Under 2010 antogs en ny regionplan för stockholms län, RUFS 2010. Planens mål är att “Stockholm ska bli Europas mest attraktiva storstadsregion”. Dialog och samverkan har varit viktiga utgångspunkter både för planprocessen och det framtida arbetet med att genomföra planen. Regionen har arbetat med att involvera kommunerna i regionplaneprocessen, bland annat som ett sätt att förankra regionplaneringens innehåll även i kommunernas egna strategiska planering. I den här studien har jag undersökt relationerna mellan medborgarna, kommunerna och regionen i planeringen, för att söka svar på frågor om makten över den strategiska planeringen, vem som har tillträde till arenorna där beslut fattas samt medborgarnas möjligheter till inflytande i den regionala planeringen. För att svara på mina frågeställningar har jag gjort en fallstudie i stockholmsregionen, där jag studerat den nya regionplanen och ett antal stockholmskommuners översiktsplaner. Målet med min fallstudie har varit att undersöka relationerna mellan RUFS 2010 och kommunernas översiktsplaner för att se hur de olika planprocesserna har hanterat frågor om makt och deltagande. För att få en större inblick i hur planprocesserna gått till har intervjuer med tjänstemän som arbetat med plandokumenten varit en viktig del av min fallstudie. I min analys har jag använt mig av teorier om deltagande, berättande och makt över planeringen. Mina slutsatser är att även om den regionala planeringen inte har någon formell makt, så har regionen makten att agera som agendasättare och skapare av en arena för dialog och samarbete. Frågan är bara vem som har tillgång till den arenan? / In 2010, the Stockholm County passed a new regional plan called RUFS 2010. The aim of the plan is to turn Stockholm into the most attractive urban city-region of Europe. Dialogue and collaboration have been essential starting points for the planning process and the processes of implementing the plan. The regional government has put a lot of effort into involving the municipalities in the regional planning process, to establish the contents of the county plan in the municipalities own strategic planning. In this paper I’ve investigated the relationships between the region, the municipalities and the public, in search for answers to questions concerning power over the strategic planning, accessibility to the arenas where decisions are made and citizens’ opportunities to influence the regional planning To answer my questions, I’ve done a case study of the Stockholm region, where I studied the new regional plan and a number of municipal master plans. The aim of my case study was to examine the relationships between RUFS 2010 and the municipal plans, to see how issues of power and participation were handled in the planning processes. To get insight into the planning processes I’ve also conducted interviews with municipal planners. I’ve used theories of participation, storytelling and power to analyse my case. My conclusions are that even if the region has no formal power over the planning, they have the power to act as an enabler and creator of an arena for dialogue and collaboration. But, who has access to the arena?
