Ela é responsável pela deglutição, mastigação, respiração e a fala. Este movimento é realizado por um conjunto articular-músculo-esquelético, chamado sistema estomatognático, no qual destaca a mais complexa articulação do corpo humano, denominada de articulação temporomandibular (ATM). Sua disfunção acarreta uma série de problemas sempre acompanhada de dores, no qual grande parte da população mundial apresenta distúrbios neste sistema, necessitando a busca de tratamento. Apesar de estudos já realizados, torna-se ainda imprescindível uma abordagem específica do tema, no qual a ausência de parâmetros existentes, e mundialmente aceitos, para avaliações e diagnósticos, comprometem os objetivos do tratamento, que atualmente depende mais da experiência do terapeuta do que de evidências científicas. Desta forma este trabalho contribui para obtenções de conhecimentos, esclarecimentos e cuidados com pacientes que sofrem de Disfunção Temporo Mandibular (DTM), com o seu principal objetivo, a construção de um equipamento capaz de mensurar e diagnosticar anormalidades durante o movimento biomecânico da abertura e fechamento da boca, através de um sistema de captação de imagens. Utiliza-se de equipamentos de baixo custo e de fácil manuseio, comparado a sistemas disponíveis hoje no mercado. As imagens obtidas são processadas por um software específico para este fim, onde os dados são tratados e modelados, fornecendo o movimento no plano frontal e lateral da mandíbula, analisando sua respectiva trajetória no movimento de lateralidade, protrusão e amplitude máxima da abertura e fechamento da boca, fornecendo dados milimetricamente mensurados ...(Resumo completo, clicar acesso eletrônico abaixo). / Abstract: To open and to close the mouth are one of the more important biomechanics movements of the human being, being one of first to be carried through before the same one of the birth. It is responsible for the deglutition, chew, breath and he says it. This movement is carried through by a joint articulate-muscle-bone, call masticate system, in which detaches the most complex joint of the called human body of Joint Temporo Mandible (JTM). Its disturb causes a series of problems always followed of pains, needing the treatment search. Although some carried through studies already, a specific boarding of the subject still becomes essential, in which the absence of existing parameters, and world-wide accepted, and diagnostic, compromises the objectives of the treatment, that currently depends more on the experience of the therapist on whom of scientific evidences. Of this form this work search the attainment of knowledge, clarifications and cares with the patients who suffer DTM, having as objective to construct an equipment capable to measure and to diagnosis abnormalities during the biomechanics movement of the opening of the mouth, through a system of capitation of images. Orientador: Élcio Trujillo / Banca: Euclides Celso Berardo / Banca: Augusto Martinez Perez / Resumo: O agente público ao desempenhar a função pública submete-se a obrigações e deveres que são regidos essencialmente pelo princípio da legalidade, o qual se vincula a outros princípios que regem a Administração Pública, estabelecidos na Constituição, leis ou regulamentos, entre eles o da finalidade e o da moralidade administrativa. Em virtude desses princípios, o agente público tem o dever de boa administração e da probidade administrativa como substância da sua atividade, Há, sobretudo, de se primar pelo interesse público e a ética da relação existente entre o agente e a Administração Pública. A probidade administrativa é a norma que rege a conduta do agente público, sendo elemento subjetivo da prática da sua atividade pública na Administração. A violação corresponde ao ato de improbidade administrativa, regulada pela Lei n. 8.429/92. Assim, o princípio da moralidade e da legalidade é ameaçado por atos que violam a ética, sendo estes combatidos pela responsabilização do agente corrupto no âmbito administrativo, civil e penal. O desvio de poder (ou de finalidade) figura entre outras formas de procedimento ilícito que podem gerar conduta de improbidade administrativa. Este se caracteriza pelo exercício de uma competência administrativa tendo em mira finalidade diversa da que lhe corresponde segundo o comando legal.O ato administrativo maculado do desvio de poder é inválido, não sendo passível de convalidação. Trata-se de vício de estrita legalidade que atinge um dos aspectos legais da competência administrativa: a finalidade. Embora óbvia sua importância, por ser meio de controle dos atos administrativos, raras são as obras atuais que tratam sobre o tema, igualmente, escassos são os julgados. Demonstrar um caráter atual à teoria, relacionando-a, sobretudo, à lei de improbidade administrativa traz maior destaque ao desvio de poder, amplia a sua aplicabilidade nas fundamentações... / Abstract: Whenever the public agent performs any kind of public activity he submits himself to obligations and duties which are essentially governed by the principles of legality and this one is linked to other principles that rule the Public Administration established in the Constitution, laws or regulations, namely the one related to finality and also the one about administrative morality. Due to such principles, the public agent must have good administration and administrative probity as the essence of his activity. One should, above all, to excel at the public interest and the ethics of the existing relation between the agent and the Public Administration. The administrative probity is the norm which regulates the public agent conduct, a subjective element of the practice of his public activity in the Administration. The violation corresponds to an act of administrative improbity, regulated by the Law 8.429/92. Thus, the morality and legality principle is threatened by acts which violate the ethics and these are combated through the accountability of the corrupt agent in the penal, civil and administrative circuit. The power deviation (or finality deviation) appears among other forms of illicit procedure which may well lead into administrative improbity conduct. This is characteristic of the exercise of an administrative competence aiming at an objective which is different from the one correspondent to it according to the legal command. The maculated administrative act of the power deviation is invalid, not liable to conformation. It is a case of vice of strict legality which affects one of the legal aspects of the administrative competence: the finality. Despite its obvious importance as a means of control of the administrative acts, one seldom finds current works related to the theme and just as rare are the judged ones.
