The purpose of this investigation was to develop a descriptive profile of both adjudicated and nonadjudicated adolescents educated in a juvenile center/school for delinquent and/or maladapted youth in order to (a) disclose the characteristics of the contemporary adolescent delinquent educated in a community based facility with both day and residential components, (b) discern any differences in demographic data, scholastic data, handicapping conditions, and delinquent behaviors among handicapped and nonhandicapped adolescents with delinquent or maladaptive behaviors, and (c) discover the prevalence by types of handicaps exhibited by this population since the implementation of Public Law 94-142. The subjects for the study were 102 adolescents educated in a juvenile center/school during September 1, 1981, through August 31, 1982.

M.Ed. / The aim of this research study is to analyze the Youth Empowerment Scheme critically, within the requirements of reformative justice. The study is motivated by the fact that crime in South Africa is on the increase. Most offenders are between the ages of 16- and 20 years. An effective rehabilitation program for first time youth offenders as part of diversion is critical to prevent further crime by these offenders. The Youth Empowerment Scheme is a program currently run by the National Institute for Crime Intervention and the Reintegration of Offenders in an attempt to prevent a criminal record and further crime. The researcher compared the current retributive justice system with the proposed reformative justice system to identify the implications of these justice systems for the youth offender. The principles of the reformative justice system and the Youth Empowerment Scheme were analyzed to formulate criteria to improve the reformative potential of the program. In the achievement of the above-mentioned study goal, the researcher applied the techniques of qualitative research and specifically used the Youth Empowerment Scheme as a case study according to this paradigm. The data was gathered through a variety of techniques (questionares, literature review, observation, field notes and an interview) which enhanced the viability and reliability of the study through triangulation. The researcher attended the Youth Empowerment Scheme, which gave her the opportunity to explore and describe the program within its natural context. Further data was gained through questionares completed by the youth offenders and an interview with their parents/guardians. From the data certain themes were identified that highlighted aspects of the Youth Empowerment Scheme that should be changed to ensure a more effective rehabilitation program. These themes led to the formulation of guidelines to improve the Youth Empowerment Scheme. The formulated guidelines focus on the following aspects: The facilitators of the program. The social context and potential of the youth offenders. The content of the program. The group size of the program. The duration of the program. Participation of the parents/guardians. Principles of reformative justice. Protection of the youth offender, by law. The limitations of the study and the role of the Educational Psychologist were discussed. The researcher also proposes that this study presents a lot of other research opportunities.

Recidivism Outcomes among a Cohort of Violent Institutionalized Juvenile Offenders

Serious and violent juvenile offenders cause a disproportionate amount of harm to society, yet this population receives very little attention within the realm of empirical research. This research study examined the recidivism outcomes of 296 serious and violent offenders previously exposed to rehabilitative treatment in the Capital and Serious Violent Offender Program provided by the Texas Youth Commission. This group of juveniles was followed for three years following their release from institutionalization. This analysis revealed that 52% of those released were rearrested at least once during the follow-up period for any offense, while 48% of those released desisted from crime altogether. Of those 296 released, 34% were rearrested for at least one new felony offense. The analyses indicate that those involved in various forms of institutional misconduct during institutionalization were significantly more likely to recidivate. African-American race and institutional misconduct in the form of rule infractions emerged as the most consistent predictors of recidivism for this sample. This study concludes with a discussion of policy implications and risk assessment related to the decisions that are made to release this population of violent juvenile offenders.

With so much literature and knowledgeable individuals at hand to provide insight into the problem, the rationale for this study comes forth in the form of taking all this knowledge and insight and creating a collation of a picture of gangs as it is understood by those who study them and by those who have been confronted with them. The theoretical framework is a social constructionist cybernetic epistemology. One-on-one interviews were conducted with knowledgeable sources and audio-visual material assisted in understanding the context of gangs better. A hermeneutic analysis was used. The interview transcripts from the participants were analysed and themed according to a thematic network analysis and linked with available literature. The main aim of the study was an examination of the dynamics of family systems on the lives of youth awaiting trial at the Excelsior Place of Safety that functions as a secure care programme. Secure care is a new concept in South Africa and serves as an alternative to the imprisonment of children awaiting trial. The study identifies the family as central in adolescent development and assumes that there are particular dynamics within family systems that may impact on the lives of youth resulting in deviancy and criminality. The study was based on the philosophy of secure care, Erikson's theory of Adolescent Development, Attachment theory, the Ecosystems and Ecological Strengths-Based Approaches. Twenty-five youth awaiting trial were interviewed at Excelsior. The study found that children who offend come from impoverished communities where the household income is less than the Poverty Datum Line (PDL.) High-risk youth come from women-headed households that lack male role models and have little or no source of income. In these instances where the family cannot provide for the youth's needs that the youth is prone to criminality to satisfy them. The study recommended strengthened intervention strategies to be utilised by all service providers in working with youth at risk and their families. It also recommends the strengthening of the secure care programme to address the needs of awaiting trial youth and to divert youth from the prison environment. The study further suggested that secure care centres that have trained personnel in adolescent development, should undertake more community outreach to also target children and youth in communities. / Thesis (M.Dev.Studies)-University of Natal, Durban, 2003.

Experiences of parents whose children have completed a diversion programme

The goal of this research study was to explore and describe the experiences of parents whose children have completed the diversion programme in order to make recommendations to probation officers, social workers and people who facilitate the diversion programmes. The study focused on the Youth Empowerment Scheme programme (YES Programme) because it is the diversion programme mostly used in the Eastern Cape. The aim of the programme is to divert young people in trouble with the law away from the criminal justice system and to rehabilitate the young offenders by providing them with essential life skills that can address the offenders’ real problems. In the study the researcher made use of a qualitative research approach in an attempt to explore the experiences of parents whose children have completed the YES programme. The permission of the gatekeeper was sought before the study commenced. The researcher used purposive sampling to recruit participants. Data was collected by means of semi-structured interviews. In analysing the data, the researcher used the steps for qualitative data analysis as stated in Creswell (2003:192). Three main themes along with sub-themes and categories were identified during the process of data analysis. The main findings that emanated from this study were: the seemingly upcoming culture of lack of respect for authority on the part of the youth of today. Another major finding of this study is that the traditional function of families, notably, socialisation of young people within the family structure is on the wane. The recommendations that emanated from this study are: that the YES programme needs to be adjusted to address the specific needs of children that are referred to the YES programme and those of their families and communities. Family life should be strengthened through community development programmes that seek to address family problems of any nature, namely, material, psycho-social, economic, to mention just a few. Community development programmes should address fragile families through community development approaches that are comprehensive and integrated.

Psychological experiences of placement in correctional facilities within the Western Cape Province of South Africa : an exploratory study of incarcerated youth

Thesis (MA)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Focusing on the social-psychological level, where the focus is on negative relationships with others, Agnew’s General Strain Theory (GST) is internationally one of the most widely employed criminological theories explaining the onset and manifestation of youth offending. GST contends that youth are pressured into criminal behaviour by the negative affective states generated by negative relationships, which are characteristically defined as either aversive or not from the perspective of the youth; where especially anger motivates the youth to engage in maladaptive behaviour, resulting in maladaptive coping. Applying data from 81 incarcerated youth from three correctional centres located in the Western Cape province of South Africa, the study focussed on the criminogenic effects of four variables to explain youth offending under the auspices of GST: self-control (using the Self-Control Schedule [SCS]), coping (using the Coping Strategy Indicator [CSI]), perceived social support (using the Social Support Appraisal scale [SSA]) and anger (using the State-Trait Anger Scale [STAS]). Results displayed significant positive correlations between self-control and the use of problem-solving coping, followed by significant positive correlations between self-control and perceived social support from family members, significant positive correlations between anger and the use of avoidant coping, as well as significant positive correlations between self-control and the use of avoidant coping. The results furthermore displayed significant negative correlations between anger and self-control, followed by significant negative correlations between anger and perceived social support from family members and friends respectively. In addition, the problem-solving coping strategy emerged as a significant positive predictor of self-control, whereas the avoidant coping strategy emerged as a significant positive predictor of anger. Anger, however, emerged as a significant negative predictor of self-control, where the social support-seeking coping strategy emerged as a significant negative predictor of perceived social support from family members. Support for the possible application of Agnew’s GST to the context of South Africa was found and inferences made for the implications for intervention, where it was suggested that psychologists and social workers working with the rehabilitation of youth offenders consider the application of multisystem therapy (MST) with youth offenders, as MST aims to influence maladaptive behaviour by changing key aspects of the youth’s social context in ways that promote pro-social behaviour rather than maladaptive behaviour. The study concluded with a recommendation for further longitudinal research to gain a better understanding of the strain-crime relationship that influence youth to engage in maladaptive behaviour, as is mentioned in GST literature. / AFRIKAANSE OPSOMMING: Met fokus op die sosiaal-sielkundige vlak, veral op negatiewe verhoudings met ander, word Agnew se Algemene Spanningsteorie (AST) internasionaal as een van die mees gebruikte kriminologiese teorieë beskou, wat die ontstaan en die verskyning van jeugmisdaad verduidelik.
