With theoretical conceptions of the state and social politics of the left and the right's authors that are establish in theoretical and politically in the left and right field in their divergence and convergence, our aim is to learn in Lula's official speeches subjacent conceptions of the state and social politics that show or justifiy the way, the actions or the governmental politics of these periods. This relation that we do in the research justify itself because a official speech thar represents a government depends on theoretical perspectives and determine politics that not always appear explicitly, but when they mediate some conceptions clearly defined theoretica and politicaly can reveal a politic positions. We make reference to the state conceptions and social politics in Brazilian writers that are important to this theme. In the left field we use the studies of Evaldo Vieira, Vicente Faleiros and José Paulo Neto. In the right field, the studies of Luiz Carlos Bresser Pereira. Through the opposite and different perspectives analysed we can say that the use of some categories, for example, the conflits or contrations, among others that mark the liberal and marxist conceptions, which define clearly the political position in the left right field. Thus it was possible to verify in the speeches the political function of the state leader, as a conciliator for the economical interests and hegemonic politics, because they don't reveal the class character of the Brazilian society and show a strong inclination to the socioeconomical and political interpretations that are predominantly liberal democratic, that try to convince to conservate the economic logic and capitalist politics. At the end we demonstrate the importance of Lula's speeches, considering his charisma popularity and approval. We try to put in evidence that his speeches are suitable with the logic submission of the classes because they are convergent with a far away conception of the left field where the transformation of the non equal economical order must be constant. We also have some studies that criticize Lula's government, specialy to his social politics, showing us evidence of characteristics that present in the President Lula's speeches. / Neste trabalho analisamos concepções de Estado e política social presentes nos discursos oficiais do presidente da república Luiz Inácio Lula da Silva (2003-2009). Por meio de concepções teóricas de Estado e política social de autores posicionados teórica e politicamente nos campos da esquerda e da direita, de suas divergências e convergências, nosso objetivo é apreender nos discursos oficiais do presidente Lula concepções subjacentes de Estado e política social que, de certa maneira, apontam ou justificam caminhos, ações ou políticas governamentais desse período, também posicionadas. Essa relação que fazemos na pesquisa se justifica, pois um discurso oficial que representa um dado governo depende de perspectivas teóricas e políticas determinadas que nem sempre aparecem explicitamente, mas quando mediadas por um quadro conceitual, claramente definido teórica e politicamente, podem revelar tomadas de posição política. Apresentamos referenciais teóricos para concepções de Estado e política social em autores brasileiros de relevância nacional para este tema. No campo da esquerda utilizamos estudos de Evaldo Vieira, Vicente Faleiros e José Paulo Netto, no campo da direita utilizamos como referencial estudos de Luiz Carlos Bresser-Pereira. Diante das diferentes e opostas perspectivas de análise apresentadas, podemos ressaltar que a utilização de determinadas categorias, como por exemplo, conflito ou contradição, entre outras que marcam concepções marxistas e liberais, acabam definindo com clareza posicionamentos políticos no campo da esquerda ou da direita. Assim, foi possível verificar nos discursos a função política de dirigente do Estado, como conciliador para os interesses econômicos e políticos hegemônicos, pois não revelam o caráter de classe da sociedade brasileira e manifestam forte inclinação às interpretações socioeconômicas e políticas predominantemente de cunho liberal democrático, sendo uma constante o esforço em convencer para conservação da lógica econômica e política capitalista. Nas considerações finais demonstramos o considerável peso dos discursos do presidente Lula, levando em conta seu reconhecido carisma, popularidade e aprovação. Procuramos evidenciar que seus discursos mostram-se condizentes com a lógica de submissão das classes por serem convergentes com uma concepção afastada do campo da esquerda, onde a pauta da transformação da ordem econômica desigual deve ser uma constante. Também apontamos uma breve referência de estudos que fazem a crítica ao governo Lula, especialmente à sua política social, mostrando-nos evidências de características que estão presentes nos discursos do presidente Lula.

This paper focuses on analytical official discourses of "Lula government" about the notion of ethnodevelopment maroon. The objective is to develop an analysis on the articulations of these discourses, observing the references which are activated, the correlations established and the meanings that they suggest. Making use of the methodological strategy of discourse analysis, the study moves to an interpretative universe that seeks to understand the set of statements that articulated in the body become the documental reference that reflects the political-government about development of the narrative on ethnic maroon. The intention is to analyze the relationship ethnicity-maroon permeated by a theoretical paradigm that relates it with the notion of development. Among our principal considerations, the text appears for the need of a new standards that may overcome some theoretical reductionism that permeat the analysis on the subject quilombos in the current context. It suggests an opportunity cost which is located in a universe of discussions very diversified and complex, involving international agencies, academic knowledge, social movements; also involving notions of development, citizenship, justice, democracy, which are involved in your current political context. / Este trabalho tem como foco analítico os discursos oficiais do Governo Lula em torno da noção de etnodesenvolvimento quilombola. O objetivo é desenvolver uma análise sobre as articulações destes discursos, observando quais são as referências acionadas, as correlações estabelecidas e os significados que sugerem. Fazendo uso da estratégia metodológica da análise do discurso, o estudo desloca-se para um universo interpretativo que procura perceber o conjunto de enunciados que, articulados, transformam-se no corpo documental que traduz a referência político-governamental da narração sobre desenvolvimento étnico quilombola. O intuito é analisar a relação etnia-quilombo permeado por um paradigma teórico, que o relaciona a noção de desenvolvimento. Dentre as principais considerações a que chegamos, o texto aponta para a necessidade de novos referenciais que possam superar certo reducionismo teórico que permeia a análise acerca do tema quilombos no atual contexto. Sugere uma possibilidade analítica que lhe situa em um universo de discussões muito variadas e complexas, envolvendo agências internacionais, conhecimento acadêmico, movimentos sociais; envolvendo ainda noções de desenvolvimento, de cidadania, de justiça, de democracia que estão implicadas pelo contexto político em que se encontram e constituem.
