities of individual senators.
