Optimalizace péče o ohrožené dítě do 6 let věku / Optimalization of care for vulnerable child till the age of 6

The diploma work processes the present issues if it is important or even necessary keeping the institutional care for the children under 3 years of age or if it can be replaced by short term foster care. The research was done by quantitative strategy and with the method of forms. The forms were addressed to fosters [short term and long term fosters] and to the child care institutions for children under 3 years of age under the direction of Ministry of Health. The data from ÚZIS also served the research these data confirm that about 85% of children return to their own or substitute families. The return to biological families did not go under 50% between 2011 and 2015. The inquiry also revealed the different view on the issue of short term foster care where fosters [long and short time] prefer the short time foster care method, while the child care institutions for children under 3 years of age under the direction of Ministry of Health mention the risks connected with the foster [short term] deficiency. The work also shows the problem that short time foster care is not convenient for disabled children and children from different ethnic groups, the institutions see a big problem in this too. The ways how the children are distributed into substitute family care are also connected with above mention. The children come to short time foster care generally from social issues and to institutional care mostly from health-social issues. The fosters themselves mention the situations when they would fear doing the care. These situations mostly correspond with the cases of children placed to the institutions with special care. Finally it is obvious the short time foster care and the institutional care play their own irreplaceable role in the substitute family care system. Together they make the necessary balanced system for children at risk and they complement each other. Well, not every child is suitable for institutional care and otherwise. For example the children hardly disabled or children from repetitively non-functional families would be in high risk of failing again in the foster care. That is the reason, why the planned closing down of the special facilities should be discussed and reconsider again.

My thesis theme from the branch of insurance industry has been chosen for a reason of my long-term experience. The particular theme of "accident insurance" has been then chosen and based on the fact that in general it belongs to one of the most important types of insurance and everybody should arrange for it. In the part of theory I would like to clarify basic terms of the field of accident insurance as well as those of insurance industry as a whole. At the same time I would like to illustrate how and where an insurance contract can be concluded and what one should be aware of before and in the course of concluding such an insurance contract. An integral part of the theory will also be legislation dealing with the insurance industry and its development. The practical part will be focused on looking for different insurance amounts people should be insured for. In addition there will be given a particular example of effecting an accident insurance of more people as well as of a person and various insurance companies' offers in my place of living will be analysed. In conclusion let me make basic calculations concerning the insurance clear and analyse the data that will be at my disposal.

TITLE: Foster care for temporary period: Process of imparting child to biological family ABSTRACT: This thesis is dedicated to the question of process of returning children from foster care for temporary period to their biological family. Its aim was to spot problems that have occurred within the process and to provide suggestions for their possible solution. Research among a sample of eight families was carried via semistructured interview method. The results were summed up in case studies, while each case was thoroughly analysed. Research questions were answered and the answers were presented collectively for all families. The research uncovered repetitive failures in the process of imparting children from foster care for temporary period to their biological family. The outcome of the research was a recommendation for Ministry of Labour and Social affairs, in whose competence this area of foster care lies. This thesis is a qualitative probe into the story of a temporary foster mother. The thesis captures, analyses and classifies this story into systemic context. It does so with an emphasis on the temporary foster mother's personal experience and also with using personal experience of other participants involved in this particular case - including mine. This thesis is largely a reflection of my own role in this story, it is looking at it from different perspectives that evolve over time. The thesis is grounded in theoretical sources, especially methodologies of temporary foster care and methodological recommendations. Theoretical sources are critically viewed and connected to personal experience. The resulting storytelling, which provides an insight into the wider context of temporary foster care in the Czech Republic, was based on this procedure. Capturing systemic context is used in this thesis to create suggestions for possible systemic improvements.

Short-term foster care is a fairly new form of substitute family care. Despite it having been incorporated in law since 2006, short-term foster care have only begun being employed seven years later. Only then the details of its administration were laid out in legislation. Purpose of this form of substitute family care is to prevent a placement of children into institutional care. It's possible to look at the professional foster care from different angles and thus assess it differently. Certainly, it has its positive and negative aspects as well as possible problems. It's undeniable that a well-functioning family is the best environment for raising and caring for a child. Forming an emotional bond is one of the most discussed factors contributing to the proper development of children placed in short-term foster care. Experts as well as the general public are looking for answers to the questions whether or not it's in the interest of the child to form an attachment to someone who's with them only for a short period of time, which children is professional foster care best suited for, whether children living in short-term foster care placements are less prone to suffer from emotional deprivation than children placed in institutional care or whether the duration of this form of foster care is sufficient. More questions arise over the degree of health care provided to infants placed with a professional forster family as well as over the level of risk of these children suffering traumas and stigmatizing experience compared to children living in institutional care. The objective of this thesis is to survey and assess the experience gained so far from implementing short-term foster care and to try and describe based on (previously) established facts how the children benefit from this form of substitute family care. In order to meet the set objective I chose a qualitative research strategy, the interview as a method, a semi-structured interview and a secondary analysis strategies. The results show that the most common reason for placing a child in this form of foster care is the impending adoption, i. e. it's mainly being used for infants whilst adoption placements are sorted out for them. To a lesser extent there are other reasons, respectively a minimum of older children are placed with professional foster families. Given these facts, it appears necessary to regard the short-term foster care differently depending on the age group of children placed in it. Undeniable merits of all cases of short-term foster care are an individual approach to each child that minimizes emotional deprivation and development of trauma, the development of the attachment behaviour and enough stimuli to influence a child's development. In the case of older children these are an experience of living in a well-functioning family and a positive educational impact. Developing an attachment between the child and the foster parent and then losing it because of the child's departure from a family is more risky for older children than newborns and toddlers. Claim that no attachment is to be formed between the child and the foster parent proved entirely unrealistic. The lack of permanent medical supervision can be seen as a disadvantage of professional foster care especially from the perspective of child welfare workers. Children placed for adoption often come from not monitored pregnancies or parents at-risk, i.e. these are children with unknown history whose development can therefore be risky, so they require a professional medical care in the first weeks of their lives. Research results have also indicated foster parents' positive motivation to professional fostering, an undisputed enrichment that this occupation brings their entire families and a satisfaction resulting from the meaningfulness of their work. The topic of my thesis is importace of foster care in the social-legal protection of children. The thesis deals with the issues of foster care, professional foster care and also of the transformation of care for children in need. The aim is to describe changes in the foster care that brought the amendment of the Law on the social-legal protection of child and adoption of the new Civil Code. Another aim is to determine the effect of strengthening the professional foster care to the number of children placed in institutional care. In the beginning of the thesis is defined the concept of family, social-legal protection of children, alternative family care and its forms like foster care, professional foster care and adoption. Another part of thesis deals with amendment to the Law on social and legal protection of children and the new Civil Code. In this part I describe the most important changes that the Law on the social-legal protection of children brought and I also describe changes that brought an amendment to the civil code. The adoption of the amendment to the social-legal protection brings a number of changes in the activities of the social-legal protection of children and the exercise of social-legal protection of children in general. The last chapter deals with the statistic of foster care. This part compares the number of children in professional foster care and institutional care.

The thesis is devoted to the topic of preparatory courses for applicants for foster care. The aim of the thesis is to chart the course of professional preparation of future foster parents and replenish their subjective opinions. The theoretical part refers to the current legislative changes affecting the area of foster care in the Czech republic. It also deals with topics closely related to foster care, such as kinship care, contact with the biological parents or the identity of children in foster care. The following section is focused on the analysis of available training programs for foster parents, their specifics and the related methodological recommendations of Ministry of Labour and Social Affairs of the Czech Republic. Practical work was supported by DC Paprsek. By the form of semi-structured interviews with applicants for foster care was studied their subjective view of the importance and effectiveness of training courses.

The theoretical part is focused on the status of birth family, foster parents and their support services. There are mentioned reasons for placing the child to the foster family. The master thesis contains current facts from this area in the Czech Republic, Slovakia, Poland and Hungary. In the practical part there are used qualitative methods, namely semi-structured interviews and case reports. The purpose of these methods is to show the possibilities, advantages and limitations and recommendations regarding the contact of children in temporary foster care with their birth family.

The main aim of my Master's thesis, is to analyze the experience with foster care on a temporary basis acquired by semi - structured interviews with social workers of social and legal protection of children in northern Bohemia. Furthermore, mapping what positive and difficulties they find of foster care on a temporary basis social workers social and legal protection of children. This Master's thesis gets the reader introduced the theory of attachment, the historical development of family substitute care, the actual system of family substitute care in the Czech Republic, the institute of foster care on a temporary basis, amendment to the Law on social and legal protection of children, acceptance and adaptation of a child in the alternative family environment, roles and competences of a social worker of social and legal protection of children in realization of foster care for a temporary basis. As a method for this thesis was used a qualitative one, the data were obtained by semi - structured interview. At the end of the thesis, the results of the survey are evaluated and presented.
