RESUMÉ IN ENGLISH ENGLISH TITLE OF THE THESIS: OPTIONAL PROTOCOL TO THE CONVENTION ON ELIMINATION OF ALL FORMS OF DISCRIMINATION AGAINST WOMEN The thesis is concerned with the Optional Protocol to the Convention on Elimination of All Forms of Discrimination against Women (adopted in 1999 and entered into force on December 22nd, 2000). This international treaty offers women two significant mechanisms to protect their rights - the possibility to submit an individual communication to the Committee on Elimination of Discrimination against Women against a State Party to both the Convention and the Protocol and the competence of the Committee to carry out investigations into grave and systematic violations of rights set out in the Convention. The first chapter focuses on the context of and reasons for the adoption of the Protocol. Firstly, the CEDAW, its origins and implementation mechanisms are introduced. The need for an optional protocol clearly arose from the insufficiency of the protection mechanisms enshrined in CEDAW itself in the quest of protection of women in their everyday encounters with discrimination. The main subject of the final thesis is to find a suitable method for measuring the partial discharge (PD) in the dielectric of high-voltage capacitor. In the theoretical part of my thesis contains from the mechanisms of origin and the harmful effects of partial discharge at high voltage insulation of capacitor. It describes the global galvanic method of partial discharge measurement, the principle of cascade voltage multiplier, its main components are high-voltage capacitor and diode, facilities quality measurement of capacitors for voltage multipliers, advantages and disadvantages and principles of HIPOTRONICS DDX-8003 with the pulse discrimination system. In the experimental part of the diploma thesis is familiar with the diagnostics of high – voltage capacitors by means of laboratory measurements on the electronic bridge and with the help of partial discharge measurement system. Design of suitable electrode arrangement is described which eliminates the influence of corona which makes it impossible to measure partial discharges and the dissipation factor (tg ). Analysis data from measurement and determination of quality level, eventual degradation of measured capacitors. The result of this project should be designed the methodology for finding of poor – quality capacitors in order to increase the reliability of the voltage multiplier.

The main topic of this work is the analysis of the measurement of partial discharge measurements on high voltage cables. The thesis also deals with other measurements, including the measurement of the loss factor and the voltage retention and breakdown test. Part of the text describes the issue of partial discharge, its measurement by galvanic method and methods of elimination of disturbing influences that affect this method in terms of sensitivity and accuracy of the measured values. Thesis also describes the construction of the cables, their marking and the tests carried out on them. There is also a description of the cable terminals used for measuring, especially water terminals, which are designed for high voltages and which are carried out in the practical part of the thesis. The next part deals with problems prior to the commissioning of water terminals and their preparation for certain tests, including description and evaluation of the results of the measurements.

The source areas are microeconomics, marketing, competitive advantage and economics of information goods. The model of market is created with constraints defined on the ground of theoretical basis. The thesis analyzes requirements that define the system that supports the choice of pricing strategy. It includes detailed design of the prototype of such system. The prototype is designed with robustness because of the future improvements. The design describes the prototype's input parameters and their transformation into useful outputs that cover basic characteristics of information goods. The designed prototype is implemented. The thesis includes demonstration of the prototype and possible directions for improvements that lead to validity of proposed model of market.

Ochrana před diskriminací podle Evropské úmluvy o ochraně lidských práv / Protection against Discrimination under the European Convention on Human Rights

The thesis is focused on the examination of the scope of Article 14 of the European Convention of Human Rights, theoretical framework, and legal basis of the concept of discrimination. The paper presents an analysis of the caselaw of the European Court on Human Rights, how the latter operationalises the issue of inequality, and which inaccuracies of interpretation it leaves. The primary aim is to challenge the system of protection against discrimination under the Article 14 as well as the role of the national actors in its development. The thesis examines the level of compliance among signatories of the Convention with its anti- discriminatory provisions and focuses on the individual capacities of the states to satisfy judgements of the European Court on Human Rights. The usage of the comparative approach also helps to analyse the role of local non-governmental organisations in the process of compliance with human rights obligations under the Convention among signatories. The thesis aims to show why the level of protection against discrimination differs from the one country to another and which obstacles they face on the path towards the respect for human rights.

Maters thesis People with undetermined citizenship the case of Estonia , describes the situation of the group of people who has no citizenship. The status of those people is described by chronological analysis of Estonian law and analysis of their socioeconomic position. They came to Estonia after the Second World War from different republics of USSR. When Estonian independence was renewed they had to adapt at new living conditions. Some of them are not successful. They did not get the automatic right to get Estonian citizenship. In Estonian law the main principal is the principal of state continuity. It means that immigrants have to naturalize. They have to pass the exam of the state language and fulfill the requirements concerning the permanent residence permit. Estonian law gives people with undetermined citizenship almost the same rights as to Estonian citizens the exceptions are active and passive right to vote to Parliament and the right to be elected to local councils. From 2006 there is even the advantage for them because they can travel to Russia without visa. They are not discriminated economically the problem is mostly in the indirect impact of division of Soviet time society. People with undetermined citizenship usually cannot speak well Estonian. This thesis discuss various steps how institution of family policy in France and the Czech Republic influences the social status of single mothers, or how it affects their standard of living an opportunities. The thesis is based on a comparative analysis of two measures. The first one concerns possibilities of work-life balance, the second one means of prevention from poverty. The key factor influencing work-life balance is the interplay between maternity/ parental leave, public childcare accesibility and flexible working time practice. The character and availability of allowances completes the picture of what the prevailing gender principles in each family policy are. Hence, it also demonstrates the situation of single mothers.
