The content of the paper is the analysis of the development of territorial structure of public administration in the Czech Republic. The contribution of the paper is the evaluation of the present state of the Czech public administration after the introduced administrative reforms that however have not been completed from the viewpoint of their proper intentions. The foreground character of the present paper is rooted in the solution of the most pressing problems of structural design the area public administration function, that have not yet been corrected by the up to now provided reform steps. In the process of the working of the individual designs, the author has been considering the historic development of the stipulated problems since the year 1848, and the individual views of specialists engaged in the public administration in the Czech Republic and the actual designs provided by the Ministry of the Interior. Among the chief steps that would improve the present state of the public administration in the Czech Republic the author classifies the abolition of law No. 36/1060 Sb., the territorial division of the state, the abolition of municipalities of the 2nd rank and the reduction of the competences of small municipalities with delegated province.

The thesis focusses on central nodes' dynamics in cyberspace, representing its key elements. Such approach derives from the theory of networks developed by Albert-László Barabási and it is conceptualised along with cyberspace in security studies and the role of a state in cyberspace. Main question, which is how to improve cybersecurity strategies, is answered by well-structured package of possible positions of a state towards central nodes. It asses the level of involvement in cyberspace, boundaries of intrusion into central nodes and acceptable tools usable against those which are not directly accessible. This thesis is devoted to analyze the decentralization process in selected Central and Eastern European countries. Its aim is therefore to evaluate and compare the results of decentralization in selected countries in the context of European regional policy - the Europe of the regions. The basic hypothesis is that regional policy provides a sufficient incentive for the EU nation-states to launch decentralization and proceed into the establishment of regional levels of government in the form of new political entities that are institutionalized, have their own poltickou representation and play a key role in planing and implementation of the structural and cohesion funds. The hypothesis will be investigated using analysis and comparison of the results of decentralization in the five Central and Eastern European Countries: Estonia, Slovenia, Poland, Hungary and the Czech Republic.

Cyberspace is perceived in its broadest shape as a fluid result of social constructivism influenced by behaviour of its users.
