This his study objectives to describe the distribution of the education in the Brazilian population (particularly in Sergipe), shows its evolution throughout the time and contributes for the comprehention of its importance for the performance of the Brazilian worker in the labor market, that is, verifies if the expansion occurred in recent years in the sergipean Institutions of Superior Teaching (IES) comes tied to its improvement of quality throughout these years. It analyzes the main aspects of the expansion happened in the IES in recent years in Brazil and Sergipe, discoursing on the advance of the private sector from the middle of the 1990 s and highlighting the processes of quantitative growth and institucional differentiation that had been part of the reorganization of the Brazilian superior Teaching. It looks for to highlight one of the central challenges for the Brazilian superior teaching in the current days: the formulation of policies turned to the system totality, able to dialog with the different formats and academic vocations of the institutions that integrate it. It analyzes the educational policies in Collor, Itamar, Fernando Henrique and Lula governments, trying to understand the complex and dynamic relation of the public policies for superior education in this last government, in what it refers to the Projeto Universidade para Todos (ProUni) and its articulation with the policy tax and the financing by the resignation tax. The present text also approaches the financing of the superior education, having as a period of exemplification the beginning of the 1990 s until the present days. Finally, it makes an approach about the quality of the superior teaching. With the analysis of the available data it comes to the conclusion about the recovery of the capacity of growth of the Brazilian education whose verified expansion in the last few decades was largely supported and sponsored by the private segment and the schedule of reforms of the superior education in the analyzed periods is relevant to the macroeconomic policies in what it refers to the reorganization of the production and the reform of the State. / Este estudo objetiva descrever a distribuição da educação na população brasileira (particularmente Sergipe), mostrar sua evolução ao longo do tempo e contribuir para o entendimento de sua importância para o desempenho do trabalhador brasileiro no mercado de trabalho, ou seja, verificar se a expansão ocorrida nos últimos anos nas Instituições de Ensino Superior (IES) sergipanas vem sendo atrelada a sua melhora de qualidade ao longo desses anos. Analisa os principais aspectos da expansão ocorrida nos últimos anos nas IES, no Brasil e em Sergipe, discorrendo sobre o avanço do setor privado a partir de meados dos anos de 1990 e destacando os processos de crescimento quantitativo e de diferenciação institucional que fizeram parte da reestruturação do campo do ensino superior brasileiro. Procura evidenciar um dos desafios centrais para o ensino superior brasileiro nos dias atuais: a formulação de uma política voltada para a totalidade do sistema, capaz de dialogar com os diferentes formatos e vocações acadêmicas das instituições que o integram. Analisa a política educacional nos governos de Collor, Itamar, Fernando Henrique e Lula, procurando compreender a relação complexa e dinâmica da política pública para o ensino superior neste último governo, no que tange ao Projeto Universidade para Todos (ProUni) e sua articulação com a política fiscal e o financiamento por meio da renúncia tributária. O presente texto aborda, também, o financiamento da educação superior, tendo como recorte temporal o início da década de 1990 até o presente. E, finalmente faz uma abordagem sobre a qualidade do ensino superior. Com a análise dos dados disponíveis conclui-se sobre a recuperação da capacidade de crescimento do ensino brasileiro cuja expansão verificada nas últimas décadas foi em grande parte, atendida e patrocinada pelo segmento privado e que, a agenda de reformas do ensino superior nos períodos analisados é permeável às políticas macroeconômicas no que tange à reestruturação da produção e à reforma do Estado.

The theme is relevant because Victor Meirelles Museum, like many other small and medium size Brazilian museums, have to face a range of difficulties to implement the policies related to the democratization of public access to the museum, mostly because of limited human resources and small budget. Find a good way to overcome these limitations is a challenge that cultural institutions must confront and the solutions may be to seek creative alternatives that are simple and easy to implement. The theoretical fundaments were based on the public policy issue, idea generation, the context of Brazilian museums and the main ideas around the concept of participatory museum. The alternatives were created through interview techniques, benchmarking, brainstorming and, after that, they were evaluated from a one to ten grade according to the criteria mentioned above. As a result, it was presented a graphic divided into four quadrants in which is possible to visualize the best alternatives to be prioritized for the implementation in the Victor Meirelles Museum. The alternatives are not exclusive for the VMM, but they can also be adapted and implemented by other museums as well. / Esta dissertação tem por objetivo gerar e selecionar as melhores alternativas, segundo os critérios de menor custo e alto impacto, para tornar mais democrática a visitação no Museu Victor Meirelles, museu público federal localizado no centro histórico de Florianópolis/SC. A pesquisa se justifica porque o Museu Victor Meirelles, como muitos museus brasileiros de pequeno ou médio porte, enfrenta problemas na implementação das políticas públicas dedicadas à democratização do acesso do público ao museu, por conta das limitações físicas, de recursos humanos e de orçamento. Pensar em como ultrapassar essas limitações é um desafio que as instituições culturais devem enfrentar e as soluções podem estar em buscar alternativas criativas, que sejam simples e de fácil implementação. A fundamentação teórica se deu em torno do tema políticas públicas, geração de ideias, contexto dos museus brasileiros e as principais ideias em torno do conceito de museu participativo. As alternativas foram geradas por meio das técnicas de entrevista, benchmarking, brainstorming e, logo após, avaliadas por meio dos critérios de custo e impacto, dentro de uma escala de um a dez. Com o resultado final da avaliação, foi construída um gráfico dividido em quatro quadrantes onde é possível visualizar as alternativas que foram melhores avaliadas, sendo estas as mais indicadas para serem priorizadas para a implementação pelos funcionários do Museu Victor Meirelles. Nem todas as alternativas são exclusivas do MVM, podendo ser adaptadas e implementadas também por outros museus brasileiros.
