Rektorers pedagogiska ledarskap har betydelse för hur arbetet på skolorna fortlöper med syfte att främja särskilt begåvade elever i matematik och att dessa elever ska få den stimulans de är berättigade. Studiens syfte är att undersöka hur rektorer påverkas av ramfaktorer vid resursfördelning i matematik med fokus på särskilt begåvade elever. I studien har intervjuer använts som metod för att ta reda på rektorers påverkan av ramfaktorer vid resursfördelning i matematik. Ramfaktorteorin är den teori som beskriver vilka ramar och faktorer rektorer har att förhålla sig till. Resultatet visar att av rektorerna indirekt drar paralleller till budget i frågan om resursfördelningen, men kopplar också detta till flera andra ramfaktorer som samverkar. Alla rektorer uppger också att lärarnas egen kompetens är viktig för att kunna stimulera särskilt begåvade elever inom matematik. Slutsatsen i undersökningen blir därför att rektorers resursfördelning inom matematik med fokus på elever med särskild begåvning är styrd av flera faktorer och att dessa påverkar. De resultat som finns i studien kan ge ökad kunskap hos lärare eller andra kollegor för att det bidrar till en ökad medvetenhet om rektorers ramar och faktorer i det vardagliga arbetet. / How school works with gifted students depends on the pedagogical leadership of the principals’ and their decisions regarding the distribution of resources. It’s these decisions that define how the students develop and if they get the right kind of stimulants that they need. The aim of this study is to examine how the frame factor theory influences the principals’ work with distributing resources for gifted students in mathematics. This study have been using interviews as method to find out how the frame factor theory influences principals work. The result of the study shows that principals instantly draw parallels to the budget in the question of distribution of resources, but also link this to several other framework factors that interact with each other. All of the principals state that the teachers’ competence is important in order to stimulate gifted students in mathematics. The conclusion of this study is that the principals are controlled by several of the factors in the frame factor theory regarding the distributing resources for gifted students in mathematics. The results from the study can increase the teachers’ knowledge, and other colleagues, and hopefully it can increase an awareness of how the principals' work regarding distributing resources for gifted students in mathematics are affected by the frame factor theory in their line of work every day.

Análise dos critérios de priorização de projeto junto ao fundo estadual de recursos hídricos do Estado de São Paulo: estudo de caso do Comitê da Bacia Hidrográfica do Tietê-Jacaré

The resources from this fund are distributed in the Water Basis Committees (CBH) every year, each CBH is responsible for finding the way to select the projects. This research aimed to study the criteria and rules for distribution of financial resources in the Water Basis Committee Tietê-Jacaré (CBH-TJ), arising from FEHIDRO, aiming to contribute to its improvement. For develop of this study four stages were performed: Bibliographic Search; Chacterization of study area; Documental Search and survey of opinion. The third stage consisted in a diagnosis of the investments realized with FEHIDRO resources and also the comparative analysis of the adopted criteria to the projects approval in the CBH-TJ and other committees of São Paulo State. The last stage referred to the questionnaires along the keymembers of the committee, where it sought the identification of process failures, difficulties in the projects evaluation and guidelines for solving the problems and/or contributions for the process improvement. The results showed that some criteria adopted by CBH-TJ have failures (lack of information to the score, absence of weighing and subjective criteria which makes difficult the impersonality in the assessments). It was suggested several ways to improve the process (adoption of more technical criteria that reduct the subjective in the assessments, elaboration of specific punctuation score cards according each thematic line, addition of new criteria, increase of the evaluation time of projects and weight attribution for all criteria), which will give support for the improvement of the decisions to be made by CBH-TJ, as well contribute for a better allocation of FEHIDRO public resources. / O Fundo Estadual de Recursos Hídricos do Estado de São Paulo (FEHIDRO) foi criado, por intermédio da Lei Estadual 7.633, de 30 de dezembro de 1991, para dar suporte financeiro às ações em prol das bacias hidrográficas (SÃO PAULO, 1991). Os recursos provenientes deste fundo são anualmente distribuídos nos Comitês de Bacias Hidrográficas (CBH), sendo cada CBH responsável por determinar a forma de seleção e priorização de suas ações. A presente pesquisa teve como objetivo estudar os critérios e normas de distribuição dos recursos financeiros no âmbito do Comitê da Bacia Hidrográfica do Tietê-Jacaré (CBH-TJ) oriundos do FEHIDRO, visando contribuir para o seu aperfeiçoamento. Para o desenvolvimento deste estudo foram realizadas quatro etapas: Pesquisa Bibliográfica; Caracterização da Área de Estudo; Pesquisa Documental e Pesquisa de Opinião. A terceira etapa consistiu no diagnóstico dos investimentos realizados com recursos do FEHIDRO e na análise comparativa dos critérios adotados para aprovação de projetos no CBH-TJ e outros comitês do Estado de São Paulo. A última etapa referiu-se à aplicação de questionários junto aos membros-chave do Comitê para a identificação de falhas no processo, de dificuldades na avaliação dos projetos e de diretrizes para a solução dos problemas e/ou contribuições para melhoria desse processo. Os resultados obtidos mostram que alguns critérios adotados pelo CBH-TJ possuem pontos a serem melhorados (falta de informações para pontuação, ausência de ponderação e critérios que levam a subjetividade nas avaliações). Foram sugeridas diversas formas de melhoria (adoção de critérios mais adequados e pertinentes que buscam reduzir a subjetividade do processo de análise, elaboração de fichas de pontuação específicas por linha temática, adição de novos critérios, aumento do tempo para avaliação dos projetos e atribuição de pesos aos critérios), que servirão de suporte para o aperfeiçoamento das decisões a serem tomadas pelo CBH-TJ, bem como contribuir para uma melhor alocação dos recursos públicos do FEHIDRO.

Identity-Based Cultural Paradigms, Trauma, and Interethnic Conflict in South Sudan

In 2011, South Sudan became independent through the agreement and implementation of the comprehensive peace agreement (CPA). However, interethnic conflict also escalated. This cycle of violence impacts the psychological and physical health of local society. When violence between ethnic groups escalates, civilians may be forced to flee their homes. This study employed a phenomenological research approach that examined the views and experiences of the recruited 13 members from the state of Jonglei; 5 members of the Dinka, 3 members of the Murle, and 5 members of the Nuer ethnic groups residing in the United States. In an attempt to understand the root causes of the conflict between ethnic groups, this research used a qualitative study plan that examined interethnic politics, perceptions, and beliefs among South Sudanese ethnic groups: Dinka, Murle, and Nuer. In addition, this study examined the presence of armed ethnic groups, the use of guns, and the relationship between trauma caused by past exposure or experience of violence and subsequent interethnic groups conflict. Data were analyzed with descriptive and patterned coding. The 5 identified themes from analysis of the collected data were: roles of ethnic identity, lack of trust in the system of the distribution of resources, roles of ethnic politicians, uncontrollable use of guns and defense of ethnic territory. In addition, the past war incidents between ethnic groups have a negative impact on the present relationship. The findings of this research may create positive social change for ethnic groups and for communities who may use it as an opportunity to understand their own problems and to establish an ethnic advocacy type of conflict resolution in South Sudan.
